Senior expert (Hydrologist/Hydraulic Engineer):

A qualified senior Hydrologist/Hydraulic engineer, with:

•              A university degree in Hydraulic Engineering or Hydrologist or Civil Engineering or related field or equivalent. Should he/she have no University degree, his/her experience in the below mentioned fields will have to be of 14 years minimum.

•              7 years of General professional experience in the design and/or site management (preferably in both) of drainage construction and/or rehabilitation projects in the position of Engineer and/or construction manager of which 3 years shall have been on the site design/management of drainage works.

•              At least 2 specific professional experience in similar projects in devel¬op¬ing countries (in Sub-saharan African countries is desiderable)

•              At least 1 specific professional experience that was including Labour-based work

•              Fluent in written and spoken English

•              Experience in EDF project management is highly desiderable.

 

Junior expert 1 (Contract and Cost Engineer)

A qualified Cost engineer, with:

•              A university degree in Civil Engineering or related field or equivalent. Should he/she have no University degree, his/her experience in the below mentioned fields will have to be of 14 years minimum.

•              5 years of General professional experience as contract and cost engineer in hydraulic construction/rehabilitation projects of which 2 years shall have been in charge of projects costing and contract documentation for construction.

•              At least 2 specific professional experiences in similar projects in devel¬op¬ing countries (in Sub-saharan African countries is desiderable);

•              proven knowledge of hydraulic construction;

•              Fluent in written and spoken English;

•              Experience in quality assurance procedures, training and EDF contracts administration would be an added advantage.

 

Junior expert 2 (Sanitation and waste management specialist)

A qualified Sanitation and waste management specialist with:

•              A University Degree in Public Health or sanitation or Waste Management or in a related field. Should he/she have no University degree, his/her experience in the below mentioned fields will have to be of 14 years minimum.

•              5 years of General professional experience as Sanitation specialist in development project of which 2 years shall have been in charge of projects of design and/or management of construction/rehabilitation of basic sanitation facilities and/or of Waste Management projects.

•              At least 1 specific professional experience in project including sensitization and/or trainings of local communities.

•              At least 2 specific professional experiences in similar projects in devel¬op¬ing countries (in Sub-saharan African countries is desiderable);

•              Fluent in written and spoken English;

ASSESSMENT, STUDY AND ASSISTANCE FOR DRAINAGE AND SANITATION PROJECT ON FLOODING HOT SPOTS IN THE GAMBIA

  1. 1.     BACKGROUND

 

In September and October 2010, the Gambia faced heavy rains which created massive flooding. The government declared a state of emergency the 7th September 2010. 2673 families were directly affected, which is about 35,000 persons or 2% of the population of the country. 17 persons actually died during these events.

Following the 2010 floods and the consequent damage to infrastructure and private properties, the Government of The Gambia has requested for the mobilization of resources under the B-Envelope to the tune of €1.9 Million, within the framework of the NIP for the 10th EDF and in line with articles 72 and 73 of the Cotonou Agreement.

The purpose of the project is to assist The Gambia by mitigating the impact of the next rainy seasons. The proposed interventions will focus on improving the drainage system and sanitation. That includes cost-efficient cleaning of the existing system, the rehabilitation of others and the creation of essential facilities such as new culverts, new Irish crossings, upgrade of fences, removal of waste dump sites, new earth ditches, new improved pit latrines… (cf annex 3 and 4) Labour-based techniques will be widely used for the works.

The interventions will focus on 7 “hot spots” (Banjul, Barra, Bundung, Brikama, Soma, Bansang, Basse, cf map in annex 1) among 14 originally identified by the government. The 7 chosen “hot-spots” corresponds to locations of a high density of population where the impact of the flooding was the most severe.

In parallel of the infrastructure works, the communities will be trained to maintain anti-flood facilities and sensitized to waste management and hygiene to sustain the hard interventions. Capacity building to the government improving the efficiency of emergency interventions in case of flooding is also included.

The National Disaster Management Agency (NDMA), established under the National Disaster Management Act 2008, has been mandated to coordinate, through an integrated approach, all efforts to prevent, prepare, respond, mitigate and recover from disasters and emergency situations and the management of their effects.  Nonetheless, the European Union Delegation will act as the Contracting Authority for this Study.  The EU delegation will therefore coordinate with the NDMA. The outputs of the assignment will be validated by a committee chaired by the NDMA (see below).

