Project:  TA to the MoFa and Kenya rural development programme – Agricultural Research

Project description

The Kenya Rural Development Programme (KRDP) is a EU-funded sector-wide programme which will complement and integrate into other actions financed by Government and development partners within the framework of ASDS. The government identified five priorities in their agriculture sector development strategy. KRDP will provide some support to two out of the five priorities and will contribute to the strengthening of the overall coordination structure of the sector. The overall objective of the Kenya Rural Development Programme will be to contribute to improved food security in Kenya, with the purpose being to increase productivity and efficiency of food systems. The expected result for this support will be: Increased access to and availability of food in Kenya. This result will be built on lessons learned from previous projects and will integrate specific actions aimed at increasing the connection of farmers to commercial services. Actions will ensure a sustainable, private sector driven approach and activities will be carried out throughout Kenya including:

Strengthened coordination of donors funded activities;

Support to increased food productivity through more focused research in development of drought resistant and high yielding varieties of crops and livestock.

Activities will be carried out in the ASAL and high potential areas in Kenya.

The technical experts will assist MOA as follows:

  • To ensure coordination of the KRDP programme.
  • Advice the Ministry of Agriculture and the KRDP Steering Committee on policy, managerial and administrative issues related to the implementation of the 10th  EDF KRDP components and generally to EU funded support in the sector.
  • Support the Government to undertake a high-level policy dialogue with major other stakeholders.
  • Provide advice and options regarding policy direction and implementation and contribute to the process of attainment of overall organizational and sector strategies, including engineering and supporting institutional and policy reforms.
  • Assist in the definition and management of the sectoral M&E for the entire Agriculture sector as foreseen in the ASDS framework.
  • Support institutional development of research institutions, and designing different operational scenarios in the framework of resource mobilisation patterns.
  • Support the KRDP Coffee Productivity Project being implemented by CRF to effectively improve the coffee sector in Kenya.
  • Assist the ASAL- Agricultural Productivity Research Project (ASAL/APRP) being implemented by KARI to effectively manage ASAL agricultural research outreach in Kenya.
  • Assist Kenya Sugar Research Foundation as part of the EU funding to the sugar sector in Kenya.
  • Liaise closely with the KRDP ASAL (programmes) in the DMI and relevant call for proposal projects to harmonise the research opportunities and challenges.
  • Strengthen capacity building of Public and private partnerships relevant for agricultural research to both attract funding and up scaling of information.
  • Provide quality control advice regarding the above operations.


Qualifications and Skills:

  • The key expert should have at least a Masters Degree or a level of education that corresponds to completed university studies of at least 4 years attested by a diploma in one or more of the following or other related fields; Agriculture, Natural Resources Management, Economics, Rural development, Livestock.
  • The key expert has a proven background in dealing with a wide range of professionals and top government officials as well with other development partners’ representatives.
  • Excellent command of spoken and written English with good reporting, interpersonal and communication skills is essential.

General professional Experience

  • At least 10 years professional experience in tropical areas, in the fields of Rural development, Natural Resources Management, Economy in Rural Areas, Food security, Agricultural research or directly related fields is necessary.
  • At least 5 years experience in advisory positions to government bodies.
  • Proven capacity to work in genuine partnership with national staff.

Specific professional experience

  • The expert should have a proven professional experience in high level policy advice for agricultural development.
  • The expert should demonstrate capacities to work at institutional capacity building.
  • The expert should be familiar with the project development cycle and field operations.
  • Specific professional experience in challenges related to development of arid areas is an advantage.
  • Specific professional experience in agricultural research in developing countries is an advantage.
  • A working knowledge and expertise in Sub-Saharan Africa is an advantage.
  • Fully conversant with and proven practical experience in implementation of EU administrative and financial regulations is necessary.
