DESCRIPTION

 

Background:

The purpose of this project is to provide support the Government at national and regional level to enhance the capacity of local governments to generate revenue and to allocate and spend public funds more effectively and efficiently.

 

E1-Team Leader

 

Job Description:

  • Enhancing the capacity of national oversight bodies, through:
  • Improving the institutional capacities of the oversight bodies at central level;
  • Developing a Local Government Unit (LGU) PFM policy agenda and action plan;
  • Strengthening the capacity of the regional offices;
  • Strengthening local capacity in fiscal and expenditure management, through:
  • Improving revenue generation and management at LGU level;
  • Improving budget, planning and execution;
  • Strengthening internal control systems/internal audit services at LGU level;
  • Localising procurement reforms;
  • Strengthening accountability and transparency, through:
  • Strengthening budget monitoring and evaluation at LGU level;
  • Enhancing effectiveness of LGU performance monitoring systems.

Candidate’s profile:

 

Qualification and skills:

  • A Masters degree in Economics, Public Finance or equivalent;
  • Excellent English language skills, both spoken and written;
  • Proven organisational, communication, mobilisation and change management skills; and
  • Proven ability to develop solid partnerships with high level officials.

General professional experience

  • A minimum of 10 years of relevant professional, with 4 years of international experiences in at least 4 developing countries;

Specific professional experience;

  • Experience in public finance management of at least 8 years;
  • Experience in implementing EU-funded projects through partially decentralised management and knowledge of EU procedures would be an asset;
  • Preferably experience in a decentralised context;
  • Preferably experience in budgeting, planning and execution, budget monitoring and evaluation, internal control systems, internal audit, localizing procurement reforms, PFM assessment and capacity building of oversight bodies at national level.

E2-Decentralization Expert

 

Job Description:

E3- Fiscal Expert/ Transparency and Accountability Expert

 

Job Description:

  • Contribute to the work of the respective department, notably in the areas data collection, reporting, financial management and planning;
  • Facilitate liaison between the different departments involved in the project;
  • Support the preparation and implementation of short-term TA inputs and support the follow-up of their recommendations;
  • Foster liaison with and contribute to the work of the relevant regional offices and local government units; and
  • Contribute to the exchange of experiences between the provinves.

Candidate’s profile:

 

Qualification and skills:

  • A university degree in economies, social sciences or equivalent;
  • An excellent verbal and written command of English is essential. Knowledge of Filipino language would be an added advantage;
  • Proven organisational, communication, mobilisation and change management skills; and
  • Proven ability to develop solid partnerships with high level officials.

General professional experience

  • A minimum of 7 years of relevant professional, and
  • At least 5 years experience on decentralization and governance issues.

Specific professional experience

  • Experience in governance with an emphasis on decentralization, public expenditure management.

E4-Institution and Development Expert/ Deputy Team Leader

 

Job Description:
