DESCRIPTION

Project Description:
The purposes of this project are as follows:
– to support the closure of existing critical skills gaps in the civil service through the implementation of acredible training policy and carefully crafted long-term training programme;
– to support the Human Resource Management Office in strengthening the recruitment, staff selection and disciplinary functions, the training and staff development, the pay administration and management, and other human resource management functions of the Human Resource Management Office, key ministries, departments and agencies and local councils;
– to provide technical assistance to the HRMO in the implementation of the project in accordance with EU regulations, and thereby facilitating the achievement of the objectives of effective staffing rationalisation and continuing staff development in the civil service of Sierra Leone.

Position: Key expert 1 – Team Leader / Institutional Reform and Development Expert

Requirements
Qualifications and skills:
– A master degree or equivalent qualification in public administration, public policy, human resources management, economics, or a relevant, directly related discipline preferably with focus on capacity building, institutional development or labour economics
– Knowledge of modern human resources development techniques and an understanding of organizational theory and practice with regard to the public sector
– Training on Project Cycle Management and EDF procedures
– Computer proficiency in standard office applications
– Excellent interpersonal and team building skills
– Excellent analytical and communication skills (writing and speaking English) and the ability to put forward and defend orally and in writing difficult complex technical issues and positions
– Capacity to work in difficult conditions

General professional experience:
– At least 15 years experience in public administration, including not less than five years at managerial level
– Ability to deal sensitively in a multicultural environment and build effective working relations with clients, colleagues and development partners
– Professional experience in ACP countries, especially post-conflict countries

Specific professional experience:
– At least three years’ experience in personnel and human resources management at senior executive/management level in the public sector
– At least two direct experiences in development and/or implementation of civil service reform and modernization programmes
– Experience in dealing with institutional reforms, team and organization building, and change management issues within the public sector
– Specific experience in EU-funded projects, project cycle management and EU Procedures

Position: Key expert 2 – Training and Staff Development Expert

Requirements
Qualifications and skills:
– A minimum of a university degree in social sciences with specialization in education management, public administration, or public policy or a relevant, directly related discipline, or equivalent
– Knowledge of international experiences, best practices and trends in management and leadership training
– Demonstrated networking, organizational and facilitation skills including the ability to involve various stakeholders and lead working groups
– Excellent coaching and mentoring skills and an ability to facilitate learning by doing
– Excellent analytical and planning skills
– Computer proficiency in standard office applications
– Excellent communication (writing and speaking English), interpersonal and team building skills
– Capacity to work in difficult conditions

General professional experience:
– Minimum 10 years of relevant professional experience in training and staff development projects
– Minimum 5 years of relevant professional experience in civil service and public employee training, career development and succession planning
– Experience with international programmes relating to public sector reform and modernization

Specific professional experience:
– Demonstrable experience in management and leadership training, succession planning and coaching and mentoring
– Proven track record in the development and implementation of staff training and development programmes

– Computer proficiency in standard office applications and familiarity with electronic databases
– Excellent communication, interpersonal and team building skills
– Excellent analytical and communication skills (writing and speaking English) and the ability to put forward and defend orally and in writing difficult complex technical issues and positions
– Capacity to work in difficult conditions

General professional experience:
– At least 10 years’ experience in personnel/human resource management, four (4) of which must be at senior management/executive level

– Proven skills in human resources management in the public sector

Specific professional experience:
– Minimum of 3 years of relevant professional experience in civil service reform and modernization
– Experience in the design and administration of performance management and appraisal systems, preferably in the public sector
– Experience in technical assistance projects in the area of public administration and civil service reform in developing countries
– At least two direct experiences in development and/or implementation of civil service modernization and reform programmes

– A university degree of at least four (4) year duration with post graduate specialization in institutional capacity building, human resource management, public administration, decentralization and local governance or a relevant, directly related discipline
– Demonstrated networking, organizational and facilitation skills including the ability to involve various stakeholders and lead working groups
– Ability to work effectively with multidisciplinary teams
– Excellent coaching and mentoring skills and an ability to facilitate learning by doing
– Excellent interpersonal and team building skills
– Excellent analytical and communication skills (writing and speaking English)

General professional experience:
– Minimum of seven (7) years’ relevant professional experience in training and capacity building projects
– Experience in dealing with institutional reforms, team and organization building
– Minimum three (3) years of relevant professional experience in decentralization and local governance

Specific professional experience:
– Demonstrable experience in local level training and institutional capacity building
– Experience with inter-governmental relations, functional devolution and inter-governmental transfer systems
– Demonstrable experience in human resource management in a decentralized context;
– Proven track record in the development, implementation and management of staff training and development programmes;
– Capacity to work under tight schedules and respecting deadlines
– Professional experience in ACP countries, especially post-conflict countries

Position: Key expert 5 – Project Cycle Management Expert

Requirements
Qualifications and skills:
– At least a University degree of four (4) years’ duration in Accounting, Finance, Public Administration, economics, law or related discipline
– Specific trainings in EU Procedures and EU project cycle management;
– Excellent communication and inter-personal skills

General professional experience:
– At least seven (7) years relevant experience, including three (3) years in an international development context
– Experience in public sector performance development and institutional capacity building

Specific professional experience:
– At least four (4) years’ experience of preparation and implementation of programme estimates and working with EU procurement rules, contracting procedures and project management
