DESCRIPTION

 

Project Description:

 

The overall objective, to which AMSP 2011 will contribute, is: “to support the implementation of the EC Adaptation Strategy as a contribution to the Swazi National Adaptation Strategy (NAS).”

 

The project purpose, that is what the AMSP/AAP 2011 will achieve, is: “to improve the competitiveness of the sugar industry while at the same time reducing poverty in the sugar regions of Swaziland.”

 

The purpose of the Technical Assistance services corresponds to Result 1 of the project: NAS coordination is improved, implementation of EU funds under the AMSP is accelerated and results are better monitored.

 

The coordination of stakeholders in the sector will be improved leading to better implementation of the EU AMSP and NAS.

The rate of contracting and payments under the AMSPs. The time taken to process payments will be reduced.

The long-term experts will function as advisors for the implementation of the programme, and as trainers for counterpart staff and stakeholders. Short-term consultants will be assigned to carry out specific studies, to facilitate specialised trainings, or for other tasks approved in support of GoS or NAS stakeholder priorities.

 

 

Position: Key expert 1 – TA NAS Agriculture Rural and Development / Team Leader

Duration of the assignment: 800 work days over 48 months

 

Requirements

Qualifications and skills:

– Post Graduate Degree in a relevant discipline (such as agriculture, agriculture economics, business administration, natural resource management, rural development etc.) or 5 years additional experience above the general professional experience indicated below

– Excellent analytical, interpersonal and problem-solving skills, ability to bring alternative thinking to an organisation (make reference to specific achievements in this regard)

– Fluency in both written and spoken English

– Computer literate (word processing, spread sheets)

 

General professional experience:

– At least 10 years’ experience in the design, management and supervision of rural development projects

– At least 5 years’ experience leading multidisciplinary teams and coordinating with stakeholders in the public and private sectors

– Practical experience with donor funded project and programmes

– Practical work experience with EU contract and financial procedures and Project Cycle Management

 

Specific professional experience:

– Previous experience as a Technical Assistant, preferably as a Team Leader on three  previous projects

– Proven abilities in project management, including grant management and monitoring

– Previous work and or consulting experience in Africa, preferably in Southern African countries

– Familiarity with Sugar Cane production and the sugar industry would be an advantage

– Proven experience in capacity building and training for project administration and monitoring and supervision

– Previous experience in Aid Administration departments or NAO operations would be an advantage

– Experience in sector development and sector wide approaches will be an advantage

 

Position: Key expert 2 – Civil Engineer

Duration of the assignment: 500 work days over 48 months

 

Requirements

Qualifications and skills:

– University degree (master or similar) or professional qualification in civil engineering

– Excellent analytical skills

– Fluency in both written and spoken English

– Computer literate (word processing, spread sheets)

– Good reporting and presentation skills

 

General professional experience:

– Preferably 10 years, but no less than 5 years working experience in developing countries

– At least 10 years practical work experience relevant to the assignment (road and civil engineering)

– Relevant experience requiring the application of EU (general budget or EDF) procedures with regard to works tenders and contracts on at least two similar projects

 

Specific professional experience:

– Experience in the evaluation of works tenders of a similar nature funded by the EU

– Experience in training or mentoring counterparts in technical and procedural issues of road or other civil engineering infrastructure projects

– Experience in the preparation and review of technical designs for infrastructure

– Excellent knowledge, and, experience, of EU price revision in the civil works contracts and its application in accordance with the contract Special Conditions.

– Knowledge of road standards and relevant regulations within Swaziland and/or the SADC region would be an asset

 

Position: Key Expert 3 – TA SWADE Strategic Planning Advisor

Duration of the assignment: 600 work days over 48 months

 

Requirements

Qualifications and skills:

– Post Graduate Degree in a relevant discipline (such as business management, administration, planning, marketing) or 5 years additional experience above the general professional experience indicated below

– Strong knowledge of concepts, practices, and planning procedures

– Excellent analytical, interpersonal and problem-solving skills, ability to bring fresh ideas and alternative thinking to an organisation (make reference to specific achievements in this regard)

– Ability to work in and develop team approach

– Fluency in both written and spoken English

– Computer literate (word processing, spread sheets)

 

General professional experience:

– At least 10 years’ experience in strategic management and organisational development

– At least 5 years of experience as a strategic planner in either the public or private sectors assisting organisations to set and accomplish strategic goals

 

Specific professional experience:

– Proven experience in capacity building and training

– Previous experience as a Technical Assistant would be advantageous

– Previous work and or consulting experience in Sub-Saharan Africa would be an advantage

 

Position: Key Expert 4 – Business Development Advisor

Duration of the assignment: 500 work days over 48 months

 

Requirements

Qualifications and skills:

– University post graduate degree in a relevant discipline, or 5 years additional experience above the general professional experience indicated below

– Proven facilitation and training skills in cross-cultural environment

– Fluency in both written and spoken English

 

General professional experience:

– At least 5 years practical working experience in developing countries facilitating the development of farmer associations for smallholders or small business development and their organisation and representation e.g. advocacy, association

– Experience in conducting Training Needs Assessments, designing and implementing training programmes and evaluating their effectiveness

– Experience in training and mentoring farmers groups

 

Specific professional experience:

– Managing and supervising a team of trainers and facilitators, including sub-contracted service providers

– Experience working with private sector, public institutions and parastatal service providers

– Experience with participatory approaches

– Experience working with extension programmes and familiarity with a range of extension approaches will be an advantage

– Previous work experience in Southern Africa will be an advantage
