Requirements

One of the senior experts should be proposed as Team Leader who;

– Will be responsible for the overall coordination and implementation of the activities as well as proper co-ordination and collaboration of the team of experts,

– Will be the primary contact for all communications, elaboration and delivery of reports, and co-ordinating all technical aspects of the contract,

– Will coordinate and supervise the organisation and availability of all necessary inputs in order to ensure a proper implementation of the contract.

All proposed senior experts should have;

 

Qualifications and skills:

– A university degree in economics, business administration/management, financial control, accounting or equivalent. In the absence of a university degree the expert will have an equivalent professional experience of minimum 14 years in the relevant fields.

– A recognised professional qualification [i.e. Institute of Internal Auditors, or Chartered Institute of Management Accountants or Association of Chartered Accountants or Certified Chartered Accountant or Certified Public Finance Accountant] which implies a thorough knowledge of:

o audit procedures, including planning, techniques, test and sampling methods involved in conducting audits,

o principles, procedures and practices of internal control as well as accounting and financial records and transaction, computerised accounting and auditing record keeping systems,

– A good command of both written and spoken English,

– Full computer literacy.

General professional experience:

– Minimum 10 years of professional working experience in the sector(s) related to the lot.

 

Specific professional experience:

– A minimum of 5 year experience in Financial Management and Control, Internal Audit and/or Public Internal Financial Control within the context of EU funded programmes.

– Experience gained in Gap Assessments and/or Compliance Audits under EDIS-PHARE, EDIS-ISPA or EDIS- SAPARD/IPARD will be considered as an asset.

– Experience in practical work in a National Fund or an Implementing/Paying Agency would be an asset.

– Experience on the SAPARD/IPARD implementing procedures will be an asset.

The proposed team leader should have also below mentioned requirements in addition to the above-mentioned minimum requirements and asset criteria;

– At least 5 years of experience in leading, performing, and completing audits including leading audit teams and supervising the work of other professional staff on a project basis;

– Experience in at least one auditing-related project as a leader in the context of EU funded programmes, preferably in Compliance Audits for EDIS-SAPARD/IPARD.

– Experience on the EC financial and procurement (PRAG- Practical Guide to contract procedures for EU external actions) procedures.

– Experience in Structural/Cohesion Funds/European Agricultural Fund for Rural Development (EAFRD) fields would be an asset.

EC rules applicable to any EC

assignment          • Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,

etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
