Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.
3. EXPERTISE REQUIRED
Number of requested experts per category and number of man-days per expert or per category
The work will be conducted by two senior category experts, which combined qualifications and experience should meet the minimum expertise requirements defined below. The maximum total number of man-days foreseen in this contract is 182 (including travel and home-based working days). Two home-based working days are foreseen tentatively for each of the experts to precede the first mission in Jordan and two home-based working days for each expert after completion of the first mission in Jordan. Further use of home based working days should be approved by the EU Delegation in advance. There is no objection to 6 day working week during the first mission in Jordan. Further weekly work schedules are subject to prior approval of the EU Delegation.
Minimum expertise required:
– Category and duration of equivalent experience
Advanced university degree in economics, education, sociology, administration or other relevant subject, or as equivalent a university degree and three years of relevant experience in addition to the minimum general professional experience specified below.
General professional experience
-At least 10 years’ experience in the sector(s) directly related to the lot;
-A high degree of competence in drafting reports, well-structured and in a consistent and concise manner (sample of a report delivered earlier by each expert to be annexed to the offer as means of verification);
-A full range of computer skills; the expert will be expected to be travelling with a laptop, and must be easily contactable by email while on mission.
Specific professional experience
-Experience in evaluation of development cooperation programmes;
– At least one expert should have knowledge of, and experience in, direct budget support programmes, particularly EC-funded programmes including experience in monitoring and evaluation of such programmes and in developing justification for disbursement of Budget Support funds;
-At least 6 years of relevant experience related to Employment and/or TVET development programmes including in non-EU middle income or low income countries;
-Excellent written and spoken English
-Experience in TVET planning/statistics (asset).
-Experience in TVET policy development (asset).
-Experience as team leader (asset)*.
4. LOCATION AND DURATION
The first mission should start tentatively before the end of May 2013.
Foreseen finishing period or duration
The tentative end day of the first mission in Jordan is 20 June 2013. The duration of the first assignment in May/June 2013 is estimated tentatively at the total of 21 working days for each expert, including 2 days of travel and 4 home-based working days for each of the experts.
Planning including the period for notification for placement of the staff as per art 16.4 a)
Four missions are tentatively planned within this contract, two in 2013 and two in 2014. This is linked to the plan of disbursements planned by mid and by end of the year.
