•Minimum Masters Degree in Economics, International Development, International Relations,  management or relevant disciplines and at least 10 years of work experience relevant to the assignment;

•international experience of working on development issues

•at least five years expertise in aid coordination and aid effectiveness issues

 

The following additional experiences would be an asset:

•familiarity with the political, social and economic context of Ethiopia

•working with a variety of different stakeholders, including the profit and not for profit sector

•networking, coordination and knowledge management

•working in a multi-cultural context

 

Working Language

 

The working language is English.

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,

etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets

Support to the Aid Effectiveness Taskforce and to the implementation of the aid effectiveness action plan

  1. 1. BACKGROUND

 

In 2010 the Aid Effectiveness Taskforce, composed of representatives of the Government and the DAG, was reactivated. New terms of reference were drafted. As one of its first steps, the taskforce has established an Aid Effectiveness Action Plan. The Action Plan contains an ambitious range of commitments and priority actions and identifies agencies responsible for the implementation. One of the immediate next steps will be to determine baselines and to agree on short and medium term targets. The Aid Management Platform (AMP) has been rolled out to development partners. Once fully operational, the AMP will provide an important tool for monitoring progress towards the Action Plan.

 

  1. DESCRIPTION OF THE ASSIGNMENT

 

  • Ø Global objective

 

The overall objective of the assignment is to facilitate the effectiveness of aid in Ethiopia.

 

  • Ø Specific objective(s)

 

Specifically, the expert will assist the Aid Effectiveness Taskforce in the finalisation and implementation of the Aid Effectiveness Action Plan. Further, the expert will provide capacity strengthening support to the Government in the areas of aid management and aid coordination.

 

  • Ø Requested services

 

The tasks are divided into four phases: Phase I for finalising the Action Plan, Phase II supporting the implementation of the Action Plan, Phase III supporting aid effectiveness issues in key sectors and, Phase IV supporting aid effectiveness issues at sub-national level. Phases could run in parallel.

 

Phase I: Support to Finalisation of Aid Effectiveness Action Plan

 

The expert’s task will include the following:

  • support the Aid Effectiveness Taskforce in taking forward the DAG-Government Aid Effectiveness Action Plan:
    • assist with finalisation of Action Plan;
    • assist with determination of indicators and baselines;
    • assist with determination of targets and facilitate, as appropriate, process towards agreeing on targets among development partners and Government.
    • support the Aid Effectiveness Taskforce in following up on the results of the Paris Declaration Survey;
    • support the Aid Effectiveness Taskforce in identifying capacity development needs and draw up a capacity development plan for effective aid management; and
    • assist Aid Effectiveness Taskforce in defining and refining scope of longer term support (phase II, III and IV).

 

Phase II: Support to Implementation of Aid Effectiveness Action Plan

 

The expert’s task will include the following:

  • assist with the analysis of data from the Aid Management Platform;
  • provide advice on how to use data from the Aid Management Platform and other data sources to report regularly on progress towards the Aid Effectiveness Action Plan and other aid effectiveness issues;
  • assist Government and development partners in the implementation of the activities outlined in the Action Plan;
  • support reporting on progress made and, where necessary, provide recommendations on how to accelerate progress;
  • support the Government and its development partners with the follow-up of the Busan High Level Forum;
  • provide capacity strengthening support to the Government in effectively leading and managing the aid management and effectiveness agenda; and
  • facilitate knowledge exchange with best practices and international and regional initiatives related to aid effectiveness.
  • assist the Aid Effectiveness Task Force in the regular assessment of the relevance, effectiveness, efficiency over all contribution of the Sector Working Groups and Technical Groups.
  • advise the Aid Effectiveness Task Force on best practices (if any) of Government- DAG aid effectiveness structures.

 

Phase III: Support to Key Sectors

  • in close coordination with Sector Working Groups/ Technical Working Groups review aid effectiveness issues in key sectors (e.g. main service delivery sectors) and provide recommendations on how to address main issues;
  • assist relevant Government ministries/ agencies and Sector Working Groups/ Technical Working Groups in preparing an action plan on how to address key aid effectiveness issues in the sector;
  • provide capacity strengthening support to the relevant ministries to assist with the implementation and monitoring of the action plan; and
  • support the exchange of lessons learnt between sectors.

 

Phase IV: Support at Sub-National Level

  • review aid effectiveness issues at sub-national level and provide recommendations on how to address main issues;
  • support Government and development partners at sub-regional level in drafting an aid effectiveness action plan;
  • facilitate knowledge exchange between different regions and between regions and the centre; and
  • provide capacity strengthening support to relevant sub-national agencies.

 

  • Ø Required outputs

 

The expert will report to the Government-DAG Aid Effectiveness Taskforce.

 

The expert is expected to submit:

 

Phase I:

  • an inception report including a detailed work plan 15 days after the start of the assignment;
  • a final report for Phase I at the end of March 2012. The final report will contain clear recommendations for the longer term support to aid effectiveness.

 

Phase II, III and IV:

  • an inception report including a detailed work plan End of February 2012;
  • a mid-term report at the end of June 2012;
  • electronic copy and 2 hard copies of final report at the end of the assignment, which should be approved by the Delegation with in 30 days of submission.

  1. LOCATION AND DURATION

 

  • Ø Starting period

 

The expected starting date of the assignment is January 2012. The overall duration of the work is 18 months with the following breakdown.

 

Phase I: January 2012 to March 2012

Phase II and III: April to December 2012

Phase IV: January 2013 onwards (phase IV could also run in parallel with phase II and III). Depending on this, the number of travel to the Country could be 3 or 4 times.

 

  • Ø Foreseen finishing period or duration

 

The expert will be contracted for a period of 140 working days, over a maximum of 18 months. Three visits are foreseen as indicated above. The expert will work through short term missions (3 to 6 weeks) according to the agreed working plan.

 

  • Ø Planning

 

Deadline for submission of offers is 14 days.

 

The framework contractor shall forward the project manager within 15 days of the signature of the contract by both parties the timetable for placement of the staff (Art. 16.4 a) in line with this TOR.

 

The contractor will provide together with the inception report a detailed work plan, which should set the consultants approach to the requested service. The work plan will be revised by the consultant after it has been reviewed by the GoE and AE TF.

Activities will be carried out in Addis Ababa, Ethiopia. The expert will be based at the Ministry of Finance.
