DESCRIPTION
Project Description:
The overall objective of the EODS project is to further enhance the quality of election observation and capacity of EU and regional organisations and networks involved in electoral processes in order to ensure a comprehensive and coherent assessment of elections against recognised international and regional standards. The project also aims at strengthening the support of regional organisations and networks in implementing EU EOM recommendations.

The aim of the EODS is to provide expertise in order to achieve the following:

Purpose 1: to contribute to the consolidation of a consistent methodology for EU Election Observation Missions, in line with relevant international and regional standards for democratic elections; this also includes establishing cooperation with organisations active in electoral assistance and providing support to studies on election observation and other electoral issues;
Purpose 2: to strengthen EU observers capabilities, through development of a common EU approach to the selection and training of observers and staff involved in election observation missions;
Purpose 3: to strengthen the election observation capacity and methodology of regional organisations and networks. Those activities should focus on existing strategies for the implementation of EU EOM recommendations and develop them; they should also include research in the field of elections and election observation, either through analyses of particular countries/regions or comparative studies.

Position: Key expert 1 – Project Director

Requirements
Qualifications and skills:
– Higher education degree in law, political, social or administration sciences or equivalent
– Excellent reporting capacity;
– Excellent interpersonal, public relations and networking skills
– Proven command of English (level required following the EU language passport is level C1 or C2)9 and a good knowledge (level B and C) of at least one more language (either French or Spanish) will be mandatory
– Solid knowledge of EU institutions and policies

General professional experience:
– Solid managerial and administrative skills and expertise, proven by at least 10 years of previous experience in areas related to this project

Specific professional experience:
– Election observation experience such as a Core Team member in EU election observation missions or in similar missions conducted by other international organisations and/or as an advisor in election support programmes
– Technical assistance to the EU or third partner countries on electoral issues, such as the design of a legislative framework for the election process, the structure and preparedness of the election administration, the necessary conditions for the conduct of democratic elections, the training of observers and staff participating in election observation, the voter, party and candidate registration etc
– Familiarity with the use of media and communication techniques
– Professional experience in relation with one or several regions in which EU EOM are deployed
– Publications of the highest scientific standard on topics related to election observation, electoral system or comparative studies in the field related to elections would be an asset

Position: Key expert 2 – Training Coordinator

Requirements
Qualifications and skills:
– Higher education degree in law, political or social sciences, education or equivalent
– Solid coordination skills
– Proven command of English (level required following the EU language passport is level B2 or C1)3 and a good knowledge (level B) of at least one more language (either French or Spanish) will be mandatory
– Knowledge of EU institutions and policies

General professional experience:
– Solid coordination skills and training expertise, proven by approx. 10 years of previous experience (experience in training in election observation or in election related areas will be an asset)

Specific professional experience:
– Proven expertise in evaluation and self-evaluation techniques
– Election observation experience, including – among other – as a Core Team member in EU election observation missions or in similar missions conducted by other international organisations and/or as an advisor in election support programmes
– Professional experience in relation with one or several regions in which EU EOM are deployed

Position: Key expert 3 – Regional Coordinator

Requirements
Qualifications and skills:
– Higher education degree in law, political, social or education sciences or equivalent training
– Proven command of English (Level required following the EU language passport is level B2 or C1) and a good knowledge (level B) of at least one more language (either French or Spanish) will be mandatory
– Knowledge of EU institutions and policies

General professional experience:
– Solid research and coordination skills

Specific professional experience:
– Solid coordination skills, proven by at least 3 years of experience in:
a. democratic governance and elections related matters, preferably with regional organisations and networks and/or public institutions
b. in institutional development and/or capacity-building of regional organisations and networks
c. in technical assistance management
– Electoral experience, acquired preferably in EU/OSCE election observation missions or in similar electoral observation missions and/or in election support programmes
– Professional experience in one or several of the regions in which EU EOM are deployed will be an asset
– Publications of the highest scientific standard on the subjects related to election observation, electoral system or comparative studies in the field of elections
