DESCRIPTION

Overall objective
The overall objective of the project of which this contract will be a part is to contribute to poverty reduction in Nigeria through promotion of public sector policy and efficiency in public service administration in order to enhance service delivery.

Purpose
The purpose of this contract is to strengthen the capacity of five federal agencies in the areas of policy coordination, planning and development, revenue administration, record management, financial management, reporting, performance monitoring and development of statistics.

Expected Expert Profiles

Key experts
The 4 key experts are expected to consist of a mixed team, both international and national. Please also keep an eye on the STE list we will need to provide, preference here will be for national and then regional consulting expertise. I will circulate at a later stage a table so that we can demonstrate our expertise to mobilise short-term experts.

Key expert 1: Team Leader and Public Institutions Expert (approx. 720 working days in Nigeria)

Qualifications and skills
• Advanced University degree (MA/MSc) in Public Administration, Human Resources Management, or a related discipline;
• Excellent verbal and written communication skills in English;
• Proficiency in basic computer programmes (i.e. word, Excel, PowerPoint, Internet Browsing);
• Previous work experience in Nigeria would be an asset; if not, previous experience in similar complex work environments is required;
• Ability to deal with senior civil servants in public sector institutions;
• Proven reporting skills;
• Change management and leadership skills are required;

General professional experience
• Minimum 10 years professional experience in the Human Resources Management including implementation of personnel payroll component of Integrated Personnel & Payroll Information System (IPPIS);
• Minimum 3 years working experience in a developing country outside the country of origin;

Specific Professional experience
• Minimum 5 years relevant working experience in the fields of: capacity and training needs assessment, design and organisation of training courses on public administration and on-the-job training on policy development, planning and implementation;
• Experience in the development, formulation and implementation of public administration reform policies;
• Proven capacity to manage project offices and staff, particularly in public sector institutions;
• Previous e-learning implementation experience;
• Previous experience of preparation, implementation, monitoring and evaluation of EU/ donor funded programmes would be an asset.
Key expert 2: Public Finance & Strategic Management Expert (approx. 660 working days in Nigeria)
preferably Nigerian origin
Qualifications and skills
• Advanced University Degree (MSc) in Economics, Public Finance, Public Policy Analysis, or a related discipline;
• Excellent verbal and written communication skills in English;
• Proficiency in basic computer programmes (i.e. word, Excel, PowerPoint, Internet Browsing);

General Professional experience
• Minimum 7 years professional experience in the public finance management including strategic planning and development or revision of existing Medium Term Sector Strategy (MTSS) aligned with existing Medium Term Expenditure Framework (MTEF);
• Minimum 3 years working experience in a developing country outside the country of origin;

Specific Professional experience
• Minimum 4 years relevant working experience in the fields of budgeting and public finance management including implementation of integrated financial management systems in public institutions;
• Minimum 3 years experience in training of public servants experience in various aspects of Public Finance Management, particularly in the implementation of new Chart of Accounts;
• Experience in providing public institutions with policy advice and technical assistance for the development of legal and administrative frameworks to coordinate public reform process.
Key expert 3: Statistical Institutional and Organisational Expert (approx. 660 working days in Nigeria)

Qualifications and skills
• Advanced University Degree (MSc) in statistics or related discipline;
• Excellent fluency in both written and spoken English;
• Proficiency in basic computer programmes (i.e. word, Excel, PowerPoint, Internet Browsing) and SPSS as well as other statistical software;

General Professional experience
• Minimum 7 years of relevant professional experience, with a demonstrated in-depth experience, in development and implementation of Statistics Master Plan and Development Strategy;
• Minimum 3 years working experience in a developing country outside the country of origin.

Specific Professional experience
• Minimum 4 years relevant working experience in the field of survey design, data analysis, processing and dissemination;
• Minimum 3 years relevant professional experience in statistical service organizational set-up including networking systems for seamless flow of data;
• Relevant working experience in the setting up of ITC networks and website design;
• Minimum 3 years training experience on statistical planning and generation; and in institutional ICT capacity assessment;
• Experience in revision and upgrade of the compendium Statistical term, concepts, definition and methodology for data harmonization activities.
Key expert 4: Policy Monitoring and Evaluation Specialist (approx. 660 working days in Nigeria)

Qualifications and skills
• Advanced University Degree (MSc) in Development Economics, Policy Analysis, or related discipline;
• Excellent fluency in both written and spoken English;

General Professional experience
• Minimum 7 years of relevant professional experience in monitoring and evaluation of policies and budget performance in public institutions;
• Minimum 3 years working experience in a developing country outside the country of origin.

Specific Professional experience
• Minimum 4 years relevant working experience in the development of M&E strategies and the establishment of integrated M&E systems to ensure effective performance of MDAs in the implementation of government budgets and policy strategies;
• Minimum 3 years training experience in budget planning, reporting, monitoring and evaluation of government projects
• Experience in assessment of implementation of government’s public policies focusing on performance indicators;
• Development of new reform concepts and models for measurement of performance in Ministries, Departments and Agencies (MDAs) will be an advantage;
Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior approval has been obtained from the European Commission.
