Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents that are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.
To assist the European Commission (relevant Units and Delegations) and the ACP Secretariat in the monitoring of the Energy Facility projects financed under the 10th EDF (1st and 2nd call for proposals), assuring the measurement and follow up of the performance of the projects and the achievements of the objectives of the Energy Facility.
It is therefore essential that the consultant acknowledges the standards and procedures described in detail in the Guidelines for applicants responding to the open Call for Proposals and its annexes.
The Consultant will have to assure harmonisation with ongoing Technical Assistance to the 74 projects approved in the first Energy Facility Call for Proposals financed under the 9th EDF.
Expert 1 – Team Leader – 800 working days (full-time)
The TL shall report to the EF Team in Brussels on a periodic manner and shall have ad hoc meetings in Brussels periodically (each 4 months approximately) to coordinate with the EF Team and with the consultant performing the monitoring of the EF contracts under the 9th EDF.
He/She will act as a single contact point during the entire contract.
The TL shall be senior qualified development cooperation professional, with experience in the energy sector.
Minimum requirement is University degree and desirable master’s degree in an area of the energy sector, preferably related to renewable energies.
It would be a strong advantage if the TL has knowledge of EC procedures (EDF rules, call for proposals, contract and finance guidelines, tender evaluation, etc).
Working knowledge of English and French is essential. Knowledge of other languages of the CfP is desirable (PT or ES). Language skills may be verified during the evaluation process.
It is recommended that he/she will have at least 10 years working experience in development projects/programmes preparation, implementation or monitoring.
A minimum working experience in the energy sector in developing countries of at least 5 years is desirable.
The TL has to demonstrate experience in the preparation/implementation/evaluation of different technologies of energy projects in developing countries. It is expected that the TL has experience of projects/programmes in rural and peri-urban areas and has an overall knowledge and practice in infrastructure development. Knowledge about governance and regulation of the energy sector in ACP countries is desirable.
The TL has to demonstrate a proven experience as team leader in various projects, with proven experience in the monitoring or evaluation of projects.
Expert 2: Administrative Assistant (Junior Expert) – 200 working days
The Administrative Assistant will support the TL in administrative tasks, mainly related to the seminars preparation, reporting and information management. These tasks will be done on an ad-hoc basis and whenever there are peak workloads in which the TL may need this support so that the TL can concentrate on those activities which add more value to the consultant´s assignment.
The Administrative Assistant will be junior qualified development cooperation professional, with a minimum requirement of University degree.
It is recommended that he/she will have at least 5 years of professional experience.
The Administrative Assistant shall have proven experience of at least 5 years working in consulting firms who operate in developing countries. Experience in the energy sector is desirable.
Working knowledge of English or French is essential. Knowledge of other languages of the CfP is desirable (PT or ES). Language skills may be verified during the evaluation process.
