IV. EXPERT MISSION COMPOSITION

The Mission will be composed of:

• One Team Leader Electoral Expert (Cat. Senior) for approximately 50 working days

• One Legal Expert (Cat. Senior) for approximately 50 working days

The EU Delegation in Phnom Penh will be fully associated to the Mission and will facilitate the cooperation between the EEM and EU HoMs as well as will assist introducing the EEM to the stakeholders in Cambodia.

 

1) Electoral Expert/Team Leader (Category Senior)

Qualifications and Skills

– Advanced University degree in Law, Political Science, International Relations or any other discipline relevant to the assignment, or equivalent professional experience of approximately

11 years in the area related to Lot 7.

 

General Professional Experience

– Approximately 10 years of experience in the area related to Lot 7.

 

Specific Professional Experience

– Approximately 5 years work experience in the field of electoral assistance and electoral observation and analysis, preferably as part of an EU Election Observation Mission or an EU Election Technical Assistance project, possibly including managing an electoral observation mission, drafting statements and reports;

– Familiarity with the legal and regulatory framework for the election as well as international and regional standards for elections. In this context the “Compendium of International Standards for Elections” is an important background document2 ;

– Proven work experience on electoral legislation and good understanding of election dispute resolution systems;

– Excellent understanding of the functioning of election management bodies ;

– Experience in assessing the media landscape and media framework, according to international and regional standards, particularly as regards to elections is an asset;

– Previous experience in the country and/or the region, of working in a post-conflict environment and good networks within the different sectors of society in order to be immediately operational is an asset.

 

Language skills

– Excellent written and spoken skills in English

– Excellent skills in French are an asset.

 

In addition, the Team Leader will present the following profile:

– Excellent communication and inter-personal skills;

– Excellent report drafting skills;

– Coordination and management skills and past experience of management in a similar assignment, preferably as Deputy Chief Observer in an Election Observation Mission or as Chief Technical Adviser in a technical assistance project;

– Proven knowledge and field experience of EU policies and programmes in the area of human rights, democratization and good governance;

– Proven work experience in project implementation and budget management of international civilian missions, preferably as part of an EU Election Observation Mission or an EU Election Expert Mission project will be an asset;

– Proven work experience of contractual and budgetary procedures of EC external action and related mechanisms will be an asset.

 

2) Legal Expert (Category Senior)

Qualifications and Skills

Advanced University degree in Law, Political Science, International Relations or any other discipline relevant to the assignment, or 11 years of equivalent professional experience in related areas.

 

General Professional Experience

– At least 10 years of experience in the area related to Lot 7.

 

Specific Professional Experience

– At least 5 years work experience in the field of electoral assistance and electoral observation and analysis, preferably as part of an EU Election Observation Mission or an EU Election Technical

Assistance project, possibly including managing an electoral observation mission, drafting statements and reports;

– Familiarity with the legal and regulatory framework for the election as well as international and regional standards for elections. In this context the “Compendium of International Standards for

Elections ” is an important background document3;

– Proven work experience on electoral legislation and good understanding of election dispute resolution systems;

– S/he must be familiar with election -related legislation and international standards in the election field.

– S/he must have previously been directly involved in the organisation of election observation by the EU or other organizations.

– Previous experience in the country and/or the region, of working in a post -conflict environment and good networks within the different sectors of society in order to be immediately operational is an asset.

– Proven work experience in analysis and good understanding of electoral systems;

– Excellent understanding of political party functioning;

– Excellent understanding of human rights issues in the country and the region;

– Experience in assessing the legal landscape and human rights, according to international and regional standards, particularly as regards in the context of elections is an asset;

 

Language skills

– Excellent written and spoken skills in English

– Excellent skills in French are an asset.

 

V. INDICATIVE TIMEFRAME

The Expert Mission to Cambodia. is tentatively scheduled to take place from 28 June to 16 August 2013.

Depending on the duration of the complaints and appeal process, the assignment may end earlier on.

The experts will be required to be present at the briefing – which is tentatively scheduled to take place in Brussels on 28 June 2013 (tbc), and a debriefing tentatively scheduled on 12 August 2013 (tbc) meeting with Commission services and EEAS, and prepare all requested documentation by the end of the mission.

The total duration of the mission in country is 44 working days, plus an additional 6 days for briefing sessions and finalisation of reports.

The dates of the assignment are subject to possible changes. Exact dates will be confirmed by

Commission/EEAS services. The number of working days shall be calculated on an average of 7

working days a week.
