Team Leader (Dam Engineer)

Project Objectives


The Afghan Ministry of Energy and Water (MEW) will provide implementation support consultancy services for the Afghanistan Water Resources Development (AWARD) technical assistance project. Funding is provided through the Afghanistan Reconstruction Trust Fund (ARTF), administered by the World Bank.


The objective of the AWARD project, supported by the Technical Implementation Consulting Services (TISC), is to work with MEW in a learning-by-doing approach (and in particular, focused on the WRPU and PPU under the Department of Planning) to:

  • Build capacity of MEW-WRPU and PPU staff and systems to undertake water resources & river basin planning, investment project preparation, and develop prioritized, sequenced, multi-sector investment programs;
  • Provide technical assistance and advisory services for supervision of planning and project preparation activities done by and for the MEW with a special focus on quality management of basin planning and project preparation; and
  • Provide technical assistance and advisory services for project management support for the AWARD project including procurement, financial management and monitoring and evaluation.
  • The aim is to ensure that the capacity of WRPU and PPU (MEW) staff are built during the period of the project to progressively enable taking on the responsibility for water resources and river basin planning, and investment project and program preparation.

The above objectives will be met through the implementation of the following components:


Component 1: Support WRPU in Water Resources and River Basin Planning (RBP)

Component 2: Support PPU in Project Preparation and Program Development

Component 3: Support  the Department of Planning in Project Management



Project management and leadership tasks:

  • Lead and supervise the TISC team;
  • Take the lead, in co-ordination with other team members, the WRPU and PPU, in the planning of technical tasks (i.e. in planning the project’s work plan and road map);
  • Prepare monthly and quarterly progress reports according to an agreed format;
  • Assist the GD-P in the preparation of Annual Work Plans;
  • Prepare the Phase I Summary Report on achievements, lessons learned for Phase II and training and capacity building;
  • Prepare the Phase II (full project) Summary Report on full project including achievements, lessons learned and summary of training and capacity building;
  • Represent the TISC at meetings with MEW, World Bank and other stakeholders;
  • In co-ordination with the Procurement and Contract Specialist and support staff, ensure that the TISC is following administrative guidelines laid out by LML to ensure that the team has the support it requires (in terms of finances, security, housing, logistics….etc);
  • Provide assistance to ensure that the capacity development plan is being implemented with appropriate training providers contracted and in place;
  • Monitor the performance of WRPU and PPU staff, to enable the World Bank to approve monthly performance based allowances;
  • Assist in other tasks pertaining to AWARD TISC management, as requested by LML.
  • Technical tasks (focused on component 2):

In co-ordination with the civil engineer:

  • Advice and assist GD-P and PPU on programming and portfolio development (e.g. prioritising projects, developing TORs for feasibility studies and full designs of dams)
  • Together with short-term specialists from Mott MacDonald, review and assess completed project studies (feasibility designs and full designs for dams) and provide recommendations for their improvement
  • Train PPU staff on how to review and assess such studies
  • Together with short-term specialists, develop planning and design standards and guidelines (for use by contractors when undertaking feasibilities and designs) and train the PPU in applying these to studies
  • Assist the PPU in the implementation of the project preparation program
  • Assist in the implementation of PPU executed studies
  • Provide additional assistance with projects on an as required basis
  • Assist the GD-P, WRPU and PPU in other tasks pertaining to AWARD implementation, as requested by them

Candidate Profile

  • Civil Engineering degree
  • Experience in the water sector
  • Preferably experience with the survey and design (and/or construction supervision) of large dams
  • Team leader experience or experience in a senior management post
