We are seeking three short term consultants to work in the ADB Skills Development Project in Nepal

The project will support the Government of Nepal to develop a market responsive and social- and gender-responsive technical education and vocational training (TEVT).


The required Specialists and their qualifications are the following:


TEVT Policy and Planning Specialist/Team Leader for 5- months, including 1 month home office based

Minimum 15 years of relevant experience in developing and implementing skills development project and policy advisory services in developing countries. Previous experience in Nepal and ADB funded projects would be an asset.


The tasks of the Expert/Team Leader, who will be responsible for the overall coordination and implementation of the TA include:


•Plan and coordinate the activities of the other international and national consultants;

•Work closely with the Government Counterpart Team, the Project Steering Committee and the Technical Committee;

•Organize appropriate consultations with key stakeholders both within and outside the Government;

•Review the TEVT subsector and prepare a subsector assessment by reflecting the latest developments in TEVT on-going national projects and international experiences (Sri Lanka, Australia, Malaysia, Singapore, South Korea) pertinent to Nepal

•Review the existing and proposed TEVT policies and institutional arrangements for reflecting them in the design of a roadmap

•Introducing demand oriented TEVT in selected economic sectors with due recognition of the practical implications;

•Propose reforms and innovations in improving financing and sustainability of TEVT providers in partnership with potential employers, in selected economic sectors for benefitting of TEVT Fund;

•Prepare the feasibility study and project design;

•Ensure timely completion and submission of the different process reports incorporating comments and feedback from Government and ADB;

•Provide write-ups and summaries of main outputs


TEVT Industry Relations Specialist for 3 months, including 0.5 month home based


The consultant shall have at least 7 years of experience in demand-oriented skills development training design and implementation with industry partners. S/he will carry out tasks including but not limited to:

•Identify economic sectors most suitable for demand oriented approach, with introducing innovative partnerships;

•Identify potential linkages with overseas markets;

•Assist in the analysis of demand and supply of short term trainings;

•Assist the national labor market economist in the labor market analysis;

•Assist in the proposal for further development of the TEVT fund;

•Provide international examples and best practices in advising the stakeholders on the suitable mechanisms to strengthen private sector involvement in TEVT policy and implementation;

•Provide inputs to labor market analysis and project financial and economic analysis;

•Facilitate dialogues between the project and industry partners as well as between the government and industry partners.


Labor Market Economist with TEVT experience for 2 person months, including 1 month home based


The consultant shall have

•Post-graduate degree in economics, labor economics or other related social science;

•At least 5 to 7 years of relevant experience in TEVT sector;

•Experience in working on economic analysis for investment projects in multilateral financial institutions is required


The international consultant will work with the national consultant in carrying out field based tasks and provide quality assurance by reviewing the analyses and data.

The following tasks will be carried out:

•Review the existing mechanisms, used by the TEVT system to monitor and report labor market trends and demands on how TEVT providers are using the information to respond to emerging labor market needs;

•Review the available tracer studies and their use;

•Undertake a labor market survey in close consultation with the TEVT providers and employers to identify skills most in demand;

•Assist in the analysis of demand and supply for short term trainings and the identification of the economic sector to introduce the demand oriented training;

•Provide inputs to (a) sector assessment; (b) financial analysis, (c) poverty, social and gender analysis;

•Prepare an economic analyses for the project consistent with ADB’s Guidelines and identify project risks in accordance with ADB’s Handbook for Integrating Risk Analysis

•Assist in the design of the project with specific attention on monitoring and evaluation, impact and tracer studies, and using labor market information.
