DESCRIPTION
Requested services
Technical Assistance Team to work with the MoET to prepare a draft NETIP that builds on directions set in the Education and Training Sector Policy 2010 and the ESSP 2009. The NETIP will detail a three year operational plan for the MoET in the following key areas:

• ECCE
• Primary education
• Secondary education
• TVET
• Tertiary and higher education
• Teacher education and training
• Non formal and continuing education
• Cross cutting issues

Suggested methodology
The assignment will entail the following:
• Study of relevant documents including the Education Sector analysis, EDSEC Policy and the ESSP.
• Decision on the format for NETIP
• Consultation with education and training sub-sectors
• Formation of sub-sector technical working groups
• Establishment of an action plan for components
• Drafting exercise for each component
• Preparation and consolidation of the first draft of NETIP
• Validation meeting with stakeholders
• Providing cost simulation 2013-2015
• Establishing results framework for monitoring and evaluation
• Providing a capacity analysis
• Preparation of final draft

Required outputs
Output 1:
NETIP developed for each education sub-sector as well as for cross cutting issues as indicated in ESSP and ETSP for 2013 projected for 2014 and 2015

Output 2:
Cost simulation for NETIP 2013 to 2015 with different cost scenarios indicators and projecting resource gaps

Output 3:
Results Framework establishing Monitoring and Evaluation for NETIP

Output 4:
Capacity Analysis of EDSEC to implement NETIP

Profile per expert or expertise required:

Key expert 1: Team Leader for NETIP Development, pre-primary and primary education.

Qualifications and skills

• Must have either; a Masters qualification or equivalent in education, management, or human resource development or another related field or; an additional 5 years of relevant profession experience in addition to the general professional experience specified below.
• Fluent in English (spoken and with very good drafting skills)
• Good communication and interpersonal skills
• Computer literate

General professional experience
• At least 15 years experience but a minimum of 10 years experience in a relevant sector
• Experience of working with educational issues at a policy and strategy level
• Experience in development and implementation of education sector improvement programs
• Experience of SWAP and sector coordination
• Experience of working in, leading and building work teams

Specific professional experience
• Preferably 10 years experience but a minimum of 5 years experience in providing technical assistance in the education sector and basic education programmes
• Experience of operational management of complex development projects
• Experience of financial and contractual management of at least one development project
• Experience of working as a team leader in a developing country setting

Key expert 2: Monitoring and evaluation specialist – results framework

Qualifications and skills
• Postgraduate qualification in a field related to education, evaluation, development or another field relevant to this assignment
• Fluent in English (spoken and written)
• Excellent communication and interpersonal skills
• Computer literacy

General professional experience
• A minimum of 5 years experience in monitoring and evaluation in the education sector or another relevant sector
• Preferably experience in field research
• Experience of working in teams

• A minimum of 5 years experience in the evaluation of technical assistance projects
• Experience in project cycle management, the logical framework approach and results framework
• Experience in preparation of results frameworks for education or related sector projects

Key expert 3: Education sector specialist – secondary education and TVET

• Preferably postgraduate qualification in Education or another related field relevant to this assignment

General professional experience

• Preferably 10 but a minimum of 5 years experience in the education or another relevant sector
• Experience of working in teams

Specific professional experience

• Senior education/ public finance specialist with at least 15 years relevant work experience working on public sector finance preferably related to education/ vocational training/ labour market initiatives
• Specific experience or knowledge of establishing sector MTEFs preferably in the education field
• Experience or knowledge of making assessments on sector budget support eligibility as regards macro-economic framework and public finance management
• Experience of working in a developing country setting

 

4. Location and Duration

The assignment will take place in Swaziland, in cooperation with the Ministry of Education and Training (MOET) and under the supervision of the Office of the National Authorising Officer of the EDF. Mbabane will be the primary venue for the assignment, with some inter-city travel.

The assignment will be in two phases starting in November 2012 as follows:

Phase I – Mid November 2012 to end of December 2012

This period will focus on: confirming the project plan with the MOET, forming and briefing sub sector working groups, confirming the format and content of NETIP and development of the draft NETIP.

Phase II – Mid January 2012 – to end of February 2012

This period will focus on: validating draft NETIP components with sub sector working groups, establishing cost of NETIP components and establishment of the monitoring and evaluation results framework.
