Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION
5. LOGISTICS AND TIMING
5.1. Location
The project is expected to be located in all five CA countries. As part of the Technical Proposal, the Consultant shall propose a deployment plan, notably of the Key and non-key Experts to ensure a continuous operation in the Beneficiary Countries, as there are Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, for at least 80% of the project duration.

5.2. Commencement date & Period of implementation
The intended commencement date is 15 March 2013 and the period of implementation of the contract will be 36 months from this date. Please refer to Articles 4 and 5 of the Special Conditions for the actual commencement date and period of implementation. According to the procurement notice the contracting authority may, at its own discretion, extend the project in duration and/or scope, subject to the availability of funding, up to a maximum not exceeding the length and value of the initial contract. Any extension of the contract would be subject to satisfactory performance by the contractor.

6. REQUIREMENTS
6.1. Personnel
6.1.1. Key experts
All experts who have a crucial role in implementing the contract are referred to as key experts. There will be three key experts for this project. Their profiles are defined below.
One of these key experts is also the Team Leader and takes on the duties and responsibilities related to this function. He/she should possess the following skills and experience in addition to those described in his/her expert profile:

The minimum percentage of time which each expert should work in the beneficiary country is at least 90%.

The profiles of the key experts for this contract are as follows: Key Expert 1 – Team Leader (Minimum 660 w/d):
Skills
– University degree in energy economics, energy engineering or similar profile.
– Proven networking and good verbal communication skills, combined with the ability to develop effective professional partnerships.
– Good command of English language in a professional environment.
– Ability to work in a multicultural environment.
– Knowledge of Russian language will be an asset.

General professional experience
– At least (10) ten years of professional experience gained in the energy sector.
– At least (3) three years in managing an international team.
Specific professional experience
– Proven experience in the preparation of tender dossiers for supply contracts in line with EC procurement guidelines.
– Minimum (2) two years of experience in implementing international cooperation/technical assistance assignments in the region formerly covered by the TACIS programme.

Key Expert 2: Energy Efficiency & Energy Policy Expert (Minimum 660 w/d)

Qualifications and skills
– University degree in energy economics, energy engineering or similar profile.
– Good command of English language in a professional environment.
– Ability to work in a multicultural environment.
– Knowledge of Russian language will be an asset.

General professional experience
– A minimum of (10) ten years professional experience in the energy sector.
– At least (3) three years’ experience in assignments related to legislative and institutional development of sustainable energy, as well as policy implementing measures.
– At least (2) two years’ experience in demand-side management and/or energy efficiency. This experience may have been combined with the assignments mentioned in the requirement above.

Specific professional experience
Proven experience in the preparation of technical specifications for the implementation of energy efficiency projects.
Minimum (2) two years’ experience in the implementation of technical assistance/international cooperation projects in the area of energy efficiency and/or sustainable energy policy. Experience acquired in the implementation of such projects in the area formerly covered by the TACIS Programme will be an asset.
Key Expert 3: Expert in Renewable Energy Sources (Minimum 660 w/d)

Qualifications and skills
– University degree in energy economics, energy engineering or similar profile.
– Ability to work in a multicultural environment.
– Good command of English language in a professional environment.
– Knowledge of Russian language will be an asset.

General professional experience
A minimum of (10) ten years professional experience in the energy sector are required, including at least 3 years of experience in the development and implementation of renewable energy projects.

Specific professional experience
Minimum (2) two years’ experience in the implementation of technical assistance/international cooperation projects in the area of renewable energy.
Proven experience in the preparation of technical specifications for the implementation of renewable energy projects.
Experience acquired in the implementation of such projects in the area formerly covered by the Tacis Programme will be an asset.
Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission.
