This EU- funded project should contribute to the following objectives:
Sustainable tools and methodology have been developed for the local water users that can be used to reduce over-extraction of groundwater resources in the Yarmouk river basin. Specifically, water conservation measures should be demonstrated and implemented on pilot farms and results extended; and the stakeholders in the basin should be better informed about water resources issues and ways of solving stress on these resources;
Farmers in the northern Jordan Valley are enabled to adapt more effectively to alternative irrigation water resources including treated waste water and desalinated brackish water. Specific results under this objective include: assessment of future available water resources in the northern part of the Jordan Valley and development of scenarios for their proper use and exploitation with a focus on increased use of alternative water resources; improvement of the quality of water coming from Zarqa carrier III; a pilot desalination installation of brackish water; assistance in good irrigation practices, using alternative water resources and methods of fertigation;
A multimedia communication, awareness and visibility tasks aiming at informing the stakeholders about water resources issues and ways of solving stress on these resources. Participatory approaches are expected.
Job Opportunity KE 1 Team Leader – Senior Expert (348 days)
The team leader will be responsible for closely liaising with the beneficiary institutions (Ministry of Water and Irrigation, Water Authority of Jordan, Jordan Valley Authority, National Center for Agricultural Research and Extension), as well as other donors and their operative staff in the project regions. Most notably, the candidate should be well acquainted with GIZ’s approaches in facilitating a multi-level stakeholder dialogue.
The team leader will be responsible for the overall implementation of the project’s and its components, either in close cooperation with GIZ’s activities in the country, or in separate work packages. For the latter, the TL will be responsible for the planning, conception, logistical support and smooth execution of short term expert’s missions.
The candidate is supposed to integrate knowledge from the water management, hydrology and irrigation domains in the MENA region, and should have work experience in the context of agricultural action research and extension approaches.
A general comprehension of water and wastewater engineering is also required, to the ends of supervising technical experts in the design, procurement and works implementation as one component of this project.
Advance degree in civil engineering, water resources management, irrigation management or other related field; or a combination of undergraduate degree and equivalent post-graduate experience
Excellent understanding of international best practices for Integrated Water Resources Management issues; preferably in the Middle East and North Africa
Excellent communication and interpersonal skills; planning and reporting skills and computer skills including word processing, spreadsheet and power point
English: level C1 as per Common European Framework of Reference for Languages (http://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr); a good command of spoken Arabic would be an asset (level B1 and above)
General professional experience
At least 8 years experience in team work.
At least 4 years experience between 2000-2011 as team leader of long-term technical cooperation projects;
Eligible projects should have lasted more than 12 months, been financed through development assistance and implemented in low or middle-income countries (http://data.worldbank.org/about/country-classifications/country-and-lending-groups), preferably in the Middle East and North Africa.
Specific professional experience
At least 15 years of progressively responsible experience in the area of integrated water resources management, irrigation management or river basin management, of which at least 8 years in low or middle-income countries; preferably in the Middle East and North Africa.
Demonstrated hands-on public sector experience with: working with national authorities at high policy levels; leading multi-stakeholders processes; agriculture, research and extension systems.
Job Opportunity KE 2 Participatory Irrigation Management Expert (Arabic speaking) – Senior Expert (348 days)
The candidate should have in-depth understanding of the conditions and practices of agricultural water management from surface and groundwater resources around the Mediterranean and/or the Middle East, especially for horticulture crops and orchards (citrus, olives, almonds, etc.).
As Key Expert for Participatory Irrigation Management, she or he should integrate technical, agronomic, as well as economical knowledge applicable to Jordan. Through year-long work with farmers and public institutions, the expert can identify viable ways of supporting innovation in irrigated agriculture, especially when it comes to cropping technologies and farming strategies in less than optimal resource conditions.
She/he will be responsible for the development of easily accessible action research and pilot farming set-ups for water users in the Northern Jordan Valley and the Yarmouk groundwater basin, as well as the extension of results.
Close supervision and further training of extension staff from the Jordan National Center for Agricultural Research and Extension will be another core responsibility of the Key Expert.
Advance degree in irrigation engineering, agricultural engineering or equivalent; or a combination of undergraduate degree and equivalent post-graduate experience
Excellent communication, coaching and training skills.
English: level C1; Spoken Arabic: level B2 (C1 or C2 would be an asset)
General professional experience
At least 5 years’ experience between 2000-2011 working in technical cooperation projects, of which at least 2 years within a projects ≥ 12 months financed through development assistance and implemented in low or middle-income countries; preferably in the Middle East and North Africa.
Specific professional experience
At least 15 years of progressively responsible experience in the area of irrigation management, of which at least 8 years in low or middle-income countries; preferably in the Middle East and North Africa.
