|2.1. Overall objective
The overall development objective, of this technical assistance will be to contribute to and to improve the impact of EU support to Uganda’s National Development Plan.
The purpose of this technical assistance is to strengthen the Capacity of the NAO, in the implementation, coordination and pro-active monitoring of the EDF portfolio.
2.3. Results to be achieved by the Consultant
The Consultant shall be expected to deliver on the following core result areas:
Result 1: The capacity of the NAO/ALD to perform its mandate to proactively respond to the needs of its beneficiaries is enhanced.
Result 2: The efficient financial management of the EDF program with up to date records maintained on ACOM/ACOM Plus (or any subsequent database), proactive action on audits and timely closure of completed commitments and projects:
Result 3: The EDF procedures correctly applied in the procurement, contracting, accounting and implementation of EDF projects:
Result 4: The active participation of the NAO/ALD in ACP-EC high level national and regional dialogue, fora and in coordinating and monitoring EDF programs to ensure effective implementation and conformity with Government policy and sector priorities
Result 5: Improved visibility of EDF / EU support to the NDP widely known and disseminated to the general public.
6.1.1. Key experts: Team Leader

Eligibility; Applicants must be nationals of an African, Caribbean pacific (ACP) or any European Union state.
Qualifications and skills;
A Master’s degree in either of the following disciplines; Economics, Finance, Business Administration, Social Sciences or Public Administration.
General professional experience
Minimum of 10 years professional experience in an advisory role either in the public or private sector and/or development financing
Extensive understanding of funding modalities of donors (European Union, World Bank, AfDB, etc)
Excellent understanding of the current aid architecture (trends in aid policy management, coordination and modes of aid delivery)
Extensive knowledge of development cooperation and budget support
Demonstrated understanding of project cycle management, developing and implementing monitoring framework for donor funded programmes and the respective challenges for Aid Management
Specific professional experience
Work experience in ACP region preferably Sub-Saharan Africa
Familiar with public financial programming and decentralised budgeting/financing system
Ability to coordinate multi donor funding with varied commitments and conditionalities
Familiar with EDF procedures particularly financial and procurement procedures, reporting requirements and programming
