DESCRIPTION

Project Description:

The purpose of the contract is to provide consulting services to strengthen the EU-Vietnam Strategic Dialogue and to undertake co-operation activities as foreseen in the EU-Vietnam Partnership and Co-operation Agreement (PCA) and the EU work programme for early de facto implementation of the PCA.

The objectives will be achieved by supporting exchange of best practices, know-how and expertise between the EU and Vietnam in priority areas of co-operation, notably governance, rule of law, human rights, public administration reform, civil society, labour and social welfare, migration, trafficking in human beings, organised crime, environment and climate change, energy, urban development and transport. Relations with the National Assembly of Vietnam and effort to support its reform agenda will also receive attention. Furthermore, civil society actors in Vietnam will be involved as much as possible in activities under the EU-Vietnam Strategic Dialogue Facility.

Key expert 1: Project Director (660 working days)

Qualifications and skills
o A tertiary degree (equivalent to a degree allowing to pursue PhD studies, however, PhD is desirable) law, economic or social science.
o Excellent knowledge of governance, legal reform and international human rights issues.
o Coordination and communication skills to link all technical and conceptual aspects of the project in an overall co-operation in the area of justice, peace and security, as well as socio-economic development perspectives.
o Excellent English language skills written and spoken
o Skills in drafting reports and ToRs.
o Strong inter-personality and excellent leadership skills
o Sensitivity/knowledge of Asian economy, culture and customs

General professional experience
o Extensive experience with international human rights, governance and legal reform issues.
o Extensive experience of working in a complex structure of government ministries and dealing at a senior level with governmental and civil society institutions.
o Experience in project and human management, incl programme planning, budgeting, disbursement and progress monitoring in a developing country.
o Sound knowledge of and working experience in Asia and ASEAN would be an advantage.

Specific professional experience
o A minimum of 10 years of professional experience in advising governments on human rights, governance, democratisation and legal reform issues.
o Working experience in policy/legislation-making organisations in governance, democratisation, rule of law, human rights, anti-corruption, public administration reform and migration management.
o Broad knowledge of governance, rule of law, human rights, public administration reform, civil society, labour and social welfare, migration, trafficking in human beings, organised crime, environment and climate change, energy, urban development and transport.
o Excellent communication and drafting skills
o Proven knowledge of experience of EU project management procedures would be an advantage.

Key expert 2: Project Co-ordinator (660 working days)

Qualifications and skills

o A tertiary degree (equivalent to master degree) law, economic or social science.
o Good knowledge of public administration
o Skills in drafting reports and ToRs.
o Strong inter-personality and good leadership skills
o Sensitivity/knowledge of Asian economy, culture and customs

General professional experience

o Extensive experience of working with Vietnam administration and dealing at a senior level with governmental and civil society institutions
o Experience in project and human management, incl programme planning, budgeting, disbursement and progress monitoring in a developing country
o Knowledge of and working experience in Vietnam would be an advantage

Specific professional experience

o A minimum of 10 to 15 years of professional experience in project coordination, preferably working interaction with government and civil society
o Ability to understand the broad issues in relation to governance, rule of law, human rights, public administration reform, civil society, labour and social welfare, migration, trafficking in human beings, organised crime, environment and climate change, energy, urban development and transport.
o Excellent coordination and communication and drafting skills
o English and Vietnamese language skills written and spoken
o Proven knowledge and experience of EU project management procedures would be an advantage.
