Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

 

JUNIOR FINANCIAL SPECIALIST (90 working days)

 

Minimum qualification/expertise/experience required:

 

(i). Relevant qualifications and competencies (PhD, Post-graduate studies or University Degree) covering the sector-wide financing systems; or related proven fields experience;

(ii). Must have carried out similar assignments elsewhere in a developing country with a minimum of 3 years of relevant professional experience;

(iii). Familiarity with issues related to the assignment in Sub-Saharan Africa, including designing and communicating new financial mechanisms;

(iv). Adequate human resources capability for carrying out the consultancy within the specified timeframe as well as abilities to work in a multicultural setting and contribute to a good team spirit, with strong communication skills;

(v). Computer literate and proficient in specific financial software;

(vi). Proficiency in English required.

 

Desired qualification/expertise/experience:

 

(i). Conversant with the Social Protection context in Rwanda/Sub-Saharan Africa as well as an understanding of the Government of Rwanda’s policy and strategy processes will be an

asset;

(ii). Experience in institutional capacity assessment / capacity building;

(iii). Experience in the development of training materials specifically adapted to the assignment;

(iv). Proficiency in French desirable;

(v). Experience of undertaking similar assignments in developing countries, in particular Sub-Saharan Africa; experience in the Great Lakes / East Africa region will be an asset.

 

JUNIOR COMMUNICATION SPECIALIST (75 working days)

 

Minimum qualification/expertise/experience required:

 

(i). Be an Consultant with relevant qualifications and competencies (PhD, Post-graduate studies or University Degree) in Communications or related fields (Journalism, Public Relations,

International Relations, Organizational Behaviour, Strategic Management, Mass Media, or Social Sciences); or related proven fields experience;

(ii). Must have carried out similar assignments elsewhere in a developing country with a minimum of 3 years of relevant professional experience;

(iii). Familiarity with issues related to the assignment in Sub-Saharan Africa, including the challenges in designing and mainstreaming the components of a new communication strategy;

(iv). Must demonstrate adequate human resources capability for carrying out the consultancy within the specified timeframe as well as abilities to work in a multicultural setting and contribute to a good team spirit, with strong communication skills;

(v). Computer literate and proficient in specific communication software;

(vi). Proficiency in English required

 

Desired qualification/expertise/experience:
