Required language – Excellent working knowledge of English for all experts

– At least two of the experts 1, 2, 3, 4 will have an excellent working knowledge of French (capacity to carry out trainings and technical support without translation services).

Technical assistance to support EU Delegations  and headquarters in Addressing Undernutrition

 

BACKGROUND

Introduction

Undernutrition – scale and scope

Undernutrition is a leading cause of child death worldwide and a long term constraint to sustainable growth. For children who survive, malnutrition can have irreversible effects on their mental and physical development: ultimately, this makes them more prone to illnesses and lowers their productivity as adults.

In turn, undernutrition reduces the economic potential of entire societies and contributes to the perpetuation of poverty. In addition to significant productivity losses for individuals, GDP lost to undernutrition is at least 2-3%.

Undernutrition is driven by various underlying causes such as inadequate food intake, diseases or poor caring practices: preventing undernutrition requires thus a multi-sectoral approach, across humanitarian and development contexts.

 

The outcomes of undernutrition (death, illness, impaired physical and mental development) undermine progress towards several MDGs, not just the first one. Undernutrition impedes directly or indirectly on primary education, reducing child mortality, improving maternal health and combating HIV/AIDS, malaria and other diseases.

International mobilisation

Recognition of the scale and scope of under-nutrition has increased mobilisation of partner countries and donors. A series of success stories in countries such as Brazil or Senegal, provide examples for other countries to build on, and highlight the central role of political commitment in tackling under-nutrition.

At European level, new nutrition strategies and initiatives have been adopted in several EU member states. As for the Commission, in recent years, it has stepped up its commitment to fight undernutrition through:

Increased financial support, including direct funding to support regional and national nutrition strategies

Greater engagement in international coordination

Strengthened technical capacity with the creation of a Nutrition Advisory Service and development of technical guidance

Scaling Up Nutrition (SUN) at national and international level

At international level, the Commission has actively supported increased collaboration and coherence among nutrition stakeholders, starting with the organisation of a high level meeting with partner countries in 2009, development of operational guidance with Member States and active participation in the Scaling Up Nutrition initiative.

The Scaling Up Nutrition (SUN) initiative brings together a broad group of leaders from national governments, donor organizations, the private sector as well as UN agencies and the World Bank on interventions to better address under-nutrition at global and national level. Within this initiative, the Commission has played a decisive role in ensuring that partner countries remained in the “driving seat”.

 

Nutrition priorities within the Commission and EU services

Over the past years, the European Commission has been reviewing and stepping up its involvement in the field of nutrition in developing countries , in line with recent EU Communications (Food Security, Food Assistance and Global Health).

 

This initiative was initially triggered by the Commission’s desire to maximise the impact of its resources on food security and nutrition and better support progress towards the first MDG target: halving, between 1990 and 2015, the proportion of people who suffer from hunger. Secondly, it was prompted by the awareness that malnutrition, and specifically chronic malnutrition, has largely been overlooked and does not frequently feature among development priorities. Thirdly, the EC wishes to better coordinate responses to malnutrition during emergencies and post-crisis actions and hence strengthen LRRD (Linking Relief Rehabilitation and Development) in order to more fully tackle malnutrition.

 

Aware of the need to improve EC response, and adapt to the present challenges, the European Commission, in collaboration with a number of Member States (France, Germany, Ireland, Poland and the UK) developed a Reference Document on Addressing Undernutrition – An integrated approach through sectors and aid modalities.

 

Identified priorities for European commission:

At policy level, clear requests for a Nutrition Communication: In addition to the Council conclusions that called for a comprehensive (humanitarian and development), multi-sectoral nutrition Communication, a number of Member States and the private sector representatives have been calling for a clear policy direction at EU level.

 

In line with recent monitoring (ROM Asia/Central Asia) and audit results (Ethiopia, Malawi, etc.) as well as the Food Security Communication adopted in 2010, ensure that relevant funding instruments deliver tangible nutrition results and that Delegations receive adequate support in terms of operations and political dialogue in the field of nutrition.

Provide technical expertise for policy development and political dialogue

Support the Commission’s engagement in the SUN initiative, at international and national level. This would entail:

Participation in high-level meetings with other donors to track progress and review outcome of the SUN Stewardship Study

Continued participation in the SUN Transition Team and working groups

Support to Delegations already engaged in the initiative as well as those where governments have signalled their wish to participate

Operational priorities:

Roll-out of the Reference Document on Nutrition in headquarters and country offices: EU delegations, Member States and country partners, etc.

Specific technical support to EU Delegations and country offices (ongoing official requests, etc.) and particularly those already engaged in nutrition interventions / “nutrition sensitive” interventions.

