The mission team will consist of three Senior experts (Category I) and one Junior expert (Category II) for a total of 166 working days ( 66 working days for Senior Experts number I, 44 working days for senior expert number II, 42 working days for Senior expert number III, 24 working days for the Junior Expert).

 

Since the composition of the team of experts should be balanced to enable complete coverage of the different aspects of the assignment, it is deemed to distribute the tasks as follows:

 

i)             Senior Expert I, acting as Team Leader, specialist in the area of Cultural Heritage

ii)    Senior Expert II, specialist in development of cultural and creative arts/industries

iii)           Senior Expert III, specialist in Protected Areas Wildlife Environmental and Biodiversity conservation

iv)          Junior Expert, with expertise on gender analysis

 

 

             Profile per expert or expertise required:

 

The team will have the following profiles and qualifications:

 

i) Senior expert I – Team Leader – Culture Expert

 

Qualifications and Skills- minimum requirements:

•              Internationally recognised university qualifications in culture, development economics, social sciences (history, art, anthropology, sociology…) or related disciplines or equivalent professional experience of at least 15 years.

•              Full working knowledge of English,

•              Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint and computerized database management.

•              fully conversant with the principles and  working methods of project cycle management and  aid delivery methods;

•              knowledgeable with financial and administrative management of EC and other international donors funded programmes;

•              The candidate should possess excellent analytical, reporting and writing skills.

 

General professional experience

 

•              At least 10 years of demonstrated experience in policy preparation and support programmes in the area of cultural heritage conservation and development.

 

Specific professional experience

 

•              Working experience in Ethiopia would be a strong advantage.

 

ii) Senior expert II – Specialist in development of cultural and creative arts/industries

 

Qualifications and Skills- minimum requirements

 

•              Internationally recognised university qualifications in culture, social sciences (, anthropology, …) or related disciplines or equivalent professional experience of at least 15 years.

•              Full working knowledge of English,

•              Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint and computerized database management.

•              The candidate should possess excellent analytical skills and the capacity to make practical recommendations on how to support the development of selected creative/cultural sectors in the Ethiopian context.

 

General professional experience

 

•              At least 10 years of demonstrated experience in policy preparation and support programmes in  cultural and creative arts development.

 

Specific professional experience

 

•              Working experience in Ethiopia would be a strong advantage.

 

 

iii) Senior expert III – Wildlife, Environment, and Biodiversity conservation

 

Qualifications and Skills- minimum requirements:

 

•              Internationally recognized university qualifications (minimum Master’s Degree) in natural resources management, environmental economics, development planning,   or related disciplines or equivalent professional experience of at least 15 years.

•              Full working knowledge of English,

•              Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint and computerized database management.

 

General professional experience

 

•              At least 10 years of demonstrated professional experience in environment and biodiversity conservation, management of protected areas/National parks, and related field studies and donor supported programmes.

 

Specific professional experience

 

•              Experience in Ethiopian (or similar) ecosystems and protected areas is an advantage

 

iv) Junior expert –assistant to the Team Leader with gender expertise (certain type of assistance to Senior Expert II and III could also be envisaged).

 

Qualifications and Skills- minimum requirements:

 

•              University degree in Social Sciences (anthropology, sociology…), development economics or related disciplines with specialisation on Gender studies or equivalent professional experience of at least 8 years.

•              Full working knowledge of English  and Amharic

•              Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint and computerized database management.

•              The candidate should possess excellent analytical skills and the capacity to make practical recommendations on how to support gender equality and women’s empowerment in the areas of conservation and promotion of cultural and natural heritage.

 

General professional experience

 

•              At least 3 years of demonstrated experience in project management and development cooperation programs and gender analysis,

 

Specific working experience

The team will have excellent writing and editing skills. If the team proves unable to meet the level of quality required for drafting the Action Fiche, the consulting firm will provide, at no additional cost to the Commission, an immediate technical support to the team to meet the required standards.

