Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.
3. Experts profile or expertise
The assignment requires two senior experts. The experts will work for 65 working days each over a period of approx. 10 months.
The team should preferably combine, inter alia, the following fields of expertise / experience:
Project formulation in the field of employment, job creation and social protection;
EC procedures AF and TAPs formulation, using the PCM guidelines and EC financial budgeting procedures;
International expertise in the implementation of employment, labour market and social protection policies;
Development of national and local institutional frameworks to manage social policies and civil society participation in project formulation.
In depth knowledge of EC procedures by at least one of the team members is required as above mentioned. In addition, PCM guidelines knowledge by the two members is essential.
Senior Expert on Employment and Social Protection (Team Leader)
Postgraduate degree in Economics, Sociology or other equivalent qualification in relevant field (labour, business or education sciences);
At least 10 years of experience in employment, labour market and social protection policies, preferably in countries comparable to Egypt in terms of socio-economic development
Significant experience in project identification and formulation and participation in at least three identification and/or formulation missions for EC projects. Previous experience in leading missions for project identification/formulation is an asset
Proven extensive experience with EC programming procedures, procurement regulations and application of PRAG, with sound expertise in problem analysis, stakeholders’ analysis and preparation of Logframes
Excellent writing, communication and organization skills;
Excellent knowledge of English. Knowledge of Arabic will be an advantage.
Team Leader will be responsible for the preparation of detailed work schedule, time-management, organisation of the team members, and allocation of the duties among the experts for the efficiency and success of the assignment and reporting.
Senior Expert on Social Protection and Decent Work
Advanced university degree in economics, social sciences or other relevant discipline (e.g. social protection, public policy, statistics, development studies).
At least 10 years of experience in employment and social protection policies, with proven technical expertise in one of the following areas: safety nets, poverty analysis, labour market economics, social insurance or pension policy.
In-depth technical knowledge of public administration reform, social protection and/or labour market sector reform, especially in countries comparable to Egypt in terms of socio-economic development. Expertise on Egypt public administration and state service provision sectors are a strong advantage.
Previous experience in the field of formulation and identification of programmes. Strong familiarity with EC programming procedures is an asset.
Excellent command of English (mandatory) and Arabic (strong asset).
The working language is English.
4. Location and duration
The main location is Cairo, Egypt. If relevant, some field activities may be carried out at Governorate level. Home-based work has to be limited to the finalisation of the deliverables (see point 2.5 – max 1 w/d per phase).
The assignment will tentatively start on 26 May 2013. The foreseen duration is approximately 10 months, to be completed by March 2014 (tentatively).
In principle, work on weekend days is not authorized (unless otherwise approved by the EUD on the onset of the mission, following an official and duly motivated request by the contractor).