Ad hoc support in line with FSTP 2011-2013 and other relevant instruments/budget lines (identification, formulation, support for Calls for Proposals, etc.)

 

 

 

DESCRIPTION OF THE ASSIGNMENT

 

Global objective

The overall objective of the Advisory service is to provide technical support in order to improve the effectiveness of the EU’s contribution and coordination with other stakeholders in the field of nutrition.

 

Specific objective(s)

To strengthen the capacity of relevant EU services (headquarters, EU Delegations and country offices) to contribute to progress in the field of nutrition (MDG 1) in line with existing policies and operational references through adequate design, programme implementation, relevant monitoring and evaluation schemes as well as tailored training:

 

The reduction of undernutrition requires efforts from both humanitarian and development angles: this overarching objective implies a technical support that fully links relief, rehabilitation and development.

 

1. Provide technical expertise and advice to EU Delegations and country offices  for specific nutrition actions identified in accordance with the partner country priorities (as well as humanitarian priorities)

2. Provide technical expertise to relevant services at headquarters level for operations, dialogue and policy development to contribute to increased harmonisation and alignment of Member States’ and other actors involved in nutrition with country priorities and processes;

3. Dissemination (roll out) and follow-up of the Reference Document to guide external assistance work in better integrating nutrition in ongoing/ future programming and contribute to more harmonised practices

4. Adequate Planning and Reporting to ensure lessons learnt and best practices are captured and can be shared for internal and external capacity development

 

Requested services, including suggested methodology

The advisory service will provide technical support to several pilot countries in Africa, Asia and the Americas, relevant EU services in headquarters, exchange of information and knowledge, dissemination of the Reference Document, organisation of workshops to help better coordinate and harmonise, learn from various experiences and improve the effectiveness of the EU external assistance in the field of nutrition.

 

In line with existing policies and operational references, this technical support to and expertise will be anchored in a The advisory service will also facilitate the links between Delegations, Member States, international organisations, other important nutrition actors (i.e. key NGOs, Gates Foundation) and with the national authorities in charge of the development, implementation and coordination of the fight against malnutrition.

 

Required outputs

 

The Reference document will be used as a basis, an operational framework throughout the work of the Nutrition Advisory Service: basis for technical support and training, etc.

 

1. Provide technical expertise and advice to EU Delegations and country offices  on the following aspects:

Project/Programme identification and formulation

Monitoring and evaluation systems: design (indicators, etc.), set up and reporting

Technical support for policy dialogue, coordination and representation (including support with the Scaling Up Nutrition initiative at national level)

Assistance to link relief, rehabilitation and development interventions in the field of nutrition

 

2. Provide technical expertise to relevant services at headquarters level on the following aspects:

Project/Programme identification and formulation

Monitoring and evaluation systems: design (indicators, etc.), set up and reporting

Technical contribution for the development of policy and position papers and representation

Technical support for international dialogue and coordination in the field of nutrition (including support with the Scaling Up Nutrition initiative)

Update mapping of nutrition sensitive interventions

 

3. Dissemination (roll out) and follow-up of the Reference Document :

Finalise roll-out process of the Reference document

Organise and participate in/carry out technical presentations and trainings (seminars, InfoPoints, etc.) based on the Reference documents for EU Delegations, Member States representatives and their partners including national authorities: as much as possible, these trainings will be carried out in synergy with relevant thematic trainings. These presentations will be taking place in Member States and partner countries.

Based on the Reference Document, develop a training package

 

Compile comments and suggestions regarding the Reference Document and prepare the ground for upcoming revision (case studies, best practices, lessons learnt, etc.)

 

4. Planning and Reporting :

Develop a workplan that reflect the priorities and outputs described in these ToRs

Develop a final report for this contract that will include a specific technical section on “lessons learnt” and priorities

 

Indicative geographical priorities (to be updated for the development of the workplan):

A number of EU Delegations have already submitted formal support requests, in line with their funding commitments and technical priorities. In addition to these formal requests, several countries will receive specific support (whether in situ or distant support) in line with in-country/regional nutrition programming:

– Mauritania

– Mali, Burkina Faso

– Ethiopia, Uganda

– Bangladesh, Indonesia, Nepal, Philippines, Laos

 

Other countries will receive support on an ad hoc basis and as requests arise.

 

EXPERTS PROFILE OR EXPERTISE

Number of requested experts per category and number of man-days per expert

A total of four experts are required, including a team leader. The outputs expected require approximately the following number of days per profile.

