DESCRIPTION

6.            REQUIREMENTS

6.1.         Personnel

6.1.1.      Key experts

All experts who have a crucial role in implementing the contract are referred to as key experts. The profiles of the key experts for this contract are as follows:

Key expert 1: Senior Management Adviser / Team Leader – 440 working days

Tasks

•              Planning of activities and inputs of key-experts and non-key experts, coordination of tasks and responsibilities between experts, monitoring the implementation of activities, and quality control on technical outputs of experts;

•              Support to the promotion of the project objectives and communication with stakeholders and Contracting Authority in coordination with the beneficiary;

•              Timely reporting, required by the present contract;

•              Supervision of administrative, financial and logistic support of the project, as far as they are related to the tasks of the Consultant;

•              Providing advice and guidance to the senior management of the market surveillance authorities on issues of general management, strategies, policies and planning in line with EU best practices;

Qualifications and skills

•              A university degree in a relevant subject (e.g. management, public administration,  economics, engineering), or an equivalent professional experience of at least 12 years in the filed of Market Surveillance

•              Strong communication and leadership skills

•              Fluency in speaking, writing and reading English;

•              Good editing skills are essential;

•              Fully computer literate.

General professional experience

•              Working experience of at least 10 years but preferably 15 years of post-graduate experience as a professional in a market surveillance authority in one of the EU member states in addition to requirements under qualification above.

Specific professional experience

•              At least three years of experience in a higher management function with responsibilities for policy development, planning and monitoring in a market surveillance authority in one of the EU member states;

•              At least two years operational experience during the last seven years as a key-expert/team leader in at least one similar complex technical assistance project related to development of market surveillance systems in one of the present or former EU candidate countries

•              Experience as team leader in at least one EU funded project related to market surveillance and/ or quality infrastructure.

•              Experience in development of inter-governmental coordination, and cooperation with stakeholders, would be an advantage

•              Relevant market surveillance or/and quality infrastructure regional (Central or Eastern European) project related or similar experience would be also considered as an advantage

Key expert 2: Senior Market Surveillance Adviser – 440 working days

Tasks

•              Development and implementation of training programmes, and coordination of inputs of non-key experts in that field, as well as delivering of training courses;

•              Assistance to the development and implementation of practical market surveillance operations such as operating procedures, instructions, and guidelines for performing market surveillance activities, etc.;

Qualifications and skills

•              A university degree in a relevant subject (e.g. management, public administration, economics, engineering, food science, law) or an equivalent professional experience of at least 12 years in the filed of Market Surveillance (e.g. qualified market surveillance inspector);

•              Strong communication skills and ability to communicate with people at all levels;

•              Fluency in speaking, writing and reading English;

•              Good editing skills;

•              Fully computer literate.

General professional experience

•              At least 15 years of general professional experience;

•              Working experience of at least 10, preferably 12 years of a post-graduate experience as a senior professional (e.g. inspector, senior controller, team leader) in a market surveillance authority in one of the EU member states in addition to requirements under qualification above.

Specific professional experience

•              Experience with developing and/or delivering training courses;

•              Experience as an key / long term expert (or in the other equivalent capacity) in at least one technical assistance project of similar complex related to market surveillance in former or current candidate countries for membership in the EU;

•              Experience with quality management systems (e.g. ISO 9001, ISO 17020)

•              Relevant market surveillance or/and quality infrastructure regional (Central or Eastern European) project related or similar experience would be considered as an advantage

Key expert 3: Management Information Systems Adviser – 308 working days

Tasks

•              Analysis of information needs and design of management information systems for market surveillance authorities;

•              Advice and support on the realisation and implementation of management information systems at the beneficiaries;

•              Assistance to the development of operating procedures, instructions, and guidelines for performing market surveillance activities, as potential sources of inputs for management information.

Qualifications and skills

•              A university degree in a relevant subject (e.g. information technology, operations research, management, economics, engineering) or an equivalent professional experience of at least 12 years in software applications design

•              Strong communication skills and ability to communicate with people at all levels;

•              Fluency in speaking, writing and reading English;

•              Good editing skills;

•              Fully computer literate.

General professional experience

•              At least 10 years of general professional experience;

•              Working experience of at least 5, preferably 7 years of post-graduate experience in analysis and design of information systems and databases applications in addition to requirements under qualification above.

Specific professional experience

•              Experience with developing and/or delivering training courses;

•              Experience as a key / long term expert (or in the other equivalent capacity) in at least one technical assistance project of similar complex related to design of information systems and database applications in former or current candidate countries for membership in the EU;

•              Experience with quality management systems for software design.

6.1.2.      Other experts

The Consultant will provide inputs for a minimum 1000 working days of senior non-key experts. CVs for experts other than the key experts are not examined prior to the signature of the contract. They should not have been included in tenders.

The Consultant shall select and hire other experts as required according to the profiles identified in the Organisation & Methodology and these Terms of Reference. They must indicate evidently which profile they have so it is clear which fee rate in the budget breakdown will apply. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them.

The selection procedures used by the Consultant to select these other experts shall be transparent, and shall be based on pre-defined criteria, including professional qualifications, language skills and work experience. The findings of the selection panel shall be recorded. The selection of experts shall be subject to approval by the Contracting Authority.

Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts. Note that there is no longer a distinction between local and international experts.

The key experts will be assisted by a pool of senior non-key experts who will be suitably qualified and capable to provide the necessary skills and knowledge required under the following indicative headings:

•              European product safety legislation;

•              Implementation and surveillance of individual European product safety directives (depending on selected priority directives);

•              Management development and training, including change management;

•              Analysis of activities, data, and information flows within organisations;

•              Design and development of database applications;

•              Database management and administration;

•              Testing of software applications;

•              Market surveillance practices and methods;

•              Risk assessment methods;

•              Quality management systems;

•              Training methods;

•              Training on social skills.

Senior non-key experts are expected to meet the following requirements in a discipline related to their assignment:

•              Education relevant to the subject, either through a university degree, or through a combination of (higher) vocational training and practical experience;

•              At least 8, preferably 10  years of experience in the area of expertise in addition to above, preferably in one of the EU member states;

•              Fluency in speaking, writing and reading English,

•              Good analytical and editing skills;

•              Good communication skills and ability to communicate with people at all levels

All proposals to mobilise a non-key expert should indicate the following:

•              the need for technical assistance;

•              the activities to be performed, their outputs and the duration of the assignment;

•              the profile and CV(s)  of the expert(s) proposed together with relevant supporting documents providing qualification and expertise

•              the record of the selection panel

During the inception period the Consultant will prepare detailed plans for the deployment of the pool of non-key experts throughout the duration of the project. Each assignment will be subject to the prior written approval of the Contracting Authority.
