DESCRIPTION

 

Project Description:

The overall objective of the project is to contribute to the balanced socio-economic development of Lebanon through modernised municipal administration and effective central support to local governments’ .

The specific objective of the project is to improve the municipal finance framework and to enhance the capacities of municipal sector to assume its mandate.

The achievement of these objectives is critical for the long term decentralisation strategy, as successful decentralisation reforms, among others, depend on local governments’ financial, administrative and technical capacity to deliver basic public services and to engage in activities that promote growth and socio-economic development. Equally important is the central government’s capacity to provide stable, transparent and predictable financial support to local governments and to monitor and evaluate their implementation performance.

 

The Project is expected to make a significant contribution to these critical reform elements through the support to the creation of a municipal development fund, strengthening of the municipal finance framework and provision of reform-based municipal development grants.

 

The Project consists of the following three components with associated subcomponents and results:

Component 1: support to Municipal Finance Reform

Component 2: support to performance-based Project Financing

Component 3: project implementation

 

Purpose of the project

The purpose of this contract is to provide technical assistance (component 3 of the Project) to the effective and efficient implementation of project actions. The Technical Assistance will be part of the Implementation Programme Task Force (IPTF), established within the Ministry of Interior and Municipalities, which is the Contracting Authority of the project.

The technical assistance team will assist in the execution of activities, support the day-to-day coordination, as well as the administrative management of the Project under the responsibility of the Ministry of Interior and Municipalities. According to the backbone strategy2, the technical assistance will focus on: developing capacities of the MoIM and local authorities, providing policy and/or expert advice; strengthening implementation and facilitating a smooth implementation of this project.

 

E1-Team Leader

 

Job Description:

The senior Team Leader will be responsible for steering the project as well as for administrative and financial project management.

 

Qualifications:

At least Masters Degree Academic level in public administration, public finance, development studies (or related discipline)

 

General professional experience

 

Minimum of 15 years professional experience covering the areas of public sector reform, public sector finance and inter-governmental finance.

Minimum of 10 years professional experience in project/programme management, of which at least five years outside the country of origin.

 

Specific professional experience

 

Minimum of 5 years experience in providing policy advice at government level on at least one the above-mentioned issues.

Minimum of 5 years international experience with fiscal decentralisation reforms, including financial management systems to support decentralised grant management;

Excellent verbal and written communication skills in English; good verbal and written knowledge of French.

Experience in local government tax systems.

Knowledge of PCM and of EU procedures, is an asset.

Strong leadership and communication skills.Experience in the South Mediterranean region is an asset.

 

E2-Senior expert in Procurement and Financial Management (32 months)

 

Qualifications:

At least Masters Degree Academic level in accounting, economics, public finance, public administration (or related fields)

 

General professional experience:

 

Minimum of 10 years professional experience in project management,

Experience in financial management, accounting and logistics of a large number of development programmes

Minimum of 5 years experience in public procurement

Specific professional experience

 

A very good knowledge of EU Financial and Contractual Regulations and Procedures with a minimum of 5 years specific experience in preparation, management of tenders and contracts in accordance with EU rules and procedures

Excellent verbal and written communication skills in English;

Significant experience with planning and deploying of IT Infrastructure for a Financial

Management Information System

Experience in the south Mediterranean region is an asset

 

E3 -Senior expert in Development Grants (32 months)

 

Qualifications:

At least Masters Degree Academic level in economics, public finance, development or related fields

 

General professional experience:

 

Minimum of 10 years professional experience in the areas of decentralisation and support to municipalities,

Minimum of 3 years experience in the design, implementation and supervision of performance-based development grant system.

Specific professional experience

3 years experience in capacity building, including training in areas linked to the strengthening of local administrations ‘ local development planning and implementation capacities´

3 years experience in the South Mediterranean Region;

Excellent verbal and written communication skills in English and Arabic;

Good working knowledge of PCM and of EU procedures;

Good verbal and written French.

 

E4-Junior Expert in Procurement (44 months)

 

Qualifications:

At least Masters Degree Academic level in accountability, financial management, economics or related fields

 

General professional experience:

 

Minimum of 5 years professional experience in public procurement, preparation, management of tenders and contract management;

 

Specific professional experience

 

Minimum of 3 years experience in EU procurement rules and procedures;

Minimum of 3 years experience in financial management, accounting and logistics of development projects;

Good spoken and written English, French and Arabic;

Experience in project cycle management.
