DESCRIPTION
Job Description:

The specific objective of this assignment is to provide assistance to the MMATI in organizing the process of drafting sectoral transport development strategies by Sectoral subcommittees. The assistance will be provided by a Technical Secretariat — a framework Contractor – which will support and monitor six Sectoral sub-Committees in their task of drafting the sectoral transport development strategies for all transport sectors i.e. inland navigation and inland ports, maritime navigation and sea ports, air, rail, road and urban/suburban transport sectors.
The Sectoral subcommittees have been established by the MMATI and are composed of representatives of various transport sectors of the MMATI (internal and external members). They will have from 5 to 10 members, depending on the sector. The Technical Secretariat will also assist the Management Committee, a body composed of higher officials of the MMATI and other relevant ministries and institutions, which will have the overall responsibility for the process of drafting the national Transport Development Strategy.

2.3 Requested services The above mentioned specific objective is expected to be achieved by the Framework Contractor by implementation of activities as defined below:
I. Holding initial meeting with the Management Committee and initial meetings with sectoral subcommittees.
2. Analysing capacities and potentials of each of the subcommittees in terms of both the availability of documentation and members’ readiness to carry out their assigned tasks and responsibilities.
3. Preparing action plan for the subcommittees and the Management Committee based on the general assessment of their current status and the pace of work.
4. Reviewing the subcommittees’ drafts (in English) and, following this, defining and presenting the methodology (guidance for preparation, format, content, data sources) to be applied in the sub-sectoral strategies drafting process.
5. Preparing check list template and filling in check lists when monitoring subcommittees’ progress.
6. Preparing template for the drafting of the subcommittees’ minutes, commenting in writing the minutes prepared by the subcommittees, with necessary recommendations and suggestions to streamline the process.
7. Preparing brief reports for monthly Management Committee meetings (three days in advance) to keep them updated of the ongoing activities and informed of problems/ delays.
8. Providing written recommendations to the Management Committee in order to prevent bottlenecks and delays and ensure proper follow up and consistency of the sectoral strategies drafting process.
9. Collecting drafts of all sectoral transport development strategies or other outputs prepared by the subcommittees and preparing individual summary of the final status of each of the strategies to be submitted to the Management Committee.

The project implementation requires participation of experts with the following profiles:

Key Expert 1: Team Leader – Transportation Expert
Qualifications and skills:
• Master’s degree academic level (university level education in duration of 4 years) or alternatively 12 years of general professional experience in the field of transport (absolutely required)
• Working knowledge of English language (absolutely required)
• Computer literacy (absolutely required)

General professional experience:
• At least 10 years of professional experience in the field of transport (absolutely required)

Specific professional experience
• Working experience in in at least one transport strategy drafting process in line with EU acquis (absolutely required)
• Experience in institutional capacity building
• Working experience as a team leader in at least 1 technical assistance project

Key Expert 2: Organisation Expert
Qualifications and skills:
• Master’s degree academic level (university level education in duration of 4 years) or alternatively 5 years of general professional experience in the field of transport (absolutely required)
• Working knowledge of English language (absolutely required)
• Computer literacy (absolutely required)

General professional experience:
• At least 3 years of professional experience in the field of transport (absolutely required)

Specific professional experience:
• Working experience in coordination and organisation of administrative procedures and stakeholders (absolutely required)
• Working experience in transportation related documents drafting processes in at least 1 project
