The European Union intends to send an EU Election Follow-Up Mission (EU EFM) to Bolivia with general objective to assess the progress made in electoral reforms and other governance related sectors since the delivery of the final reports of the EU Election Observation Missions and recommendations formulated at the occasion of the Constitutional Referendum and the Presidential and parliamentary elections of 2009 In line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191]I, this activity will complement and feed other forms of follow-up to EOMs, such as the political dialogue and assistance.

Qualifications: Qualifications and Skills
• Advanced University degree in Law, Political Science, International Relations or any other discipline relevant to the assignment, or equivalent professional experience of approximately 11 years in the area related to Lot 7.

General Professional Experience
• Approximately 10 years of experience in the area related to Lot 7.
Specific Professional Experience
• Approximately 5 years work experience in the field of electoral assistance and electoral observation and analysis, preferably as part of an EU Election Observation Mission or an EU Election Technical Assistance project, possibly including managing an electoral observation mission, drafting statements and reports;
• Familiarity with the national legal and regulatory framework for the election, including regarding the issue of voter registration, as well as international and regional standards for elections. In this
context the “Compendium of International Standards for Elections” is an important background
document;
• Proven work experience on and good understanding of the establishment of electoral lists and voter registration;
• Excellent understanding of the functioning of election management bodies;
• Experience in assessing the media landscape and media framework, according to international and regional standards.
• Previous experience in the country and/or the region and in Bolivia in particular, working in a post conflict environment and good networks within the different sectors of society in order to be immediately operational is an asset.
Language skills
• Excellent written and spoken skills in English and Spanish.
In addition, the Team Leader will present the following profile:
• Excellent communication and inter-personal skills;
• Excellent report drafting skills;
• Coordination and management skills and past experience of management in a similar assignment, preferably as Deputy Chief Observer in an Election observation mission or as Chief Technical Adviser in a technical assistance project;
• Proven knowledge and field experience of EU policies and programmes in the area of human rights, democratization and good governance;
• Proven work experience in project implementation and budget management of international civilian missions, preferably as part of an EU Election Observation Mission or an EU Election Technical Assistance project is an asset;
• Proven work experience of contractual and budgetary procedures of EU external action and related mechanisms are an asset.

Media Expert

Qualifications: Advanced University degree in Journalism, Media, Political Sciences, International Relations or any other discipline relevant to the assignment, with a special sensitivity on human rights, or 11 years of equivalent professional experience in related areas.

General Professional Experience
• At least 10 years of experience in the area related to Lot 7.

Specific Professional Experience
• At least 5 years work experience in the field of media, electoral assistance and/or electoral observation and analysis, preferably as part of an EU Election Observation Mission or an EU
Election Technical Assistance project;
• Excellent knowledge of the media related legal and regulatory framework for the election as well as international and regional standards in this area. In this context the “Compendium of International Standards for Elections” is an important background document;
• Extensive experience in Media monitoring, election administration and/or election assistance and observation (at least 10 years).
• Comparative experience in Media monitoring systems, legislations and methodologies.
• S/he must be familiar with election-related legislation and international standards in the election
field.
• S/he must have experience in designing and drafting Media monitoring-related projects.
• S/he must be familiar with planning and implementing Media monitoring components of technical assistance projects or election observation missions.
• Experience as a journalist in the region and/or similar context would be an asset
• Previous experience in the country is an important asset.
• Previous experience in the country and/or the region and in Bolivia in particular, working in a post conflict environment and good networks within the different sectors of society in order to be immediately operational is an asset.
