Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

EXPERT 1 Team Leader: Finance/Administration expert
Category Senior expert (at least 10 years of professional experience)
Duration 450 working days

Requirements
• The expert must have at minimum a Masters level university degree in institutional development, economics, financial/contractual management or a relevant subject.
• The expert must have excellent synthesis, redaction/reporting skills and analytical capacities.
• The expert must have very good organisational, management and planning skills and ability to involve diverse stake holders to achieve constructive joint purposes.
• The expert should have demonstrated skills to work with a wide range of partners, manage complex issue areas and projects, and to produce a quality product under pressure.
• The expert must be fluent in English (reading and writing), be fully computer literate, and possess very good communication and inter-personal skill.
• The expert must be able to demonstrate at least ten years of international professional experience in institutional development, contractual and financial management, accountancy and administration, public administration management, human capacity building within the public sector.
• The expert needs to demonstrate at least 3 years of professional experience in capacity building of NAO Offices in ACP countries.
• He/she must have previous experience working with EDF projects/EC procedures as well as of project cycle management. Previous experience in managing Programme Estimates will be considered as an asset.
• The expert must demonstrate experience in project management and supervision, including contractual and financial management.
• The expert should be able to demonstrate undertaking of similar project management assignments in developing countries.
• The expert must be able to demonstrate team leadership experience.
• Experience related to human resources management is considered an advantage.
• Relevant experience in African countries, especially the Western Africa region, will be an advantage.
• Experience in a post conflict environment and/or transition economies will be an advantage.
• Experience as training of trainers will be considered as an asset

EXPERT 2 Governance/ Social Sectors/ Budget support expert
Category Senior expert (at least 8 years of professional experience)
Duration 450 working days

Requirements
• The expert must have at minimum a Masters level university degree in
development economics, development cooperation, public administration or a
relevant subject with emphasis in governance and/or social sectors and/or
budget support.
• The expert must have excellent synthesis, redaction/reporting skills and analytical capacities.
• The expert must be fluent in English (reading and writing), be fully computer literate, and possess very good communication and inter-personal skill.
• The expert should have excellent training and presentation skills.
• The expert must have very good organisational, management and planning skills and ability to involve diverse stake holders to achieve constructive joint purposes.
• The expert should have demonstrated skills to work with a wide range of partners, manage complex issue areas and projects, and to produce a quality product under pressure.
• The expert must be able to demonstrate at least 8 years relevant professional experience in project management or expert advisor in development cooperation.
• He/she must have previous experience working with EDF projects/EC procedures as well as of project cycle management.
• He/she should be able to demonstrate significant experience in:
Programme design,
monitoring and evaluation (logical framework approach),
sector policy and strategic dialogue,
situation analysis and
elaboration of recommendation in the framework of development projects;
operational programming and preparation of projects;
design and implementing a functional monitoring and evaluation system;
elaboration of participative methodologies for programming and
accompaniment of projects.
• The expert should be able to demonstrate undertaking of similar project management assignments in developing countries.
• Relevant experience in African countries, especially the Western Africa region, will be an advantage.
• Experience in a post conflict environment and/or transition economies will be an advantage.

EXPERT 3 Infrastructure/ Environment Expert
Category Senior expert (at least 8 years of professional experience).
Duration 370 working days

Requirements
• The expert must have at minimum a Masters level university degree in Civil Engineering, highway engineering, construction management or Environmental Engineering, or a relevant subject.
• The expert must have excellent communication skills, including a strong ability to draft reports, to communicate in meeting including technical or specialised information.
• The expert must have excellent synthesis, redaction/reporting skills and analytical capacities.
• The expert must be fluent in English (reading and writing), be fully computer literate, and possess very good communication and inter-personal skill.
• The expert should have excellent training and presentation skills.
• The expert must have very good organisational, management and planning skills and ability to involve diverse stake holders to achieve constructive joint purposes.
• The expert should have demonstrated skills to work with a wide range of
partners, manage complex issue areas and projects, and to produce a quality product under pressure.
• The expert must be able to demonstrate at least 8 years relevant professional experience in construction sector, including at least five (5) years in the construction of roads (both paved and unpaved).
• He/she must have previous experience working with EDF projects/EC procedures as well as of project cycle management.
• He/she should be able to demonstrate significant experience in:
Programme design,
monitoring and evaluation (logical framework approach),
sector policy and strategic dialogue,
situation analysis and
elaboration of recommendation in the framework of development projects;
operational programming and preparation of projects;
design and implementing a functional monitoring and evaluation system;
elaboration of participative methodologies for programming and accompaniment of projects.
• He/She must have relevant experience in the technical and contractual management of other infrastructure projects, such as electrical grid network, etc.
• He should be able to demonstrate extensive experience in working with international organizations.
• The expert should be able to demonstrate undertaking of similar project management assignments in developing countries.
• Relevant experience in African countries, especially the Western Africa region, will be an advantage.
• Experience in a post conflict environment and/or transition economies will be an advantage.

EC rules applicable to any EC assignment
• Working days are from Monday to Friday, if not indicated otherwise in the ToR
• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.
• International travel: the EC only reimburse economy class flight tickets