In line with recent communications and guidelines that delineate the Commission’s approach to tackling undernutrition, expert profiles for these Terms of Reference will put specific emphasis on the experts’ capacity to have a multi-sectoral / multi-disciplinary approach to undernutrition.

 

Underlined areas of competencies represent minimum requirements

 

Team Leader

Expert 1, Senior expert Public Nutrition / Food Security Team Leader

Public nutrition with academic qualifications and at least 10 years professional experience, covering the formulation and/or implementation and/or evaluation of policies, programmes and projects in the area of nutrition and food security with specific experience in developing countries.

S/he should be familiar with the latest developments in the field of nutrition, including nutrition/food security national policies and latest international development in the field of nutrition (including governance issues).

S/he should have a successful track record of working on policy documents and European nutrition strategies.

S/he should have a strong network and contacts in the development and humanitarian realm in the field of food security and nutrition (social protection is a plus). She/he should have experience in providing easy to use practical training support and experience in high level coordination.

S/He shall be familiar with the international policies and strategies related to nutrition. She/He shall be familiar with EU development policy and have a good knowledge of EC development cooperation programmes and procedures.

She/He must be excellent in drafting and have oral presentation skills in French and in English.

 

Expert 2, Senior expert

Food security and/or public nutrition background with academic qualifications and at least 10 years professional experience in the field of nutrition and food security, including

S/he should be familiar with the latest developments in the field of nutrition and food security including nutrition / food security national policies and programmes.

S/he should have a significant experience in capacity development: including a successful track-record of providing easy to use practical training support, development of training contents and training delivery.

S/He will have experience in monitoring and evaluation systems: design, implementation, reporting

S/he shall be familiar with the international policies related to nutrition. She/He shall be familiar with EU development policy and have a good knowledge of EC development cooperation programmes.

S/he must be excellent in drafting and have oral presentation skills in French and in English.

 

Expert 3, Senior expert

Public nutrition and/or food security and/or public health specialist with relevant academic qualifications and at least 10 years professional experience, with long-standing experience in countries in transition / humanitarian response.

Expertise in the field of humanitarian response as well as expertise in the formulation and/or implementation and/or evaluation of policies, programmes and projects in the area of nutrition in humanitarian contexts/countries in transition.

She will have proven experience in working on strategic/position documents related to nutrition in humanitarian contexts.

S/He will be familiar with the international policies related to nutrition. She/He shall be familiar with EU development policy and have a good knowledge of EC development cooperation programmes.

S/He must be excellent in drafting and have oral presentation skills in English. French desirable.

 

Expert 4 Senior expert

Food Security specialist and/or Agronomist and/or (Rural) economist  with relevant academic qualifications having at least 10 years professional experience in food security/rural development and/or social protection programmes/projects.

 

S/He will have experience in monitoring and evaluation systems: design, implementation, reporting

 

S/He will be familiar with the international policies related to food security and nutrition. She/He shall be familiar with EU development policy and have a good knowledge of EC development cooperation programmes.

 

S/He must be excellent in drafting and have oral presentation skills in English. French desirable.

 

The Contractor shall be prepared to involve additional experts for specific assignments, depending on the specific needs and requests that will arise in the course of the implementation: for example to complete a mapping exercise, to assess how nutrition is currently mainstreamed in EC-financed programmes / to support high level coordination and alignment between all actors involved in nutrition.

TORs for these experts will be developed as need arises, jointly by the advisory service, the beneficiary countries, the Delegations and DEVCO C1.  Two CVs should be submitted for each of the following 3 profiles.

 

Experts 5, 6 and 7: 60 days

 

Expert 5 Senior Expert

Medical doctor with proven experience/specialisation in public health and nutrition and at least 10 years professional experience with the following areas of expertise:

– Monitoring and Evaluation systems

– Epidemiology

– Nutrition research

 

Relevant academic/scientific publications and strong research network in the field of nutrition and public health desirable.

 

S/He must be excellent in drafting and have oral presentation skills in English. French desirable.

 

Expert 6 Senior Expert

Public health and nutrition specialist (preferably medical doctor) with relevant academic qualifications and at least 10 years professional experience with the following areas of expertise:

– Specialisation in the treatment of acute malnutrition (severe/moderate)

– Monitoring and Evaluation systems

– Epidemiology

– Nutrition research, including on treatment of malnutrition

 

 

S/He will have a good understanding of the latest development regarding nutrition products (including Ready-to-Use Therapeutic Foods, etc.) and a capacity to communicate clearly on technical issues. S/He will have a sufficient understanding of food fortification issues.

 

Relevant academic/scientific publications and strong research network in the field of nutrition and public health desirable

 

S/He must be excellent in drafting and have oral presentation skills in English. French desirable.

