REFORMING THE INSTITUTIUONAL AND LEGISLATIVE FRAMEWORK
OF THE AGRICULTURE RESEARCH CENTRE
FWC BENEFICIARIES 2009 – LOT 1: Rural Development
1.1 General Background
Until recently EU – Egypt bilateral relations developed almost exclusively through the use of financial cooperation provided by the MEDA program. With the entry into force of the Association Agreement (AA) on the 1st of June 2004, relations entered into a renewed and more intense phase through which the Barcelona process is addressing a much wider spectrum of fields.
The AA aims at furthering regional integration and provides a framework for political dialogue and closer economic, social and cultural relations between the two parties. Economic cooperation includes the liberalization of trade in good, services and capital movement. It also involves the completion of a Free Trade Area by 2015 (2018 for a very limited number of industrial goods). In addition, the AA aims at supporting Egypt’s economic and political reform efforts through the approximation of laws, regulations and standards applied in Egypt to those of the EU in various areas including the Agricultural sector.
While the AA serves as the legal basis of relations between the two parties, the European Neighbourhood Policy (ENP) Action Plan which is being adopted by Egypt and the EU since March 2007 introduces specific and detailed mechanisms to support the implementation of the objectives of the AA as well as support Egypt’s national development, modernization and reform strategies and plans. In this context, the ENP Action plan calls for cooperation in the agricultural sector covering the separation of regulatory, management and operation tasks, promoting the involvement of the private sector in Agricultural projects and services as well as strengthening the role of agricultural research centres in improving the productivity, food safety and quality of agricultural products and promoting cooperation with European research centres.
Within this framework, the European Union has allocated three consecutive financial envelops for the Support to the Implementation of the Association Agreement totalling €62 million with the aim of contributing to Egypt’s efforts for reforming the regulatory and operational framework governing public administration. This in turn is being achieved through Institutional Twinning and Technical Assistance (TA) projects being implemented in key selected areas with oversight from the SAAP Programme Administration Office (PAO) – Ministry of International Cooperation – Egypt.
1.2 Agricultural Research in Egypt
Agriculture is a key sector in the national economy of Egypt. Around 30% of the country’s labour force work in this sector and contributing to 14.8% of Egypt’s GDP. In addition, it represents 27% of Egypt’s commodity exports, making it a major revenue-generator and source of foreign currency. As per 2006 prices, agricultural products are presently valued at EGP 81.370 billion of which EGP 81.313 billion are supplied by the Private Sector and 58.6 million by the Public Sector.
The annual average of agricultural growth rate rose from 2.6% in the 1980s to 3.4% in the 1990s to reach 3.6% in 2006/07. Through the efficient allocation of resources, the agricultural sector can enhance food security by increasing the availability of food for a growing population.
In 1971, Presidential Decree No. 2425 was issued establishing the General Authority for Agricultural Research, followed by Presidential Decree No. 19 of 1983 establishing the Agricultural Research Centre (ARC) as a scientific research and extension institution. The ARC’s Board of Directors was given a general authority for agricultural research and extension activities in Egypt.
ARC is the main agricultural research institution responsible for applied research. Its mandate is to cover agriculture research nationwide in collaboration with colleges of agriculture and research institutions related to agriculture. It is a semi-autonomous research institution governed by a Board of Directors and chaired by the Minister of Agriculture and Land Reclamation (MoALR). It embodies 16 research institutes, 8 central laboratories, 10 regional stations, 46 specific research stations, and 23 research administrations throughout Egypt governorates. These agricultural research institutes collaborate and cover all agricultural research fields.
ARC aims at achieving sustainable development through the implementation of modern technology which will achieve the suitable use of agricultural natural resources, fulfil the people needs and requirements, and increase the farmer’s income. Moreover, it aims at raising the efficiency of its institutes and setting a condensed executive management strategy to transform the ARC into a main national tool for competing in the agriculture field.
These agricultural development objectives could be translated to operational research objectives to guide the identification and prioritization of research activities as follows:
ARC is fully aware of the current critical situation of the agricultural research in Egypt. Therefore, ARC has set an objective to develop the centre into fully fledged and competent service provider in the agriculture field. The planned reforms include: raising the efficiency of its institutes, setting a condensed executive managerial developmental programme, revise ARC mission and roles, reform its organisational structure and systems, set high proficiency benchmarks for researches, strengthen its managerial capabilities especially in such complicated structure like the ARC with several related Centres and extension services.
ARC is preparing itself to set the general trend for the managerial development program, taking into consideration the major participation of EU market for the Egyptian exports and the future opportunities of implementing the ENPI. ARC is expecting a potential Twinning with an EU research centre as part of its developmental endeavours.
To contribute to the reforming of the legal framework governing the agriculture research in Egypt and the strengthening of the institutional capacity of ARC in light of the European best practices.
