Description

The project:

The proposed project will provide assistance to the Government of Moldova in the process of implementation of the SPSP “Economic stimulation in rural areas”.

Overall objectives

The main objective of the Sector Policy Support Programme (SPSP) Economic Stimulation in Rural Areas is to contribute to a more balanced economic development in the Republic of Moldova with special focus on rural areas through more efficient economic policies at country and sector level, better coordination mechanisms and more transparent and efficient financing mechanisms.

Specific objectives

In the context of implementation of the SPSP Economic Stimulation in Rural Areas Programme (SPSP ESRA), the Contractor will provide advice on the fulfilment of the policy issues regarding economic stimulation in rural area identified with the Government of Moldova in the Policy Matrix attached to the Financing Agreement between the Government of Moldova and EU. The actual policy conditions which have to be fulfilled by the Government of Moldova for disbursement of variable trances for implementation of SPSP ESRA Programme are developed and agreed with the Government of Moldova and focus on the following objectives: i) better economic policies at country and sector level; ii) increase of business activity in rural area; iii) and more transparency, accountability and effectiveness of PFM.

We are looking for the following position:

Team leader – Rural Development

Key Expert 1 – Team Leader

Input: 440 man days, minimum 95% of his input will be in Moldova.

The Team Leader’s principal role is to provide strategic programme management and programme technical implementation direction for the complex array of tasks in the Project, and to ensure that all the project staff are timely engaged and supported adequately and are able to carry out their respective roles efficiently.

Qualification skills

–    University degree (where a university degree has been awarded on completion of four (4) years study in a university) or thirteen (13) years of professional experience in the fields in Economics or Finance or associated fields equivalent, including years and experience as described under General professional experience

–    Masters Degree would be considered an advantage;

–    Excellent managerial, administrative and analytical skills;

–    Fluency in English, both written and spoken;

–    Working knowledge of state language of Moldova/Russian language will be considered as advantage;

General professional experience

–  At least eight (8) years, preferably ten (10) years, of general experience

– At least four (4) years of professional experience working with central and/or local state bodies and governmental administrations dealing with economic stimulation.

Specific professional experience

–    Proven experience as a team leader in at least three (3) technical assistance projects of more than twelve (12) months duration with one project exceeding a project budget of 2 million EUR in the ex Phare, ex Cards, ex Meda and/or ex Tacis countries;

–    At least five (5) years working experience in transition countries and more specifically in Eastern European countries;

–    Experience as advisor and/or consultant providing policy advice to Central and Local Public Administrations in Eastern European countries in the area of economic stimulation of a country’s regional areas would be an advantage;

–    Proven experience in the areas of private sector development and economic stimulation, preferably more than eight (8) years;

–    Experience in designing and implementing capacity building programmes and actions to central public bodies and local governmental organisations

–    Experience in running project and programme result and programming monitoring (reporting) systems, in public sector or international programmes including their dissemination (experience in EU-funded programs would be an advantage);

–    Experience in the area of public finance and/or public procurement within an EU-funded project and/or programme environment would be an advantage;

–    The TL should also have additional experience and expertise in at least one out of the other sectors covered by the other three Key Experts.

 

Key Expert 2 – SME Development Expert

Input: 250 man days.

The SME Development Expert’s principal role is to provide assistance to Ministry of Economy in building internal capacity for organization of training activities for Economic Departments and Agricultural Departments.

Qualification skills

–    University degree (where a university degree has been awarded on completion of four years study in a university) in the fields of Economics or Social Science or International Development Studies or nine (9) years of professional experience including years and experience as described under General professional experience;

General professional experience

– Minimum of ten (10) years working experience with SME development in rural area;

Specific professional experience

–    At least five (5) years working experience in transition countries and more specifically in Eastern European countries;

–    Expertise and demonstrable understanding of SME Development programmes in rural area;

–    Minimum three (3) though ideally five (5) years of proven experience and expertise, ideally within the framework of donor-funded SME development projects and/or SME sector budgetary assistance programmes, that have a direct relevance to the tasks in the assigned work area (SME development on macro/meso/micro level and/or SME institutional and/or capacity building support to local and central SME support institutions and/or regional development institutional/capacity building support and/or VET institutional/capacity building support);

–    Good knowledge and writing ability in English;

–    Good working knowledge of use of standard computer software (word processing, spreadsheets, etc).

–    Working knowledge of state language of Moldova/Russian language will be an asset.

 

Key Expert 3 – Rural Development and Agriculture Expert

Input: 250 man days.

The Expert will provide substantial technical input regarding procedures and systems aimed at supporting and financing the development of High Value Agriculture (HVA), including measures to improve the food safety system in Moldova.

Qualification skills

– University degree (where a university degree has been awarded on completion of four (4) years study in a university) in the fields of agriculture or agricultural economics or related field or nine (9) years of professional experience including years and experience as described under General professional experience;

General professional experience

– At least ten (10) years of international experience in agricultural development;

– In depth knowledge of the agricultural sector development issues in the framework of international rural development programmes;

Specific professional experience

– At least five (5) years working experience in transition countries and more specifically in Eastern European countries;

– Demonstrable understanding of institutional development, in particular in the area of business support infrastructure in the rural area;

– Minimum three (3) though ideally five (5) years of proven experience and expertise, ideally within the framework of donor-funded agricultural/rural development projects and/or agricultural/rural development sector budgetary assistance programmes that have a direct relevance to the tasks in the assigned work area (HVA enterprise support infrastructure – policy advice, feasibility studies, project proposal appraisal, formulation of procedures and regulations in formulating and selecting project proposals,…);

– Good knowledge and writing ability in English;

– Good working knowledge of use of standard computer software (word processing, spreadsheets, etc).

– Working knowledge of state language of Moldova/Russian language will be an asset.

 

Key Expert 4 – Public Financial Management and Systems expert

Input: 200 man days.

The expert will provide policy advice to the Ministry of Finance regarding the different aspects of Mid Term Expenditure Framework preparation and other aspects of public finance management.

Qualification skills

–    University degree (where a university degree has been awarded on completion of four years study in a university) in the fields of economics or public administration or public finance management or related field or nine (9) years of professional experience including years and experience as described under General professional experience;

General professional experience

–    At least ten (10) years of international experience in public administration reform out of which a minimum of three (3) year in public finance management;

–    Knowledge of budget preparation, budget implementation, budget monitoring and evaluation;

Specific professional experience

– A minimum of three (3) years experience in public finance management system implementation and monitoring of programmes/projects;

– Expertise and demonstrable understanding of budgetary assistance programmes with central administrations would be an advantage;

– Experience in designing and delivering public financial management and budgetary processes training programmes for central administrations would be an advantage;

– Previous experience in working on international programmes/projects in the area will be an advantage;

– Good knowledge and writing ability in English;

– Good working knowledge of use of standard computer software (word processing, spreadsheets, etc).

– Working knowledge of state language of Moldova/Russian language will be an asset.