 

Expert 7 Senior Expert

Economist and/or Public health and/or Nutrition specialist with relevant academic qualifications and at least 10 years professional experience with the following areas of expertise:

– Experience of public institutions (European institutions, Member States)

– Successful track record of working on institutional issues and particularly links between public and private sectors (from a public angle)

 

Relevant academic/scientific publications highly desirable

S/He must be excellent in drafting and have oral presentation skills in English. French desirable.

 

Experts 5, 6 and 7 will be contracted for specific pieces of work, on an ad hoc basis, to provide additional expertise on the range of issues mentioned below:

– Food fortification/ biofortification

– Public private partnerships

– Treatment of acute malnutrition

– Nutrition products (supplements/complements)

 

Working language(s):

 

Minimum requirements:

– Excellent working knowledge of English for all experts

– At least two of the experts 1, 2, 3, 4 will have an excellent working knowledge of French (capacity to carry out trainings and technical support without translation services).

– At least one of the experts 1, 2, 3 and 4 will have a working knowledge of Spanish.

 

Desirable

– For each expert, working knowledge of an additional language (French, Spanish or Portuguese) will be a plus.

 

LOCATION AND DURATION

Starting period

The contract will start on August 16, 2011.

 

Foreseen finishing period or duration

The current contract will have a duration of twelve months. The contract can be renewed in line with the current Terms of Reference. In case of renewal and if there is funding available, an adjusted workplan will be developed.

 

Planning

A workplan will be developed within one month of the starting period: this workplan can be revised upon request from EuropeAid.

 

Location(s) of assignment

The experts will work from their home place. The experts and the Commission will be expected to be in close and regular contact throughout the time of the assignment. Experts will be available for at least two meetings in Brussels with the operations manager in charge of the contract and stakeholders from relevant EU services.

The presence of the Contract Manager (FWC’rs) will be available to participate in the briefing or/and debriefing session upon request.

 

4.2. Organisation of the mission

– The Advisory service will operate under the direct supervision of the operations manager in charge of nutrition in EuropeAid (DEVCO C1).

– No later than two months after the signing of the contract, the contractor shall submit a detailed work plan and a proposal for organising the functioning of the Advisory service, following consultation with EuropeAid (DEVCO C1).

– Missions and seminars will be organised at country level (Delegations) and in Brussels. It is expected that up to a fourth (1/4) of the time of the longer term expert and half (1/2) of the time of the short term experts will be spent in African, Asian or Caribbean countries.

 

– Monthly follow-up meetings of activities undertaken in the framework of the present Advisory service will be organised with EuropeAid (DEVCO C1) operational services, in collaboration with other relevant EU services (DG ECHO, etc.)

 

4.3. Logistics

The Contractor shall ensure that there is sufficient administrative and secretarial provision to enable experts to concentrate on their primary responsibilities (including review and editing of relevant documents).

Reports will be in English – annexes (mission reports, training material, etc.) can be submitted in French and Spanish as appropriate.

 

Submission/comments timing

Quarterly reports must be submitted during the execution of the contract.

A draft final report (electronic copy and 2 paper copies) shall be submitted 4 weeks before the end of the duration of implementation: the Commission will have 15 days to send comments.

The initial work plan and proposed organisation of the advisory service as well as the interim and final activity reports will be sent to the contracting authority.

 

Number of report(s) copies

The final report will be submitted in electronic copy and two paper copies by the end of duration of implementation. It will be approved by the Commission within 10 days.

3.  Travel (international and local travel) and per diems to cover approximately:

 

For the expert 1: At least 4 missions of five days in selected countries in Africa, Asia or the Americas (including the Caribbean) as per workplan and formal requests, as well as  two missions of two days in Brussels and/or an EU Member State,

 

For expert  2: At least three missions of five days in selected countries in Africa, Asia or the Americas (including the Caribbean) as per workplan and formal requests, as well as  two missions of two days in Brussels and/or an EU Member State,

 

For  the experts 3 and 4:  per expert, two missions of five days in selected countries Africa, Asia or the Americas (including the Caribbean) as per workplan and formal requests, as well as  two missions of two days in Brussels and/or an EU Member State,

The number of missions as well as the number of days required is purely indicative.

 

Operational conditionality for intermediary payment if any

Invoicing of the missions will be based on the actual countries visited.

The final invoice must be submitted to the Commission before March 15, 2012.

There is no restriction regarding the nationality of the experts.

 

The Curriculum Vitae of proposed expert must include clear description of type of work carried out in the requested fields of expertise and include calculation of assignments duration in man years and months.
