Documents that are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

We seek a range of key and non-key personnel. The project’s purpose is to support the identification, formulation, preparation and implementation of actions under the national indicative plan (NIP) and other EU/EDF funds together with improved awareness among key actors (including non-State actors) in Kenya of general development and trade issues and of EU policies in these areas. While the project will mainly support the EU Division of the NAO, support to the general NAO will also be provided as required

 

Suitably qualified and experienced applicants meeting ALL of the selection criteria should submit their EU-formatted CVs.

 

We seek expressions of interest from suitably qualified experts for the challenging full-time (575 working days over 30 months commencing indicatively October 2011) role Key Expert 1: Team Leader/ Technical Advisor.

 

Educational Qualifications and Skills

•                           University degree in Economics, Finance, or Business Administration, Development or other relevant subject area or equivalent professional experience;

•                           Fluent in spoken and written English with good reporting, interpersonal, communication and motivational skills;

•                           Proven capacity to work in genuine partnership with national staff.

General Professional Experience

•                           At least 10 years of work experience in the area of development at the planning, management, or implementation level in Africa;

•                           Substantial experience in organising and conducting training in procedural and technical matters;

•                           Good knowledge of institutional building, preferably in ACP countries is required while work experience in Kenya would also be an advantage.

Specific Professional Experience

•                           Previous experience of working within NAO/RAO offices;

•                           Previous experience in the articulation and drafting of programmes, identification of assistance needs, terms of reference etc;

•                           Previous experience of advising high level policy or regulatory bodies, in particular experience with working with government ministries, is essential;

•                           Full conversant with and have proven practical experience of working with EDF9 and EDF10 financial and contractual procedures;

•                           A good knowledge of, and experience in the use of project cycle management processes is necessary;

•                           A Masters qualification is not mandatory, but would be an added advantage; and

•                           Knowledge of Kiswahili, the locally used language is considered to be an added advantage

 

We seek expressions of interest from another suitably qualified experts for the challenging full-time (575 working days over 30 months commencing indicatively October 2011) role of Key Expert 2: Finance and Contracts Advisor.

 

Educational Qualifications and Skills

•                           Degree in accounting, economics, or a comparable academic qualification or comparable professional experience;

•                           Fluent in spoken and written English with good reporting, interpersonal and communication skills;

•                           Proven capacity to work in genuine partnership with national staff.

General Professional Experience

•                           At least 7 years of professional experience in financial and administrative management;

•                           Knowledge of and working experience with EDF finance and procurement procedures;

•                           Experience in computerized accounting systems and procedures.

Specific Professional Experience

•                           Extensive experience in financial and contractual management and audit;

•                           Full conversant with and have proven practical experience of working with EDF financial and contractual procedures;

•                           Experience in monitoring and evaluation, will be an added advantage;

•                           Proven experience of working in a team demonstrating professional facilitation, mentoring and advisory skills;

•                           Work experience in ACP countries is required and work experience in Kenya would be an advantage;

•                           Proficient knowledge of standard computer software (MS Word, Excel, and project management software);

•                           Ability to set up and manage audits; and

•                           Knowledge of Kiswahili, the locally used language is considered to be an added advantage.
