Position: Team leader



The aim of the Agriculture-for-Development (A4D) project is using the value chain approach to help rejuvenate the private cash crop sector, targeting crops of highest socio-economic comparative advantage (cocoa; coffee; cashew) by:

  • Improving the quantity and quality of cash-crop production
  • Reducing transaction costs
  • Maximizing efficiency and effectiveness, and
  • Increasing profitability at all levels
  • So that the sector regains its important position in the economy, as was originally the case long before the civil war.

The proposed project has the potential to reduce the poverty levels of approximately 140,000 farming families amounting to a total of about one million people overall.


The Team Leader, with joint duty stations of Freetown, Kenema and Kambia – will be responsible for the smooth functioning of the Project Coordination Unit (PCU). She/he will report to the Project Manager, MAFFS, and will work in close collaboration with the Office of the National Authorizing Officer (NAO).


The Team Leader shall also support the management of the Project on a day-to-day basis, including its sound administrative and financial management. The tasks of the TAT, to be supervised by the Team Leader, have been detailed out under section 4.2. In his/her daily tasks, the Team Leader shall be assisted directly by a Procurement, Finance and Accounting Officer.


The competences of the Team Leader have to be twofold. On one hand, she/he has to possess the necessary skills to take the responsibility of the management of the TAT and its activities. On the other hand, together with the Project Manager, he/she will have to assure consistency of the whole Project to achieve its results. They will be also responsible for the implementation support of the Project at district level. They will ensure that, at national level, MAFFS assign appropriate staff with which to prepare and enable the implementation of Programme Estimates.


Technical and management responsibilities


The principal input of the Team Leader will be in the technical and overall management of the project. The tasks associated with this activity will include effective management support to the Project Manager, MAFFS, to:

  • Coordinate the Project activities funded through the EDF;
  • Participate in the selection of the field staff to be assigned under the Programme Estimates;
  • Allocate work schedules for staff and undertake performance monitoring;
  • Develop criteria for the selection of organisations which will carry out activities to include production, processing, marketing;
  • Draft appropriate agreements and Memoranda of Understanding (MoU) with other organisations for the timely distribution of the grants;
  • Define appropriate measures to ensure the sustainability of the Project after completion;
  • Submit progress reports in a timely manner (see section 7.0) to the NAO and EU Delegation, and to the Project Steering Committee, following the objectives and intended results set out in the logical framework.
  • Review the project’s logical framework and propose updates where necessary,




Profile of the expert


She/he must be a citizen from one of the EU member States or from any of the ACP countries. The following criteria are considered to be essential prerequisites in the profile of the Team Leader.


Qualifications and skills


He/she should have minimum of a degree from a recognised university in an agriculture-related subject or equivalent qualification, and preferably a post-graduate qualification or equivalent in economics.


Advising government officials and fostering inter-institutional relations would be a further advantage.


General professional experience

  • Minimum of 10 years’ relevant experience, preferred 15 years’ experience, with at least eight in management positions concerning agricultural or food security projects in African countries;
  • Proven ability to manage and supervise teams and coordinate field activities;
  • Proven ability to work in a multi-cultural team environment;
  • A working knowledge and ability to communicate in English;
  • A working knowledge of standard computer software (including Excel, Microsoft Word).

Specific Professional Experience

  • Understanding of EDF regulations and procedures, including Calls for Proposals and support in the preparation of Programme Estimates;
  • Managing tenders evaluations, preparation of work plans and of monitoring progress
  • Assisting contractors
  • Development of strategic plans in the tree crop sector would be an additional asset.
