COUNTRY/ LOCATION A regional project office is to be established in one of the TRACECA countries. This project office will be considered as the base of operations. A secondary office could be established in another beneficiary country in order to better cover the second regional sea (Black Sea or Caspian Sea, depending on the location of the regional office). LANGUAGE REQUIREMENTS The expert should have good command of English, oral and written. Knowledge of Russian languages would be an advantage

6 REQUIREMENTS

6.1 Personnel

6.1.1. Key experts

All experts who have a crucial role in implementing the contract are referred to as key experts. Each key expert is expected to lead a team of non-key experts and should therefore have management capacity. The profiles of the key experts for this contract are as follows:

Key expert 1: Team Leader – Maritime safety expert (minimum 500 working days)

Qualifications and skills:

• University degree or equivalent in transport, maritime studies (Master Mariner, marine engineer, naval architect) or related fields
• Fluency in English required
• A working knowledge of Russian would be an advantage
• Excellent drafting and communication skills

General professional experience:

• At least 7 years and preferably 10 or more years of professional experience in the maritime safety sector, in a managerial position for a national or international maritime administration or a related experience in international maritime safety projects.
• At least 3 years and preferably 5 or more years of experience in donor funded projects in the transport sector in the ENPI and/or IPA countries, and/or in the beneficiary countries of this project.
• At least 3 years and preferably 5 or more years of experience as Team Leader of international transport projects

Specific professional experience

• Experience and knowledge of international (UN, IMO) and EU legislation on maritime transport and in particular maritime safety.
• Experience in the Black and Caspian Seas maritime transport sector would be an advantage.

Key expert 2: Maritime safety and security expert (minimum 500 working days)

• University degree or equivalent in the field of transport, maritime studies or related fields
• Fluency in English required
• A working knowledge of Russian would be an advantage
• Excellent drafting and communication skills

General professional experience:

• At least 5 years and preferably 7 or more years of experience in maritime safety and security in areas relevant to the project
• At least 3 years and preferably 5 or more years of experience in donor funded projects in the maritime or transport sector

Specific professional experience

• Experience and knowledge of international (UN, IMO) and EU legislation on maritime transport and in particular maritime security.
• Experience in the Black and Caspian Seas maritime transport sector would be an advantage.

Key expert 3: Maritime policy and training expert (minimum 500 working days)

• University degree or equivalent in transport, maritime studies, law or related fields
• Fluency in English required
• A working knowledge of Russian would be an advantage
• Excellent drafting and communication skills

General professional experience

• At least 5 years and preferably 7 or more years of experience in maritime port administration/maritime policy, clearly reflecting experience in and knowledge of the applicable international law

Specific professional experience

• At least 3 years and preferably 5 or more years of experience in developing international maritime policies
• At least 3 years and preferably 5 or more years of experience in developing training and/or capacity building activities in areas relevant to the project
• At least 3 years and preferably 5 or more years of experience in developing communication strategies
• Experience in the Black Sea and/or Caspian Sea regions would be an advantage.