 

 

  1. 2.   DESCRIPTION OF THE ASSIGNMENT

2.1 Global objective

The global objective of the assignment is to assist The Gambia to prepare an efficient, comprehensive and sustainable emergency project in the drainage and sanitation sector to mitigate the impact of future flooding, despite the limited funds and time available.

 

 

 

      2.2 Specific objective(s)

The objective of the assignment is to:

  • Assist the EU delegation in the formulation phase of the project;
  • Assist the Gambian Government in the preparation of the works and services foreseen.

The EU delegation is the Contracting Authority of the present consultancy. Nonetheless, the consultant shall take into consideration the decisions and comments of NDMA, NRA and NAOSU (see annex 4). In case of conflict, the consultant shall refer to the EU delegation.

The orientations taken by the consultant, the result of the consultancy and the outputs shall be reviewed by a “flooding mitigation task force” chaired by the NDMA, and including the EU, NRA, NAOSU, DoWR, NEA, GAMWORKS and a UN agency (either WFP or UNICEF). The consultant shall take into consideration the comments of the said task force.

 

      2.3 Requested services

The content of the project foreseen so far is explained in the Project Identification Fiche in annex 2. The results of the present consultancy may change the content of the project.

The hard interventions foreseen are based on an assessment report performed by the NDMA, the National Road Authority (NRA) and other Governmental Institution. The report is attached in annex 3.

To mitigate the impact of the 2011 rainy season, the government decided to engage funds in some works on the hot spot identified in the previous report. The document with the interventions foreseen is attached in annex 4.

Based on these documents, meetings with the relevant stakeholders (see non-exhaustive list in annex 5) and its own assessment / study performed on site, the consultant team will perform the following tasks:

 

a) Evaluate the initial assessment / study (annex 3); Adapt the study in regard of the works already performed by the government (annex 4) or the communities; Adapt the study in regard of the impact of the 2011 rains;

The Consultants shall visit all 7 sites mentioned in the initial study. The consultant shall coordinate with the NDMA, the EU Delegation and the relevant institutions to apprise themselves of the nature and quantum measures that may be necessary to provide proper drainage and/or adequately mitigate against the effects of floods that may occur. In addition to the coordination with NDMA, the consultant shall coordinate with all the decentralised units such as the regional disaster management committees and the disaster focal points in the regions and municipalities. For the sanitation facilities the consultant will liaise with the Ministry of Health, the Department of Water Resources and UNICEF.

The consultant shall liaise with the local communities’ representative to inform about the project and to integrate the knowledge of the communities. This point is particularly important in order to ensure the ownership of the project by the communities and therefore its sustainability.

 

b) Perform a detailed design study

The detailed design study will be based on the initial assessment / study in annex 3 and adapted with the content of the annex 4. The consultant will have the opportunity to propose options or new solutions if necessary, but the interventions should remain short-term, not complicated, easy to implement and within the timeframe and the budget allocated to the project (see annex 2).

Based on the result of point a and the principles mentioned above, the consultant will perform a detailed design study including:

  • Hydrological/Hydraulic survey of all sites

The Consultant shall conduct a proper survey of all sites, taking into consideration the hydrology of each particular site and the potential run-off situation during the rainy season and propose remedial measures that will adequately mitigate against flooding. The study will include all topological surveys necessary to design the project and to prepare the drawings.

  • Environmental Impact Assessment

The Consultant shall produce an environmental impact assessment and draw up an environmental management plan for their proposed remedial measure, as part of the final report to be submitted to the client.  The Consultant shall pay particular attention to the National Environmental Management Act and to the Disaster Management Policy, act and strategic action plan. The potential positive impact of the project on Environment shall be studied too.

  • Preparation of Engineering drawings and Bills of Quantities for the proposed works

The Consultant shall come up with designs and detailed engineering drawings for the proposed solution with the best possible estimate of the envisaged works in the form of Bill of Quantities.

c) Prepare the sensitization and training activities

During the implementation of the project, it is foreseen to provide the local communities with sensitization meetings and trainings to:

  • Waste management
  • Self-maintenance of drainage and sanitation facilities. This activity will be directly linked to the labour based works foreseen for part of the hard work (see below).
  • Hygiene

The consultant shall first identify the relevant local groups to be targeted. The consultant shall then draft the content of the activities and the way of implementation with the relevant actors (UNICEF, GAMWORKS, NRA, DoWR…). The local actors identified in point a) shall be included in the process as partners to ensure ownership and sustainability.

