DESCRIPTION

Description:

The agricultural sector is the core of Sudanese life and a main driving force behind the country’s economy. The major cereal crops produced in the Republic of Sudan include sorghum, millet and wheat. Smallholder cultivation is important in its own right, supporting about 35% of the population and contributing to the national food supply. However, one sector which has so far been particularly neglected, by policy makers and implementers alike, is smallholder rain-fed agriculture. Most of the efforts and resources have rather been allocated to other sectors, particularly involving large-scale agriculture such as irrigation schemes and mechanised farms. Nevertheless, recent indications exist that the government is increasingly aware of this problem and is starting to recognise the importance of the traditional rain-fed sector.

The overall objective of the SPSP project, of which this contract will be a part, is to contribute to improved food security in the Republic of Sudan.

The purpose of the Smallholder component to which this contract will contribute is to increase productivity and income for rural smallholders.

The project will have three main results, which are defined as follows:

1) Improved practices and techniques for rain-fed farming applied;

2) Appropriate inputs and technologies for income-generating activities (IGAs) available and used;

3) Increased access and use of services (financial services, traders, etc.).

Start/Duration:

The intended commencement date is April 2013 and the period of implementation of the contract will be 36 months from this date.

Position: team leader

Qualifications:

The Team Leader should hold a postgraduate university degree in agriculture, rural development and/or development economics or a similar field.

General professional experience

At least 10 years of professional experience in the areas of agricultural production, value chain development, animal production, range and pastures, agricultural extension and climate change adaptation.

Specific professional experience

Demonstrated experience in project management and the ability to initiate and lead projects with multiple partners and clients;

At least 5 years of experience with EU-funded programmes and EDF financial, procurement and reporting procedures (drafting of tenders, procurement and service contracts, Terms of Reference, progress reports, etc.);

Working experience with international research institutions is an advantage, especially with respect to agricultural production in arid and semi-arid zones and techniques such as Zero Tillage and Conservation Agriculture;

Excellent communication skills, good analytical and writing skills.

Working language Excellent verbal and written English is essential; Arabic would be of added value.

Position: Finance and Contracts Expert (120 working days/year)

Qualifications:

The finance and contracts expert should hold a university degree in financial administration, legal and contract administration

At least 10 years of professional experience with financial administration, budgeting and planning.

Specific professional experience

At least 5 years of experience with EU funding procedures and PRAG, including procurement, service contracts and financial administration;

Familiarity with the differences in financial reporting requirements for service and grant (NGO) contracts;

Good communication skills

Fluency in English; a working knowledge of Arabic would be of added value.

Position: Junior Assistant Team Leader (240 working days/year)

Qualifications:

The assistant Team Leader should also hold a postgraduate university degree in agriculture, rural development, animal production and/or development economics or a similar field.

General professional experience

At least 5 years of experience in programme management with international organisations or institutions.

Specific professional experience

Experience in either working with or working for government departments or government bodies of the Republic of Sudan;

Experience in working with EU-funded programmes, either in implementation or in monitoring and evaluation;

Excellent verbal and written Arabic and English are essential, other national languages would be of added value;

Willingness to travel frequently and for longer durations, inside the Republic of Sudan.

Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission.
