DESCRIPTION

 

Project Description:

Services provision for “Technical Assistance for the Institutional Capacity Building for the civil aviation sector in India.” This 3 year EU financed project will work closely with all major public sector civil aviation stakeholders in India, including Ministry of Civil Aviation (MOCA), the Aviation Regulator (DGCA), Air Traffic Service provider and Airport Authority (AAI) and the Bureau of Aviation Security (BCAS). Expected project launch will be during February 2010.

 

The overall project objective is to remove constraints to sustainable economic growth in India caused by critical bottlenecks and unbalanced development of the rapidly expanding aviation sector, particularly within the regulatory functions of Government. Furthermore the project aims at strengthening the institutional capacity of the Civil Aviation regulator in India and to help ensure a safe and secure aviation environment through: good governance, implementation of international civil aviation standards and, where appropriate, harmonisation with EU standards. Furthermore, cooperation with European aviation authorities/agencies and relevant stakeholders and policy support.

 

Two main components will be addressed with the envisaged results as follows:

 

Component 1: Enhancing the capacity of the regulator

 

Policy making and implementation capacity of the civil aviation authorities is enhanced

Implementation of an harmonised and updated set of regulations

Establishment of an improved licensing system (including the necessary equipment procured separately by the EC) for personnel(aircraft maintenance engineers, flight crew, and air traffic control officers)

Implementation of Safety Culture and Safety Management Systems (SMS) across the sector

Operational and sustainable DGCA Training Academy

Adoption of procedures based on international best practices in existing/new departments within DGCA

Coordination and involvement of the European Aviation Safety Agency and the EU National Aviation Authorities into project activities

 

Component 2: Increasing skills and awareness in the civil aviation sector

 

Realise Initial Need Analysis for a) the implementation of a comprehensive training package for the aviation sector in India b) an environmental pilot project and c) the creation and/or development of a Master Course in Civil Aviation Management

Assisting the European Commission (EC) in the drafting of all relevant documents for Calls of Proposal

Assisting the EC in the screening for eligibility and technical merit of the proposals received

Supervising and coordinating the various components of the overall programme thereby ensuring that the overall programme’s goal is achieved

 

 

Bid Profile:

This project cooperates closely with all major public sector civil aviation stakeholders in India, including Ministry of Civil Aviation, the Aviation Regulator (DGCA), Air Traffic Service provider and Airports Authority (AAI) and the Bureau of Aviation Security (BCAS).

 

Currently we are looking for Senior Consultants, particularly for the following areas:

 

Position: Senior Expert – Helicopter Aviation Policy

Start of the assignment: as soon as possible

Place of work: Delhi

 

Responsibilities

The Expert will be responsible for the analysis and identification of Indian registered helicopter safety levels/standards. S/he shall provide draft reports, guidance material and presentations, monthly reports and will assist the Key Experts in preparing relevant project reports in English, as required.

 

Requirements

Qualifications and skills:

– rapid analytical/precise working practices with strong planning and organisational capabilities are a must

– strong presentation, communication and negotiation skills and is experienced in the preparation of reports, including the ability to identify and make proposals to address associated subjects, such as training needs

– proven ability to establish and maintain good working relations with people from diverse backgrounds

– excellent English and strong computer skills

 

Professional experience:

– minimum 15 years of experience as helicopter specialist with a comprehensive knowledge of all aspects of helicopter operations, offshore and onshore, including performance rules, day/night, in all weather conditions are required

– good technical background and comprehensive knowledge of international helicopter regulations (airworthiness, operations, licensing, etc)

– a helicopter multi-role knowledge including EMS (Emergency Medical Services) and Police operations is an asset

 

Position: Senior Expert – Framework for National Aviation Policy

Start of the assignment: as soon as possible

Place of work: Delhi

 

Responsibilities

The Expert will be drafting the policy framework for an appropriate national aviation policy that provides guidelines for the rapid growth of civil aviation in a safe, orderly and efficient manner. The policy framework should also address the requirements of economic regulations of airlines, passenger protection, and environmental issues both for airlines and airport.

 

Requirements

Qualifications and skills:

– proven ability to establish and maintain good working relations with people from diverse backgrounds

– ability to operate in defined work schedules and to perform periodic reviews

– strong planning and organisational skills

– excellent English and strong computer skills

 

Professional experience:

– minimum 15 years of experience as aviation expert with comprehensive knowledge of all aspects related to drafting a framework for national aviation policy are required

– a solid legal background and familiarity with aviation policies and practices worldwide as well as a thorough knowledge of the latest international standards and recommended practices and procedures are a must

– to be capable of performing audits regarding European regulations

 

Position: Senior Expert – Regulations 66, 147, M

Start of the assignment: as soon as possible

Place of work: Delhi

 

Responsibilities

The Expert will be responsible for the implementation of the CAR 66, CAR M, and CAR 147 aspects of the project. This includes analysing the present situation and requirements, identifying best means/sources for the implementation as well as training the personnel. A strong coordination with EASA and DGCA is required
