Project description

The overall objective of the project of which this contract will be a part is as follows:

To contribute to the implementation of the National Policy on Skill Development of the government in order to increase the quality and relevance of provision and the number of certified skilled labour in various sectors of employment.

The purpose of this contract is as follows:

To increase the capacity of the Directorate General for Employment and Training (DGE&T), the National Council for Vocational Training (NCVT), and the National Skill Development Corporation (NSDC) to efficiently implement the policy agenda in the area of skills development

 

Key expert 1: Lead coordinator National Vocational Qualifications Frameworks and Formal Sector

Duration of Assignment 792 person days

Job Description

The Key Expert 1 will be jointly responsible, with Key Expert 2, for the overall planning, management and implementation of project activities and for the timeliness and consistency of expected outputs and for ensuring that all reports and documents produced by the mission are appropriate, consistent and of quality. S/he shall be the main contact point for the beneficiaries for Project Component 1 (see diagram in Appendix 1).

Requirements

  • The selected expert will be capable of intervening in all of the key areas of Project Component 1, namely: development of NVQF, including credit/certification structures; development od occupational standards and training standards, development of programmes/curricula, development of quality assurance and accreditation procedures.
  • Ability to speak, write and communicate in English fluently;
  • Highly skilful in presentation, communication, negotiation and report preparation as well as teamwork;
  • Computer literacy;
  • Education at least up to University degree / equivalent academic level from a recognised university in a relevant domain;
  • Familiarity with Project Cycle Management (PCM) and Logical Framework (LF) approach, including budgeting and monitoring;
  • Knowledge of EC development policies, legislation and procedures and experience with EU strategic programming for co-operation projects, as well as familiarity with EC administrative, contractual and financial procedures;
  • Fully fit for travelling between Europe and India
  • The selected expert will have strong field experience (at least in two countries) in all stages of development and implementation of national qualification frameworks and certification processes.
  • Minimum 15 years experience working at a management or advisory level, with at least 10 years in the field of vocational education and training and/or educational certification.
  • Minimum 5 years experience in management and implementation of complex technical assistance contracts.
  • Minimum 5 years experience in institution/capacity building at a governmental level and working with government, State/public administration in the field of vocational education and training.
  • Preferably, experience with the European Commission or EC-funded projects
  • Preferably, local expertise acquired through working experience in the Indian subcontinent.

Key expert 2: Lead Coordinator Labour Market Analysis/Systems and Informal Sector

Duration of Assignment (Indicative 594 person days)

Job Description

The Key Expert 2 will be jointly responsible, with Key Expert 1, for the overall planning, management and implementation of project activities and for the timeliness and consistency of expected outputs and for ensuring that all reports and documents produced by the mission are appropriate, consistent and of quality. S/he shall be the main contact point for the beneficiaries for Project Component 2 (see diagram in 1).

  • The selected expert will be capable of intervening in all of the key areas of Project Component 2, namely: labour market analysis, labour market information systems, curricula development.
  • Ability to speak, write and communicate in English fluently;
  • Highly skilful in presentation, communication, negotiation and report preparation as well as teamwork;
  • Computer literacy;
  • Education at least up to University degree / equivalent academic level from a recognised university in a relevant domain;
  • Familiarity with Project Cycle Management (PCM) and Logical Framework (LF) approach, including budgeting and monitoring;
  • Knowledge of EC development policies, legislation and procedures and experience with EU strategic programmiing for co-operation projects, as well as familiarity with EC administrative, contractual and financial procedures;

  • Preferably, local expertise acquired through working experience in the Indian subcontinent.
