Project Description:

The overall objective of the project is to contribute to the implementation of the Republic of South Africa’s Medium-Term Strategic Framework (MTSF) and the accompanying outcomes-based approach, which aim to improve the conditions of life of South Africans and halving poverty and unemployment, while being aligned with the Millennium Development Goals (MDG). The strategic focus relates in particular to the understanding that economic growth and development, including the creation of decent work on a large scale, investment in skills development, service delivery and public sector reform are at the center of the Government’s approach. The PSPPD Phase II is part of this larger programme.


The purpose of the PSPPSD II is to contribute to the overall objective of the programme through improving evidence-based policy making and implementation on poverty and inequality at national and provincial levels. The purposes of this project for a Learning Facility are to have built awareness and skills of policymakers and researchers and to have strengthened institutions around evidence-based policymaking, as a key component of the PSPPD II.


Position: Key expert 1 – Team Leader



Qualifications and skills:

– A Master’s Degree in the Social Sciences, Economics or equivalent domains

– Conceptual and analytical skills on public policy and public administration

– Excellent communication (verbal and written) skills, including ability to prepare reports and conduct presentations with high level stakeholders

– Excellent interpersonal skills, ability to perform efficiently under pressure and tight deadlines

– Fluency in written and spoken English

– Research skills particularly in the applied/policy and socio-economic areas would be an asset


General professional experience:

– Preferably 15 years of relevant professional experience with a minimum of 10 years required

– Experience within the public and/or civic sectors

– Experience in project management

– Experience of knowledge/training management and procurement planning would be an asset

– Knowledge of, and experience in, working with research and academic institutions within the relevant local context would be an asset


Specific professional experience:

– Experience in public sector projects and good knowledge of organisational development

– Experience around the management/implementation of professional development and research processes would be advantageous

– An understanding of monitoring and evaluation frameworks would be an asset


Position: Key expert 2 – Training Manager



Qualifications and skills:

– A Masters Degree in the Social Sciences, Economics, Public Administration or equivalent domains

– Knowledge of, and experience in, the area of professional development and training

– Fluency in written and spoken English

– Knowledge of the local context is preferred

– Experience with Development Co-operation Programmes is preferred


General professional experience:

– Preferably 10 years of relevant professional experience with a minimum of 5 years

– Experience of the management of professional training related to public research and education domain

– Ability to create and maintain networks within those fields where stakeholders have identified the need for skills strengthening and preferred means of support e.g. sourcing data, analysis, writing

– Experience in setting up and managing stakeholder data bases with experience of working on knowledge management and e-platforms would be advantageous


Specific professional experience:

– Experience within the public and/or civic sectors and working around professional development of high level role players

– Experience of public (social and economic) policy making processes

– Experience of and understanding of learning and application processes in a professional training environment

– An ability to work collaboratively to support stakeholders in strengthening their capacity in ways that are conducive to the context in which they work is preferred


Position: Junior Key Expert 3 – Administrative Support Assistant



Qualifications and skills:

– The successful candidate must possess qualifications, of that of an Administrator

– Strong planning and co-ordination skills

– Advanced computer skills, including MS Outlook, Power Point, Word and Excel will be required

– Fluency in written and spoken English


General professional experience:

– At least 5 years’ experience is a requirement

– Experience in developing and implementing appropriate office systems and procedures


Specific professional experience:

– Previous experience in EU or other donors financial and procurement procedures will be an advantage

– Experience in undertaking the administrative and financial aspects of a project;

– Experience in undertaking some administrative support for study tours, visits, training events, workshops, international travel and local visits
