DESCRIPTION

DESCRIPTION OF THE ASSIGNMENT

Global objective

The global objective is to enhance social justice and reinforce youth participation in planning and decision making in order to promote social cohesion and convergence in Lebanon.

Specific objective

The specific objectives of this assignment are:

I – For the programme “Promotion of Social Justice” in Lebanon, to define the concrete interventions to be financed by the EU in order to:

a. Support the Government of Lebanon and the Lebanese social partners and enhance their capacity to be promoters of social dialogue, strengthen social protection and improve and enforce labour legislation.

b. Ensure that the capacities of the Ministry of Youth and Sports and the Youth Forum to define strategies and the necessary actions to guarantee that youth is actively engaged in social reforms are improved and the actual involvement of youth in their implementation is enhanced.

II – For the future EU support to the NSSF, identify the nature, the budget and the activities to be financed by the EU
Profile per expert or expertise required

The assignment is to be executed by a team of three (3) experts:

1. Expert no. 1 -Team Leader-Social Development Expert -Social Justice -Senior Expert
2. Expert no.2 -Social Development Expert-Youth -Senior Expert
3. Expert no.3-Social Development Expert -National Social Security Fund -Senior Expert

The team should comprise all the skills indicated below. The CVs provided should demonstrate clearly the knowledge and experience required to meet the requirements of these Terms of Reference. As the NSSF, which carries out inspection services to verify social security contributions, is one of the Departments in the Ministry of Labour, Expert no.3 will be working in close coordination with Expert no.1 on relevant labour issues namely in terms of reviewing the state of play of the registration of the Lebanese employees to the National Social Security Fund (NSSF).
Expert no.1 -Team Leader: Social Development Expert -Senior Expert: 43 WDs

Qualifications and Skills:

• Master degree in humanities, social sciences or equivalent
• Able to work in close cooperation with all international and local stake-holders.
• Strong abilities in development of methodology for the training needs assessment/analyses, preferably with experience in the ENPI region.
• Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively
• Excellent analytical and writing skills.

General Professional Experience:
• At least ten (10) years’ experience in working in managerial/advisory capacities with Employers Associations or Trade Unions and Governments, in promotion, and negotiations on issues of concern for Employers, Trade Unions, and government in the private and/or public sectors .
• Experience in working with government institutions, international organizations and familiarity with social dialogue support programmes
• Strong abilities in needs assessment, data collection and analysis
• Knowledge of the Lebanese social context will be a strong asset
• Experience in EU project implementation in the ENPI region is an asset;
• At least one (1) work experience related to the current assignment in an Arabic country is compulsory

Language Skills:

• Excellent analytical, writing and editing skills;
• Excellent command of English and French (spoken and written) is compulsory.
• Knowledge of Arabic would be an asset.

Expert no.2-Social Development Expert-Youth -Senior Expert: 43 WDs

Qualifications and Skills:
• Master degree in humanities, social sciences or equivalent
• Able to work in close cooperation with all international and local stake-holders.
• Strong abilities in development of methodology for the training needs assessment/analyses, preferably with experience in the ENPI region .
• Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively

General Professional Experience:
• At least ten (10) years of experience in managing development projects in the field of Youth development is compulsory;
• At least one (1) work experience related to the current assignment in and ENPI country is compulsory
• Strong abilities in needs assessment, data collection and analysis
• Knowledge of the Lebanese social context will be a strong asset
• Experience in EU project implementation in the ENPI region is an asset;

Language Skills:

• Excellent analytical, writing and editing skills;
• Excellent command of English and French (spoken and written) is compulsory.
• Knowledge of Arabic would be an asset.
Expert no.3-Social Development Expert -National Social Security Fund- Senior Expert: 43 WDs

Qualifications and Skills:
• Master degree in public administration, information technology, law, business administration or equivalent
• Fluent in English and French oral and written.

General Professional Experience:
• Experience in social security reform and in utilizing ICT tools to enhance management and the decisions making process in large organizations;
• At least ten (10) years of professional experience in preparing documents of strategic orientation based on need assessment.
• Must have a broad knowledge of the various components of social security reform.
• Experience in working in managerial/advisory capacities with Employers’ Associations or Trade Unions and Governments, in promotion, and negotiations on issues of concern for Employers, Trade Unions, and Government in the private and/or public sectors.
• Leading on high level consultancy services in areas relevant to the Gent, in an EU Member State is an asset;
• Knowledge of the Lebanese context would be an asset.

• Experience in leading project identification and/or project development missions, ideally under MEDAIENPI involving wide stakeholder consultations would be an asset
• Sound communication skills and previous experience of working in a multi-disciplinary and multi-national team.
• Demonstrated knowledge of EU project cycle management and EU external aid procedures is compulsory

Language Skills:
• Excellent analytical, writing and editing skills;
• Excellent command of English and French (spoken and written) is compulsory.
• Knowledge of Arabic would be an asset.

LOCATION AND DURATION

Starting period: later November 20212

Foreseen finishing period or duration:

The approval by the EU Delegation of the final Report and final contractual documents will mark the end of the mission.

The Consultant will perform two field missions to Lebanon. Between the two field missions, there will be three (3) non-working weeks and after the second mission there will be four (4) home based days for each expert.

The exact dates for holding meetings, presentations and sending deliverables will be fixed by the EU Delegation within the timeframe described below after propositions of the Consultant in the work planning.