The consultant shall pay a particular attention to the groups of women and any gender issue in general. The consultant will therefore try to capture the actual impact of the flooding on women and try to include them in the activities.

The timeframe and the cost of these activities shall be estimated by the consultant.

 

d) Identification and evaluation of the private sector able to perform the work

The consultant shall identify the private companies in The Gambia preferably and in the neighbouring countries if necessary. The name of the companies, their technical and financial capacity and the consultant’s own opinion on their capacity shall be reported by the consultant. The consultant shall also assess the availability of labour force on the hot spots, including qualifications and level of wages to be foreseen.

 

e) Prepare a project implementation plan

The Consultant is required to produce a project implementation plan including:

  • The identification of the different lots foreseen for the works
  • The identification of the labour based parts of the works
  • The timeframe of the works and activities
  • A procurement plan for the contracts foreseen
  • A visibility plan for the project

 

f) Identify the activities of the Technical Assistance during the implementation

A consultancy (Service contract) will be contracted during the implementation phase of the project. The present consultant shall identify exactly the activities to be included in this contract with the different stakeholders, with an estimated timeframe and an estimated cost. The following activities are foreseen in this future contract:

  • Supervisor of the works, acting as supervising authority’s representative. The supervising authority will be most likely the NRA, to be confirmed;
  • Capacity building and technical assistance to the NDMA in terms of crisis management;
  • Training and preparation of the labour-based parts of the works;
  • The coordination of the sensitization and training activities as foreseen in point c). The activities themselves may be implemented by partners identified in point c, not necessarily the Technical Assistant.

 

g) Draft the Tender dossiers and Terms of Reference

The consultant shall prepare complete Tender dossiers for each works lot identified.

The consultant shall prepare complete Terms of Reference for the Service contract (point f).

 

h) Assist the EU delegation in formulating the project

After the validation of the Project Identification Fiche in annex 1, the complete project documents need to be validated by the European Commission in Brussels and the EDF committee (the Member states). The said documents are the Action Fiche and the Technical and Administrative Provisions (TAPs). It is requested to the consultant to assist the EU delegation to prepare the relevant documents by providing the final report and major inputs such as the detailed design study, the description of the activities, the cost, the timeframe, the principle of implementation, the principle of management.

When the documents are drafted by the EU delegation and the NAO, a review from the consultant is requested.

 

Major constraints

The EU would like to point out some of the main constraints that the consultant will have to face:

  • The limited budget for the project (€1,9million)
  • The limited time of implementation for the project (see annex 1)
  • The limited time to perform the mission (validation of the Action Fiche + TAPs requested by the end of the year).
  • The involvement of many different stakeholders in the country

 

      2.4 Required outputs

Based on the services explained in §2.3, the consultant is requested to issue the following documents:

  • Inception report. It shall include a first assessment of the project and the strategies already foreseen by the consultant regarding the study, the involvement of the local communities, the local contractors, the labour-based works, the procurement phase… The consultant shall include in this report any point that requires validation from the EU delegation and the different stakeholders.
  • Draft Final report, it shall include the results of the services requested in §2.3
  • Final report, it shall include the results of the services requested in §2.3
  • Tender dossier – Works
  • Terms of Reference – Service contract

+ 6 weeks out of The Gambia to prepare the draft final report, to include the comments in the final report, to review the Action Fiche and TAPs and to prepare the Tender Dossiers and Terms of Reference.

4.4 Location(s) of assignment

The Gambia, mostly in the greater Banjul area.

The consultant shall foresee several missions up-country to assess the 7 hot spots where the works will take place.

The NAOSU will propose an office space for the consultants. Nonetheless, the Consultant stays responsible for his office space in case it does not correspond to his needs

Apart from the hard copies mentioned above, the consultant shall provide the EU delegation, NDMA, NAOSU and NRA with soft copies of all the documents. The soft copies shall be in a modifiable format (.doc and/or .xls), no .pdf. as the documents will be used by the EU to draft the Action Fiche and the Technical and Administrative Provisions.

Based on the comments of the “flooding mitigation task force”, the EU delegation will comment the reports within 1 week after submission.

The Draft Final report and the Final report itself shall include all the results of the services mentioned in §2.3 (except point g).