The specific objectives of this assignment are to:
1) Undertake an assessment of the agriculture research system in Egypt focusing on ARC capacity to develop applied researches in collaboration with competent organizations as well as to lead the development and modernisation of the Egyptian agriculture sector following international best practices.
2) Analyse whether or not the concerned sector meets the pre-conditions to become subject for a Twinning project.
3) Based on the results of the assessment, prepare a Twinning project fiche for the ARC geared towards the restructuring and enhancing the capacities of the ARC including the reform of the legal framework and management structure.
a) Establish a working group that includes representatives of ARC’s research institutes, central labs, administrative and legislation sectors.
b) Conduct an assessment and prepare a report on ARC through:
It is envisaged that the team of consultants will undertake this assessment within the first three weeks of their assignment. The proposals arising from the assessment task will serve as the basis of the Twinning fiche.
c) Organise a round table in order to (1) discuss main findings and recommendations of the assessment phase with stakeholders, (2) answer queries and obtain their feedbacks, (3) introduce participants to the Twinning concepts and principles.
d) Draft a Twinning Project Fiche on the basis of the standard EU model for Twinning (refer to the Twinning manual) bearing in mind the main principles governing the Twinning instrument especially in the field of approximation with EU directives and best practices.
The Twinning Project Fiche will particularly include a detailed description of the project objectives, components and activities to be implemented and results to be achieved. It should include at least the following activities:
The Twinning project fiche will include all annexes mentioned in the Twinning Manual. In order to avoid any duplication of activities, the experts will take into account current or potential projects in the field of agriculture research institutional reforms. The experts will calculate the cost of the planned activities to be undertaken during the Twinning project. The experts will develop the profile and expertise required from the Member State Project Leader, Resident Twinning Adviser (RTA) whom will be seconded to the ARC, and the short and medium term experts. For this purpose, the use of the specific financial rules for Twinning must be taken into consideration (refer to the Budget Forms annexed to the Twinning Manual).
e) Provide policy advice and support to both MoALR and ARC in issues related to policy and institutional restructuring.
The required outputs from the experts are an assessment report and a Twinning Project Fiche that will be subsequently sent to the Member States of the European Union.
The project fiche should be clear, detailed and well drafted so as to allow the Member States to easily understand the project and prepare their proposals without needing additional information. The project fiche should be drafted in English and include a detailed budget estimate and timetable of activities and a logical framework matrix, in accordance with the Twinning Manual. The delivery of the Twinning fiche will be the main output against which the performance of the consultants will be evaluated.

The experts will have to be mobilised according to the table below:
On the onset of the mission, the Team Leader will agree with the ARC, the PAO and the EUD on a work plan detailing their proposed work schedule and the foreseen dates for deliverables.
It is expected that all three experts will be working together in Cairo towards the delivery of outputs. However, parts of the mission maybe carried out by the different experts separately subject to agreement with the ARC, the PAO and the EUD.
The expert designated as the Team Leader must ensure coherence of the work and responsible for the final presentation of the assessment report and Twinning fiche in Cairo.
The location of performance of the assignment is Cairo, Egypt, where the experts will work within the ARC Headquarters. However, the fact that many of the entities, bodies and centres affiliated and/or under responsibility of ARC are located outside Cairo disseminated throughout Egypt will require extensive visits to the field during the first two missions. The experts must be able to work in an autonomous way; they should be equipped with their own computers. ARC officers will share with the experts all necessary information and data concerning restructuring ARC and reforming regulations.

The experts will work in close collaboration with the ARC, the PAO and the EUD staff during the whole duration of the assignment. They will deliver the requested outputs according to EU templates and the report content should live up to EU quality standards. The final report will have to strictly respect the EU guidelines on visibility.
The working language for this project is the English language although interpretation/translation should be available if needed (adequate provisions might be included under reimbursable costs.)
All reports must be presented in English.
The Assessment report should be drafted, discussed and finalized no later than the third week of August 2011. This period should also include the organization of the roundtable sessions to discuss the findings and recommendations resulted of the assessment and to introduce the Twinning instrument to stakeholders.
The final Twinning fiche should be delivered by end of October 2011
Three copies of the final version of the report must be submitted in hard copy and one copy in electronic format.
All reports must be transmitted to the Program Administration Office (PAO) premises and the EU Delegation to Egypt. Final approval is conditioned upon acceptance of the services delivered by the ARC, the PAO and the EUD.
6. ADMINISTRATIVE INFORMATION
Throughout the duration of the mission, and following its completion, the experts will maintain strict confidentiality vis-à-vis third parties with respect to all information gathered and published.
The budget of the reimbursable costs should include a provision for inter-city transport (indicative cost for one week for renting a car with a driver for outside Great Cairo is EGP 3,500), and translation/interpretation and round table arrangements costs for an indicative amount of EUR 5,000. Also note that flights from Europe to Egypt indicatively cost EUR 600 per flight.
