Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents that are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Profile: Expert 1 Public Finance Management Specialist

Categoy of expert             Senior (at least 10 years of experience)

Duration               47.00 working days

 

Requirements     

Qualifications and skills:

  • A relevant post-graduate university qualification in economics, governance or related field
  • At least 15 years experience in public finance management reforms, of which at least the last 10 years in developing countries

General Professional Experience:

  • Excellent communication and confirmed writing skills in English
  • Proficient knowledge of standard computer software (MS word, Excel and project management software) as well as computer literacy in respect of specialised software applicable to the required outputs of this assignment
  • Experience in skills transfer and institutional and capacity development

Specific Professional Experience:

  • Very strong theoretical and practical knowledge of public finance management and related reforms and public finance sector management information systems
  • At least 5 years experience in similar country situations in a field relevant to this assignment
  • Specific experience in organisational development and change management in the public sector will be an advantage

                              

Profile: Expert 2 Training and Development Specialist

Categoy of expert             Senior (at least 10 years of experience)

Duration               47.00 working days

 

Requirements     

Qualifications and skills:

  • A relevant post-graduate university qualification in human resource mobilisation and management or related field
  • At least 10 years experience in institutional reform within the public sector, of which at least the last 5 years in developing countries

General Professional Experience:

  • Excellent communication and confirmed writing skills in English
  • Proficient knowledge of standard computer software (MS word, Excel and project management software) as well as computer literacy in respect of specialised software applicable to the required outputs of this assignment
  • Experience in skills transfer and institutional and capacity development

Specific Professional Experience:

  • Very strong theoretical and practical knowledge of capacity and organisational development. Very strong theoretical and practical knowledge of change management
  • At least 5 years experience in similar country situations in a field relevant to this assignment
  • Experience in design and implementation of M&E systems will be an advantage            

EC rules applicable to any EC assignment 

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,

etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
