EC rules applicable to any EC assignment 

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,

etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets

  1. 1.     BACKGROUND

 

The European Union andRussiahave a common interest in enhancing bilateral trade and investment opportunities and in facilitating and liberalising trade in the global economy as well as strengthening and developing competition.

 

Meeting in Rostov-on-Don for their 25thSummiton May 31-June 1, 2010, the European Union andRussialaunched a Partnership for Modernisation to the mutual benefit of their citizens.

 

In the framework of the Partnership for Modernisation, EU and Russiacommitted to cooperate aiming at modernising Russia’s system of technical regulations and standards, inter alia through support of the technical regulation reform initiated by theRussian Federation with the entry into force of a new law in July 2003. The reform coves all the elements of the system of technical requirements: development and adoption of compulsory requirements, conformity assessment procedures, state surveillance mechanisms, accreditation of bodies involved in conformity assessment.

 

The Ministry of Industry and Trade of theRussian Federationis the federal executive body responsible for state policy in the area of technical regulating and uniformity of measures and will act as a Project Partner in this project.

 

Stakeholders will include other relevant sectoral Ministries, the Federal Agency for Technical Regulating and Metrology (Rosstandart), the Russian Union of Industrialists and Entrepreneurs (RSPP), the Association of the European Business (AEB) and others as appropriate.

 

 

  1. 2.     DESCRIPTION OF THE ASSIGNMENT

 

2.1 Global objective

 

To facilitate trade and to support closer economic relations between theRussian Federationand the European Union in the context of the Common Economic Space.

 

2.2 Specific objectives

 

1. Approximate with the EU legal requirements and standards in defined priority areas in order to facilitate market access and enhance competitiveness of manufacturers, taking account of the harmonisation activities within the Customs Union;

 

2. Achieve utmost convergence betweenRussian Federationand EU in view of the protection of health and safety of consumers, workers, environment and of other public policy interests.

 

 

2.3 Requested services

 

The services will include development of new technical regulations and the support to the smooth implementation of already existing CU technical regulations in the priority areas mentioned hereafter:

 

The experts are requested:

 

1. To provide advice and recommendations on the development of technical regulations (including protection requirements, determination of scope, risk classification and use of appropriate conformity assessment procedures) for following regulated areas:

 

  • Energy Efficiency, eco-design
  • Pressure Equipment;

 

2. To provide advice and recommendations on the smooth implementation of already adopted technical regulations (including guidance on the scope, key concepts inherent to regulations, use of international and European voluntary standards, transitional aspects) for following regulated areas:

 

  • Machinery
  • Electrical Equipment
  • Electromagnetic Compatibility

 

3. To provide advice and recommendation for the development and adoption of standards in support of compulsory requirements in the mentioned areas.

 

4. To provide advice and recommendation on the coherent application of technical regulations in the aforementioned sectors, including aspects of scope, simultaneous application of several technical regulations.

 

5. To set up practical exchange of experience between EU andRussian Federationexperts in the aforementioned areas.

 

6. Provide ad-hoc advice for the EU-Russian Federation Regulatory Dialogue

 

The aforementioned services should take account, to the utmost possible, of following reference requirements and specifications and good practice:

 

–              EU andRussian Federationsectoral technical regulations in the afore mentioned areas;

–              International and European harmonised standards;

–              EU guidance documents.

 

7. The experts may also be requested to organise/participate a workshop, an awareness raising event and a study tour. This service is limited to the organisational/logistics activities only. All costs related to an event itself, such as rent of meeting premises, interpretation during meetings, equipment, travel of participants, accommodation etc., will be covered by the Ministry of Industry and Trade of the Russian Federation.

 

 

A short methodology for implementing this assignment shall be part of the offer.

 

 

2.4 Required outputs

 

The outputs shall be in the English and Russian languages and shall be approved (signed) by the RF Ministry of Industry and Trade

  1. 5.     REPORTING

 

Content

 

In addition to the outputs listed in section 2 the Consultant shall prepare progress reports and a completion report with the summary of the services provided under the contract, analysis of the project and other relevant information.

 

Language

 

Progress reports and the completion report shall be in the English language. Outputs shall be in the English and Russian languages.

 

Submission/comments timing

 

Progress reports shall be submitted to the Contracting Authority for comments and approval every four months. The completion report shall be submitted to the Contracting Authority for comments and approval not later than 20 days following the end of the assignment

 

Number of report(s) copies

 

The reports shall be submitted in one paper copy and in electronic format
