DESCRIPTION
Project Description:
The overall objective of the project is to accelerate the sustainable reform of the justice sector in Moldova and to increase the efficiency of the judiciary and other agencies in the justice system.

The purposes of the project are as follows:

– to increase the institutional capacities of the Secretariat on coordination and monitoring of implementation of the justice sector reform strategy action plan, established within the Ministry of Justice,
– -to support the overall coordination of justice sector reform through an operational and efficient coordination mechanism between all the key stakeholders.

Bid Profile:
Position: Key expert 1 – Team Leader / Justice Sector Reform Coordination Specialist
Duration of the assignment: 650 work days over 36 months

He will be responsible for:

a. Overall supervision and day-to-day management of project activities and for liaison with the EU Delegation, the Ministry of Justice, and other key sector institutions and stakeholders, as well as with other EU justice sector project teams, key donor organisations and civil society (Council of Europe, UNDP, USAID etc.);

b. Assisting the Government to determine effective coordination mechanisms and practices, including conflict/dispute resolution, and supporting the organisation and operation of technical working groups and the liaison with other project key and short term experts; and

c. Assisting the Secretariat and the Ministry of Justice to develop a mechanism for the regular interface with civil society organisations and donors to promote their participation in the formulation and implementation of reforms, engage their involvement in and commitment to key decisions in the direction and nature of the reforms, and ensure full transparency and dissemination of steps/achievements in the reform process.

Requirements
Qualifications and skills:
– Graduate degree in law or equivalent professional experience
– Leadership skills to manage and motivate a team of specialists and to interrelate with project partners, the European Union Delegation, civil society and the donor community
– Proficiency in written and spoken English required. Knowledge of the state language of the Republic of Moldova or Russian is an asset

General professional experience:
– Preferably 10 years working with the justice area or legal services
– At least 5 years of working in a senior management position within the public sector administration or equivalent large multifacetted private sector organisation, preferably within an EU member state
– Demonstrated successful experience as a Team Leader in at least 1 similar project
– Demonstrated experience at senior level of development of effective strategic plans and managing strategic reform programmes

Specific professional experience:
– Previous experience in major reform projects in the field of justice or law enforcement related institutions
– Previous experience in design of justice coordination mechanisms, involving institutional, personnel, and policy issues
– Familiarity with justice sector mechanisms and institutional responsibilities in European enlargement and neighbourhood countries (other countries an asset)

Position: Key expert 2 – Financial Management / Budgeting Specialist
Duration of the assignment: 400 work days over 36 months

He will be responsible for supporting the translation of strategic priorities into manageable full assessed, resourced and timebound activities, linked to the state’s annual budget preparation procedures, particularly moves towards programme budgeting.

Requirements
Qualifications and skills:
– University degree in financial management, accountancy, or similar discipline or comparable professional qualification
– Excellent communication skills and experience in working in a team
– Proficiency in written and spoken English, state language of the Republic of Moldova and Russian

General professional experience:
– Preferably 10 years of professional involvement with Public Finance Management reforms
– At least 5 years experience of working on budget cost estimation and preparation for a Government administration
– Experience in designing training programmes, and drafting and dissemination of training materials in budget estimation, preparation, and monitoring processes
– Knowledge of budget process within relevant justice sector administrations (such as the judiciary, court systems)

Specific professional experience:
– 5 years experience in preparation of annual and medium term institutional budgets
– Expertise in programme budget design, determining activity costs for budget formulation and in determination of programme performance indicators

Position: Key expert 3 – Monitoring and Statistics / MIS Specialist
Duration of the assignment: 200 work days over 36 months

He will be responsible for assisting the establishment of a monitoring mechanism to assess progress in the implementation of the Justice Sector Reform Strategy and Action Plan, requiring the determination of performance indicators/parameters and establishment of systems to generate relevant data and statistics to measure them. This could involve support for the coordination of different case management information systems across Justice sector stakeholders (e.g. at the stages of Investigation, Prosecution, Judiciary, Penitentiary, Probation etc.), as well as links with other registries. The consultant will advise on the design, determination of specifications and development of software and conduct relevant assessments and trainings as necessary. However, activities must complement and be closely coordinated with the associated USAID project for the judiciary.

Requirements
Qualifications and skills:
– University degree in relevant data management discipline or equivalent professional experience and qualifications
– ICT conceptual and technical design and implementation skills
– Proficiency in written and spoken English required. Knowledge of the state language of the Republic of Moldova or Russian is an asset

General professional experience:
– Preferably 10 years of working on Monitoring and Evaluation Systems for organisational change programmes
– Previous experience in working with logical framework analysis and determination of performance milestones

Specific professional experience:
– At least 5 years experience in design and introduction/establishment of monitoring and evaluation systems for policy reform in the area of governance
– Experience with justice reform programmes in Europe or the CIS would be an advantage

Position: Key expert 4 – Awareness Raising / Public Relations Specialist
Duration of the assignment: 200 work days over 36 months

He will be responsible for supporting the planning, design, and implementation of activities to raise awareness of justice sector reforms among the general public, particular interest groups, and across justice sector institutions. The need for supportive local expertise will depend on the capacity of MoJ and other agencies to manage media promotion.

Requirements
Qualifications and skills:
– University degree or equivalent relevant to public relations, awareness campaigns
– Proficiency in written and spoken English, state language of the Republic of Moldova and Russian

General professional experience:
– Preferably 10 years working on mass media campaign design and delivery
– Previous experience in dissemination of the content and purpose of policy and institutional reform to institutional stakeholders, as well as in dissemination to civil society and the general public of Government reform priorities and institutional responsibilities

Specific professional experience:
– At least 5 years of experience in design of awareness raising programmes to support Government reform programmes and in management of specific mass media campaigns
– Previous experience in design and preparation of visual and aural media presentations for specific audiences and for mass media delivery
