EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,

etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets

  1. 1.        BACKGROUND

 

The European Union is planning to implement the third phase of Trade Related Technical Assistance (TRTA III) / Private Sector Development (PDS) in Pakistan’s Gems and Jewellery and Leather Sector.

 

The overarching objective of TRTA/PSD III is to strengthen the capacity of Pakistan’s Business Intermediary Organisations (BIOs) at the federal, provincial and local level.

 

This objective shall be achieved via capacity building on the ground via service portfolio development of grant beneficiaries as well as of other relevant (smaller) BIOs active in the following two chosen sectors: (i) Gems & Jewellery (G&J) and (ii) leather products (LP).

 

Such portfolio shall be aimed mainly at the needs of export oriented private firms and especially SMEs in either of the two sectors to improve their export competitiveness and job creation capacity.

 

The sub-objectives may include the following specific areas:

a) improve quality of production through provision of business development services (BDS), taking into account environmentally friendly production;

b) enhance product development and improved design as to moving products up the value chain through state of the art production techniques;

c) marketing and branding;

d) provide access to knowledge: upgrading skills of employees (through technical training relevant for each of the focal sectors) with focus on gender balance; and  training in management and organisational skills of middle management;

e) improved access to regional and international markets as a result of the above and through provision of necessary information provided by the BIOs specifically on product compliance for export (as for example compliance with the EU Reach Directive for leather production/tanning) and export & customs documentation.   1. 2.     DESCRIPTION OF THE ASSIGNMENT

 

2.1. Global objective

 

To support effective implementation of the EU TRTA III/PSD programme.

2.2. Specific objective(s)

 

To conduct a Value Chain Analysis (VCA) in order to define at which level(s) in the value chain are bottle necks for either enhancing exports or for increasing the value of:

  1. Gems and Jewellery and
  2. Leather products

 

2.3. Requested services and outputs

 

  1. To conduct a thorough VCA of the 1) Gems and Jewellery sector and of the 2) Leather sector.

 

  1. The VCA should come up with hard figures i.e. quantitatively and the multiplier effect on incremental values at each level of the chain.

 

  1. It shall result in an outcome in the form of a concrete policy advice for the implementation of the upcoming TRTA III/PSD programme as well as in the form of advice useful for the relevant industry participants, i.e. companies involved at any level of the value chain level, informing them about the impact of these values on their own operations.

 

 

  1. 3.     EXPERTS PROFILE  or EXPERTISE REQUIRED

 

3.1. Number of requested experts per category and number of working days per expert or per category

 

Two (2) experts are requested to carry out this assignment: one (1) senior expert for 35 working days maximum, and one (1) junior expert for 35 working days maximum.

 

3.2. Profile per expert or expertise required:

 

Expertise required for both experts:

  • Experience in (South) Asia of at least 3 years is essential and previous working experience in Pakistan represents an added advantage;
  • An excellent command of English (both spoken and written);
  • Excellent report writing, good communication skills, adaptability and social awareness;
  • Experience in trade and PSD.
  • Experience in development projects/programmes targeting enhancement, value added and diversification of exports.

 

 

Expertise required for Senior Expert:

  • A full university degree, preferably in Economics, Finance, Accounting, Public Policy and management or related field and recent professional experience of at least 10 years in the area of trade and PSD.
  • At least 10 years of relevant experience in developing countries.
  • At least 2 or more years of experience in conducting value chain analysis.
  • At least 10 years experience in trade related technical assistance and private sector development as well as in the general design of development projects.

 

The senior expert will be Team Leader. The Team Leader will have the responsibility of drawing up the reports, in close consultation with the junior expert, and will lead all the contacts and cooperation with the EU Delegation in Islamabad and with all relevant agencies/stakeholders.

 

Expertise required for Junior Expert:

  • A full university degree, preferably in Economics, Finance, Accounting, Public Policy and management or related field, and recent professional experience of at least 5 years in the area of trade and PSD;
  • Full understanding of export diversification and promotion.
  • Experience in other countries with a private sector environment would be an advantage.
  • Fluent in spoken Urdu. Other local language(s) would be an asset.

 

 

  1. 4.     LOCATION AND DURATION

 

4.1. Starting period

 

The indicative commencement date for this study is 5 September 2011.

 

4.2. Foreseen finishing period or duration

 

The duration is 60 calendar days.

 

4.3. Planning including the period for notification for placement of the staff as per art 16.4 a)

Planning shall be shared with the EU Delegation in Islamabad. Any changes during the mission shall also be discussed with the EU Delegation in Islamabad prior they take place.

 

Please note if any of the experts are locally-based the working days for travel to Pakistan will not be included.

 

4.4. Location(s) of assignment

 

The main location of the experts will be Sialkot, Peshawar, Lahore, Karachi and Gilgit, but they will also visit other districts/towns if the need arises. Some stakeholder meetings will take place in Islamabad and briefing and debriefing sessions will be held at the EU Delegation, also in Islamabad. The desk review and report writing will be done at the home station of each expert.

 

  1. 5.     REPORTING

 

5.1. Content

 

The Expert team will submit the following:

 

a) An Aide-memoire, in English (not exceeding five pages and without annexes), for an exchange of views at the debriefings with PITAD and with the EU Delegation in Islamabad. The Aide-memoire should present a synthesis of the findings and recommendations.

 

b)            A full report including, but not necessarily limited to:

  • Value Chain Analysis for Gems and Jewellery;
  • Value Chain Analysis for Leather;
  • Recommendation on how to improve the value of products in both sectors, which are meant to be for export as well as how to enhance the latter;
  • List of Stakeholders Consulted as Annex
  • List of References (studies and other literature used) as Annex
  • The Aide Memoire is to be included as an annex together with any other relevant documents considered useful.

 

c) Length

Full report shall not exceed 60 pages including Annexes. The report shall have an executive summary of not more than 6 pages and shall in full not exceed 30 pages (without annexes). The Annexes should not exceed 30 pages (including Aide Memoire)

 

5.2. Language

 

The language for reporting will be English.

 

5.3. Submission/comments timing

 

Within 10 calendar days of the end of the assignment in Pakistan the Framework Contractor will submit to the EU Delegation an electronic version of the full draft of the final report.

 

The EU Delegation will comment on the draft report within 10 calendar days of receipt of the draft. The experts will submit the final full report within 5 calendar days of receipt of EU Delegation’s comments.

 

5.4. Number of report(s) copies

 

Five (5) hard copies of the full Final Report will be transmitted via express courier to the EU Delegation in Pakistan by the Framework Contractor by the date set by the EU Delegation. A copy of the entire report and annexes will also be sent electronically to the EU Delegation at the same time, including all document tables.

 

 

6. ADMINISTRATIVE INFORMATION

 

Language of the specific contract will be English.

 

The presence of the management team is not required during the briefing and debriefing sessions.

 

These Terms of Reference may be further elaborated upon by the EU Delegation at the briefing and during the field mission. Attention is drawn to the fact that the EU reserves the right to have reports redrafted by the Contractor as necessary, and that financial penalties will be applied if delays indicated for the submission of the report (draft and final) are not strictly adhered to.

 

Prior to commencement of the assignment in country, the Framework Contractor should obtain visas for Pakistan for the senior/junior as required expert, which can take some time.

 

During all contacts related to the field mission in Pakistan, the experts will clearly identify themselves as independent consultants working on the Value Chain Analysis project funded by the European Union, but not as official representatives of the European Union.
