E1-Profile: Public Finance & Performance Management expert & Team Leader
Category of expert Junior (at least 3 years of experience)

Requirements Education
– The expert should hold a University degree (Masters preferred) in Economics, Finance, Accounting, Public Policy and Management or related field.

General professional experience
– At least 3 years of professional experience in institutional reform and public financial management; planning, budgeting and accounting reforms in general and medium term expenditure frameworks in particular; institutional and capacity building; experience in working with high level ministerial staff.

Specific professional experience
– At least 2 years of managerial experience in accompanying PFM reform processes.
– Experience of working on the medium term expenditure framework in British-type models would be an asset.

E2-Profile: Information Technology Management expert
Category of expert Junior (at least 3 years of experience)
Duration 55.00 working days

Requirements Education
– The Information Technology Management expert should hold a university degree in Information Technology, Information Sciences, Computer Sciences, or related field.

General Professional experience
– At least 3 years of working experience in supporting Government departments in information technology for budgetary and financial management applications.

Specific professional experience
– The expert should have an understanding of the Financial Management Application (FMA) as installed at Federal Ministries and working experience on maintaining Oracle based systems.

E3-Profile: Public Finance & Performance Management expert
Category of expert Junior (at least 3 years of experience)
Duration 55.00 working days

Requirements Education
– The Public Finance & Performance Management expert should hold a university degree in Commerce, Business Administration, Public Finance, Accounting, or related field.

General professional experience
– At least 3 years of professional experience in public financial management; planning, budgeting and accounting reforms in general and medium term expenditure frameworks in particular; institutional and capacity building.

Specific professional experience
– At least 3 years of working experience in supporting Ministries in the definition of their strategic plans (goals, outcomes, outputs and performance targets). The expert should have hands-on experience in working with Ministries in compilation of output-based budgets. The expert should also have experience of training, mentoring, hands-holding and supporting Ministries in filling the Budget Call Circular forms.

EC rules applicable to any EC assignment
• Working days are from Monday to Friday, if not indicated otherwise in the ToR
• Per Diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the experts stay overnight.
• International travel: the EC only reimburse economy class flight tickets
