DESCRIPTION

 

Global objective

The overall objective is to enhance the quality and effectiveness of EU support to education in developing countries.

 

Specific objective(s)

The specific objective is to reinforce the capacity of EU services (in Headquarters and specific EU Delegations) to better contribute to the achievement of education goals, in line with EU policy commitments and guidelines.

 

Job description:

One long term expert (team leader) and two shorter term education experts are required. There is flexibility for the ’team leader’ role to be provided by any of the experts profiled below, however, the team leader should remain consistent throughout the contract implementation.

Qualifications:

 

Expert 1: Education specialist (policy, governance and planning) – team leader

 

Education specialist – policy, governance and planning – with academic qualifications and relevant professional experience of at least 10 years.

• Professional experience to include design and/or implementation, and/or evaluation of education policies, programmes and projects in developing countries.

• The expert should be familiar with the latest developments in the field of education, particularly for least developed countries and proven experience and the ability to work in fragile and conflict affected countries.

• S/he should be familiar with international policies and strategies related to education, with EU development policy, and have a good working knowledge of EC development cooperation, EC programming and procedures.

• The expert should have experience of different techniques for the analysis of sector policy and plans, including political economy analysis, conflict analysis, and cost benefit analysis.

• The expert should have an existing network in the education development and humanitarian community.

• The expert should have experience in preparing and delivering clear, concise and practical guidance and the organisation of relevant training and seminars for specialists and non-specialist staff working at country level.

• S/he must have excellent drafting, communication and oral presentation skills.

 

Expert 2: Education specialist (economist, education financing)

 

Education economist, education financing and/or education public finance management specialist – with academic qualifications and relevant professional experience of at least 10 years.

• Professional experience to include design and/or implementation and/or evaluation of education policies, programmes and projects in developing countries.

• The expert should be familiar with the latest developments in the field of education, particularly for least developed countries, and proven experience and the ability to work in fragile and conflict affected countries.

• S/he should be familiar with EU development policy and have a good knowledge of EC development cooperation, EC programming and procedures.

• The expert should have experience in preparing and delivering clear, concise and practical guidance and the organisation of relevant training and seminars for specialists and non-specialist staff working at country level.

• S/he must have excellent drafting, communication and oral presentation skills.

 

Expert 3: Education specialist (teaching and quality of learning)

 

Education specialist – teacher professional development and quality of learning – with academic qualifications and relevant professional experience of at least 10 years.

• Professional experience to include design and/or implementation and/or evaluation of support to teaching, teacher professional development and learning and qualification frameworks.

• The expert should be familiar with the latest developments in the field of education, particularly for least developed countries, and proven experience and the ability to work in fragile and conflict affected countries.

• S/he should be familiar with EU development policy and have a good knowledge of EC development cooperation, EC programming and procedures.

• The expert should have experience in preparing and delivering clear, concise and practical guidance and the organisation of relevant training and seminars for specialists and non-specialist staff working at country level.

• S/he must have excellent drafting, communication and oral presentation skills.

 

Other important information:

The team should comprise a balance of country experiences, particularly from across Africa and Asia. The team should be able to demonstrate working knowledge and experience of as many of the following education themes and issues as possible:

• The political economy of education reform and development

• Early Childhood Education

• Skills and vocational training systems

• Higher education reform in developing countries

• Education governance and accountability

• Language of instruction

• Learning achievement and qualification frameworks

• Public / private partnerships in education

• Education for disadvantaged and hard to reach groups, including non formal education

• Education statistics and management information systems

• Textbook management and development

 

Working language(s)

Excellent working knowledge of English for all experts and at least one expert should have a working knowledge of French.
