KE1: Team Leader & KE2: Project Development and Management Expert

Project period:     03/2012 – 03/2014

Project description:

Overall objectives

To contribute to a more balanced regional development in Montenegro through a more effective role of local governments in socio-economic development

 

Specific objectives

To improve the absorption capacity of Montenegrin municipalities of EU funds for local economic development through better identification, development and management of priority municipal investments in line with the EU best practices

 

Job description:

 

Key expert 1: Team Leader (430 working days)

Team Leader will provide technical assistance to the municipalities on elaboration of the municipal strategic plans, to grant beneficiaries on the implementation of their contracts and the CFCU for the adoption of procedures to be used for the management of grant programmes under DIS. To that end, the team leader will work closely with the Union of Municipalities, and the EU Delegation.

 

Team Leader should cover, but not exclusively, the following:

• Coordinate the project’s management and implementation, including liaison with the beneficiaries and the contracting authority

• Manage the technical assistance team and draw the team’s schedule of activities and work plans

• Ensure that the project outputs are in accordance with the Terms of Reference and the agreed work plans

• Provide technical assistance for the design and management of the grant scheme including development of fully fletched guidelines for applicants in line with EU procedures.

• Coordinate the technical assistance of short-term experts to municipalities and the UoM.

• Define measurable indicators and control procedures for project monitoring and evaluation and control procedures

• Provide technical assistance for the elaboration of a manual for secondary procurement in line with the best international practices.

• Provide technical assistance for the elaboration of management tools to be used by the grant beneficiaries in the implementation of their contract

• Provide technical assistance to the CFCU for the adoption of procedures to be used for the management of grant programmes under DIS. (eg: risk analysis model for the implementation of on the spot checks)

• Provide technical assistance to the Union of Municipalities in supporting municipalities in the elaboration of the municipal strategic plans.

 

Key expert 2: Project Development and Management Expert (300 working days):

The Project Development and Management Expert’s principal role is to provide assistance to municipalities in preparing project applications and project management. This responsibility will include direct coordination with municipal project teams, providing guidance to ensure strong links between the project development and municipal development plans, coordination of operational activities of the projects with UoM, other donor projects and other stakeholders.

 

Project Development Expert’s shall cover, but not exclusively, the following:

• Provide assistance to UoM in developing services to members in the field of project development, project implementation and EU funds.

• Provide technical assistance to municipalities in developing project proposals to be submitted to the Grant Scheme IPA 2011

• Provide technical assistance to all municipal project teams in implementation of the projects awarded a grant, including project management issues, procurement and reporting.

• Contribute to elaboration of manual for project development and management.

• Implement with CFCU and UoM monitoring and on-spot checks for the awarded projects under EU Municipal Development Grant scheme.

• Coordinate development of project database, in cooperation with UoM and other stakeholders

Qualifications:

 

Key expert 1: Team Leader (430 working days)

Qualifications and skills:

Minimum requirements

• University degree (where a university degree has been awarded on completion of 4 years study in a university) or 15 years of professional experience in the fields in Political Sciences, Economics, Public Administration, EU Enlargement, International Development Studies or associated fields equivalent, including years and experience as described under General professional experience

• Fluency in English, both written and spoken.

Desired requirement

• MA would be considered an advantage;

• Excellent managerial, administrative and analytical skills

• Knowledge of Montenegrin/Serbian/Croatian/Bosnian will be considered as advantage.

 

General Experience:

Minimum requirements

• At least eight (8) years of experience working with local/regional/central government administrations, decentralised public institutions or associations of decentralised institutions.

• At least five (5) years of experience as a consultant in projects at least than 2 foreign countries (developing countries, accession countries)

 

Specific Professional Experience:

Minimum requirements

• At least 5 (five) years of experience working in capacity building of decentralised government administrations or associations of decentralised institutions in project planning/programming and implementation.

• Proven management experience, including as a Team Leader, in at least two (2) long-term projects (minimum 12 months projects)

• Proven experience in planning/programming/training/controlling and implementation of EU-funded grant schemes in EU Member states, candidate countries or potential candidate countries, in at least two (2) projects;

Desired requirement

• Proven experience in planning/programming and/or implementation of municipal /regional investment projects in at least two (2) projects;

• Experience working with Local or Regional authorities in the Western Balkan region would be an advantage

• Proven knowledge of and experience with EC project procedures and EC’s Practical Guide on procurement.

 

Key expert 2: Project Development and Management Expert (300 working days):

Qualifications and skills:

Minimum requirements

• University degree (where a university degree has been awarded on completion of four years study in a university) in the fields of Economics, Social Science, International Development Studies, Public Administration or 9 years of professional experience including years and experience as described under General professional experience

• Fluency in English both written and spoken.

Desired requirement

• Fluency in Montenegrin/Serbian/ Croatian/Bosnian both written and spoken.

 

General Experience:

Minimum requirements

• A minimum of seven (7) years working experience with central/regional/local government administration or public institutions, decentralised institutions, associations of decentralised institutions.

 

Specific Professional Experience:

Minimum requirements

• A minimum of five (5) years experience consulting or working in project planning/programming/formulation and management with decentralised government administration or public institutions (regional or municipal level).

• Proven relevant experience in project formulation and management, especially in regional/municipal investment projects planning/programming and/or implementation, in at least two (2) projects.

• Experience in working on EU or other donor programmes/projects, including at least one EU funded project.

Desired requirement

• At least one experience in working with Local or Regional authorities and/or association of municipalities in the Western Balkan region.

• At least one experience with implementation of an EU funded grant scheme

•Proven knowledge of and experience with EU project procedures and EC’s Practical Guide on procurement.
