Profile: Team Leader – Expert in Formulating Sector Policy Support Programmes and in Public Finances Management
Category of expert Senior (at least 10 years of experience)

Requirements
* Advance university degree in relevant discipline (minimum 4 years and Master degree)
* A minimum of fifteen years of professional experience, in particular in Public Finances Management, some of this gained in developing countries and in Latin America
* Particular relevance is given to practical experience in Macroeconomics analysis and Public Finance Management assessment, such as PEFA, design/implementation/analysis of a PFM reform strategy, etc.
* Experience in formulating sector support programmes, preferably in Latin American Countries and for the European Commission would be considered an asset
• Excellent management, drafting and communication skills; excellent written and spoken Spanish
* Ability to discuss in English or French is considered an asset for the briefing in Brussels

Profile: Expert in Public Security
Category of expert Senior (at least 10 years of experience)
Duration 46.00 working days

Requirements
* University degree or equivalent in relevant discipline (minimum 4 years);
* A minimum of fifteen years of professional experience, some of this gained in developing countries and in Latin America;
* Professional experience of at least 15 years in public and citizen’s security sector;
* Experience in the design/implementation/assessment of Security Sector Reform (SSR) in developed and developing countries, ideally including through the modality of sector budget support. Special emphasis would be given to experiences in successful practices with the role that socio economic factors play in developing prevention programs, and the need to work with families, school and communities’ institutions with children and youth at an early stage;
* Experience in the introduction and promotion of citizen’s security strategies taking into consideration the context of national authorities, international cooperation, NGO’s and other key actors involved in the development of successful programs.
* Particular relevance is given to practical experience in the security sector in its comprehensive and broad definition (including for instance crime prevention, reintegration and rehabilitation, statistics, strengthening of institutional capacity) beyond the narrower focus of more traditional security, on defense, intelligence and policing;
* Excellent communication and drafting skills, good written and spoken Spanish – Ability to discuss in English or French is considered an asset for the briefing in Brussels.

EC rules applicable to any EC assignment
• Working days are from Monday to Friday, if not indicated otherwise in the ToR
• Per Diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the experts stay overnight.
• International travel: the EC only reimburse economy class flight tickets