Promoting Cultural and Natural Heritage in Ethiopia

  1. 1.     BACKGROUND

 

Ethiopia possesses considerable cultural resources and a rich cultural and biological diversity:  nine cultural and natural heritage sites have been registered on the UNESCO World Heritage list[1], numerous paleontological sites which are unique by their importance, multiple and diverse languages and traditions (more than 80 nations and cultures are counted), 13 National Parks of unique biodiversity and high endemism. These cultural and natural resources not only make Ethiopia a tourist destination of first rank potential but also reflect an important asset for nation building through increased awareness and acceptance by the Ethiopian people of their common cultural and natural heritage as a source of identity and wisdom. However, Ethiopia faces a number of challenges in attempting to transform cultural and natural assets into socio-economic value and development. Ethiopia needs to elaborate sector specific strategies, to translate the policy commitments into management plans, to build the capacity of both the public and private sectors to effectively implement the recent targets set by the Growth and Transformation Plan and to succeed in a paradigm shift, consists of complementing the current emphasis on protection and restoration of heritage with the organization of culture as an economic and dynamic sector capable of generating social and economic values and mobilize resources and investments. With regard to the natural resources, the necessary paradigm shift consists of moving towards concrete strategies for community involvement in the protected areas and improvement of National Parks’ management.

 

The 10th EDF CSP/NIP, covering the period 2008-13, includes, as part of the Non-Focal Sectors,  support for upgrading culture as a vector for development, with an allocation of 10 M€. It also includes uncommitted funds of 4 M€ for the preservation of natural resources. These two funds are combined to support an intervention of up to 14 M€.

 

The preparation of the EU support to the Promotion of the Cultural and Natural Heritage in Ethiopia started in June 2010 with the analysis and consultations carried out within “The Scoping Study/Options Paper for EC contribution in Ethiopia in the areas of Cultural, Environment and Biological Heritage Conservation” -AESA Consortium- ( Annex I).

 

The Project Identification Fiche highlighting the key objectives and actions of this project (Annex II) was submitted at the end of June and it is expected to be discussed by the Quality Support Group end of August.

 

The ultimate goal of the project is to reinforce the contribution of  the cultural and natural resources sectors to the fight against poverty and improvement of living conditions of Ethiopian people, through cultural and natural resources related activities that create employment and wealth as well as conservation and promotion of  the Ethiopian cultural and natural heritage. The project will achieve this objective through pilot initiatives and the provision of the appropriate capacity and tools. The expected results are :(1)The institutional capacity of the MoCT to preserve and promote cultural and natural heritage is improved (2) Pilot cultural heritage and protected areas sites are better protected, managed, and promoted; and (3)  Cultural and creative arts are capacitated and have access to national and international markets. The project will seek to promote synergies amongst all actions funded by the project.

 

The intervention will be formulated jointly with the Government, specifically with the Ministry of Finance and Economic Development and Ministry of Culture and Tourism and in a participatory way by ensuring the participation of all stakeholders. Development Partners already supporting the sectors will be also consulted. This exercise will also take into account lessons learnt from the previous EC Funded program in support of Heritage Conservation of the Lalibela Churches (the Ex-post evaluation Report  which is under preparation will be made available to the team of consultants at the beginning of their mission).

 

 

  1. 2.   DESCRIPTION OF THE ASSIGNMENT

 

The contracting authority for the Framework Contract Beneficiaries 2009 (FWC) is the European Union on behalf of the Ministry of Finance and Economic Development of the Federal Democratic Republic of Ethiopia. The Government of Ethiopia has agreed on carrying out this mission to fully formulate the  EU supported project on Promotion of Cultural and Natural Heritage in Ethiopia -14 M€-, as spelled out in the 10th EDF CSP/NIP for Ethiopia.

  • Global objective

 

The overall objective of the consultancy is to assist the Government of Ethiopia (Ministry of Finance and Economic Development and Ministry of Culture and Tourism) and EU Delegation to fully formulate the EU supported project on Promoting Cultural and Natural Heritage in Ethiopia (up to € 14 million) in line with the 10th EDF CSP/NIP, national policies, and the EC’s international aid policies and international agenda commitments; in compliance with EDF procedures and by  engaging the  relevant stakeholders.

 

 

  • Specific objective(s)

 

The specific objectives are the following ones

 

(i) To assess the relevance, feasibility, cost effectiveness and sustainability of the activities as proposed in the Project Identification Fiche and identify jointly with all involved stakeholders the specific activities/elements required to implement the projects result areas.

 

(ii) in compliance with the EDF procedures, to prepare the Action Fiche, Technical and Administrative Provisions and associated Annexes for submission to the EC for the allocation to up €14 million  from EDF budget to fund the initiatives identified thereof.

 

  • Requested services and methodology

 

The team of consultants will have to:

 

1/            Assess the relevance, feasibility, cost-effectiveness and sustainability of the specific interventions/activities as proposed in the Project Identification Fiche and make suggestions for improvement, if appropriate;

 

2/                                   Provide SWOT analysis and carry out relevant consultation with stakeholders (local authorities, local associations, artists and entrepreneurs, financial partners) to geographically identify the areas (3 or 4- indicative) which will be the focus of the EU assistance under Result area number 2 of the Project Identification Fiche;

 

3/            For Project Result area number 3

 

a)     Summarise main opportunities and barriers to development in the different cultural and creative sectors. Summarise the main recommendations in tackling the barriers and making use of the opportunities.

