DESCRIPTION |

|
Project Objective: The overall objective of the Agriculture and Rural Development Programme of which this contract will be part is to improve the overall economic performance of agriculture sector and improve livelihoods of rural and farming communities to achieve sustainable food security and improve their livelihoods.
More specifically the project aims at (i) strengthening the capacity of national institutions to work on a coherent agricultural / rural development vision and to better implement agriculture strategic orientations; and (ii) supporting and empowering local rural actors (farmers as well as cooperatives) by increasing access to credit and to infrastructure.
Position: Team Leader (682 working days)
Qualifications and skills
• University degree (Minimum Master’s degree) in Agriculture, Agriculture Economics, or a relevant, directly related discipline, or equivalent. • Project management skills and good knowledge and experience of EC project management procedures. • Excellent qualities of a team leader in a multi-disciplinary team. • Excellent communication skills. • Proven fluency in oral and written English. • Computer literacy.
General professional experience
• Minimum 15 years required extensive international experience in the agricultural sector, particularly in rural and agricultural development and institutional strengthening.
Specific professional experience
• Minimum 10 years extensive international experience in internationally assisted agricultural projects requiring similar qualifications as those required for this position: – Experience in capacity development at the institutional, organisational, and human resources level in public/private institutions operating in the agricultural sector. – Experience in supporting private sector initiatives in agriculture/agri-business related fields. • Experience managing projects of similar nature and complexity. • Experience in an ENPI South partner countries and particularly in Lebanon is a plus. • Perfect knowledge of the EU rules and procedures. • Experience with using Logical Framework and Results Based Management approaches in implementing externally assisted agricultural projects.
Position: Agricultural development expert (682 working days)
Qualifications and skills
• University degree (Minimum Master’s degree) in Agriculture or a relevant, directly related discipline, or equivalent. • Project management skills. • Excellent communication skills. • Proven fluency in oral and written English and Arabic. • Computer literacy.
General professional experience
• Preferably 15 years extensive experience in agriculture, agricultural and rural development but a minimum of 10 years experience required.
Specific professional experience
• Preferably 10 years extensive local experience (but a minimum of 7 years experience required) in internationally assisted agricultural projects requiring similar qualifications as those required for this position including; – Experience in agricultural value chain development and quality management. – Experience in supporting private sector initiatives in agriculture/agri-business related fields. • Knowledge of the EU rules and procedures. • Perfect knowledge of the Lebanese context.
Local Development Expert Position: Local development expert (594 working days)
Qualifications and skills
• University degree (preferably Master’s degree) in Agriculture or a relevant, directly related discipline, or equivalent. • Excellent communication skills. • Proven fluency in oral and written English and Arabic. • Computer literacy.
General professional experience
• Preferably 15 years extensive experience in agricultural, rural and/or local development but a minimum of 10 years experience required.
Specific professional experience
• Preferably 10 years extensive local experience (but a minimum of 7 years experience required) in internationally assisted agricultural projects in Lebanon requiring similar qualifications as those required for this position including: – Experience in management of natural resources (forest and land management, irrigation); – Knowledge of the main relevant actors in the local development field (municipalities, NGOs, public institutions). – Knowledge of communication for development methods and tools is a plus. • Perfect knowledge of the Lebanese context.
Position: Procurement expert (594 working days)
Qualifications and skills
• University degree in engineering or a relevant, directly related discipline, or equivalent. • Knowledge of the Practical Guide to Contract procedures for ED external actions (PRAG). • Good communication skills. • Proven fluency in oral and written English and Arabic would be an asset. • Computer literacy.
General professional experience
• Preferably 10 years extensive experience in project management in the field of engineering, infrastructure contracting, or public works but a minimum of 7 years experience required.
Specific professional experience
• Preferably 10 years extensive experience (but a minimum of 7 years experience required) requiring similar qualifications as those required for this position: – Experience in implementation of procurement procedures in compliance with the EU regulations. – Experience in works contracts under EU regulations in relation with rural works. • Experience working in Lebanon is a plus.
