DESCRIPTION

The overall objective of the current project is to enhance the human productivity of Swaziland.

 

The purpose of this project is to provide technical and advisory services directed at improving primary education and coordination in the sector. By supporting increased access to primary education and enhancing the quality of primary education provision the project will lead to improved human capacity and productivity. Improved sector coordination will promote more efficient use of resources resulting in more students receiving a better education using the same resources. Mainstreaming cross cutting issues of environment, gender, civic education and mv and AIDS into the primary curriculum will sensitise young Swazis to the importance of these issues.

 

Results to be achieved:

 

[Access] The number of children attending primary school and completing the cycle is increased

[Quality] The quality and relevance of primary schooling is improved

[Efficiency] A sector program [NETIP] is finalised and implemented

 

 

Position: Key expert 1 – Team Leader / General Education Advisor

Duration of the assignment: 550 work days over 36 months

 

Requirements

Qualifications and skills:

– Postgraduate qualification or equivalent experience in Education, Management, or Human Resource Development or another related field

– Fluent in English [spoken and written]

– Excellent communication and interpersonal skills

– Computer literacy

 

General professional experience:

– Preferably 15 years’ experience but a minimum of 10 years’ experience in a relevant sector

– Experience of working with educational issues at a policy and strategic level

– Experience of SWAp

– Experience of working in, leading and building work teams

 

Specific professional experience:

– Preferably 10 years’ experience but a minimum of 5 years’ experience in providing technical assistance in the education sector

– Experience of operational management of two complex development projects with at least one funded by the EU

– Experience of financial and contractual management of at least one development project funded by the EU

– Experience of working as a team leader in a developing country setting

 

Position: Key expert 2 – Curriculum Development Advisor

Duration of the assignment: 374 work days over 36 months

 

Requirements

Qualifications and skills:

– Postgraduate qualification or equivalent experience in Education or another related field relevant to this assignment

– Fluent in English [spoken and written]

– Excellent communication and interpersonal skills

– Computer literacy

 

General professional experience:

– Preferably 15 years’ experience but a minimum of 10 years’ experience in the education sector or another relevant sector

– Experience in project management and curriculum development at system and institutional level

– Experience of SWAp

– Experience of working in teams

 

Specific professional experience:

– Preferably 10 years’ experience but a minimum of 5 years’ experience in curriculum development preferably in the context of primary school education

– Preferably 10 years’ experience but a minimum of 5 years’ experience in teaching in a primary school context

– Experience in design and delivery of teacher pre-service and / or in-service education programs

– Experience in design and development of teaching and assessment resources

– Experience in design and implementation of learner centered pedagogy and continuous assessment

– Experience of working in capacity development mode

– Experience of working in a developing country setting

 

Position: Key expert 3 – Monitoring and Evaluation Advisor

Duration of the assignment: 242 work days over 36 months

 

Requirements

Qualifications and skills:

– Postgraduate qualification or equivalent experience in a field related to education, evaluation, development or another related field relevant to this assignment

– Fluent in English [spoken and written]

– Excellent communication and interpersonal skills

– Computer literacy

 

General professional experience:

– A minimum of 5 years’ experience in monitoring and evaluation in the education sector or another relevant sector

– Experience in field research

– Experience of SWAp

– Experience of working in teams

 

Specific professional experience:

– A minimum of 5 years’ experience in the evaluation of EU or equivalent technical assistance projects

– Experience in the EU’s project cycle management and logical framework approach

– Experience in monitoring and evaluation methods and approaches [including quantitative, qualitative and participatory]

– Experience of working in capacity development mode

– Experience of working in a developing country setting

 

Position: Key expert 4 – School Committee Advisors [4 positions]

Duration of the assignment: 495 work days/per position over 36 months

– Preferably 10 but a minimum of 5 years’ experience in the education or another relevant sector

– Experience in working with education issues at community level

Specific professional experience:

– Experience in facilitating the formation and training of school committees or other forms of community based management committees