 

b)     Propose on the basis of the above analysis and needs assessment one or two areas which will be targeted by the EU supported project,

 

c)     carry out SWOT and stakeholders analysis of the one or two selected areas;

 

4/            Ensure that the project will address problems and practical and strategic needs specific to men and women and/or common to both. Gender-related issues should be included in a clear and appropriately structured problem analysis/logical framework.

 

 

5/            Further define a set of clear and logically coherent project objectives (Goal, purpose, outputs), a set of activities for delivering each project output and the financing requirement taking into consideration lessons learned from past experience and ensuring coherence

with current/ongoing initiatives;

 

5/            Provide a description of the performance measurement (monitoring indicators, review and evaluation- Monitoring and Evaluation Framework) and accountability system;

 

6/            Provide a description of the implementation modalities, management and coordination arrangements, which demonstrates how institutional strengthening and local ownership will be effectively supported and in line with EU procedures (see EU Practical Guide to contract procedures for EC external actions and DEVCO Companion).

 

7/            Provide an analysis of assumptions/risks, and a risk management plan;

 

8/            Provide an analysis of sustainability issues – including the financial and economic sustainability of the proposed interventions, environmental impact, benefits to both women and men;

 

9/            Prepare  the Terms of Reference for the long-term TA to be involved in project implementation;

 

10/                                 Prepare the Terms of Reference for the pre-feasibility studies for the paleo-anthropological nation wide Museum. The prefeasibility study should focus on a comparative assessment of  all existing options such as the use/upgrading of the existing building; or construction of a new building. Also the study will have to provide a comprehensive analysis of all factors associated with the initiative to determine the investment needed in terms of financial and human resources, the expected socio-economic return to be derived from the investment, staff necessary to run the Museum ,Communication/Cultural Programming/Public Interaction Strategy and linkages.

 

  • Required outputs

 

 

A/                                   Technical Report including composed of two parts:

 

I.

  •  Results of the assessment of the relevance, feasibility, cost-effectiveness and sustainability of the specific interventions/actions as presented in the Project Identification Fiche;
  • Proposal on the basis of SWOT analysis and stakeholders’ consultation of 3-4 ( indicative) areas which will be the focus of the EU assistance for the development of  the pilot cultural and natural heritage related activities ( Project Identification Fiche-Result area number2)
  • Summary of main opportunities and barriers to development in the different cultural and creative sectors including recommendations, and proposal of one or two focus areas.
  • SWOT and stakeholders analysis of the one or two areas selected for support under  Project’s Result area number 3;
  • Gender analysis- gender issues relevant to the project and proposals on how the intervention will address the gender gaps and promote women’s empowerment.

II.

  • Proposals of  Project’s areas of intervention and specific activities
  • A map of the management set up with clear indication of roles and responsibilities of all involved parties;
  • Monitoring and Evaluation Framework;

The Consultant will meet at least once a week with, and report to, a designated staff from the EU Delegation and will meet regularly with the MoCT in coordination with the NAO office.

Within five (5) to maximum ten(10) working days of receipt of all the reports, the EU Delegation and Government will provide comments to the consultant Team. The Consultant Team will  consolidate the comments and submit finalised version of all reports, within the next five (5)working days.

 

  • Number of report(s) copies

 

The Consultant team will take into account all comments, and will submit five (5) hard copies and one electronic copy (CD-ROM) of the reports and of the draft AF and TAPs within five (5) working days of receipt of the comments, to the EU Delegation .  The EU Delegation will arrange distribution to other stakeholders.

 

It must be emphasized that if the Consultant Team proves unable to meet the level of quality required for drafting the reports, then the consulting firm will provide at no additional cost to the EC immediate administrative and technical support to the Consultant to meet the required standards.

[1]              Ethiopia’s recognized sites include Axum’s stelae; the monolithic churches of Lalibela; Gondar’s castles; the Omo Valley; Hadar (where the skeleton of Lucy was discovered); Tiya’s carved standing stones; Semien National Park; and the walled city of Harar and Konso cultural landscape.  one additional site, Konso and Bale National Park,  is currently under consideration by the World Heritage Committee for inclusion on the World Heritage Sites.
