DESCRIPTION

 

Project objective:

To increase the efficiency of veterinary policies through sectoral multi-annual planning, raise awareness among stakeholders and strengthen their commitment to achieve the defined targets, ensure the financing of required actions, improve the animal health and welfare situation in the country, contribute to alignment with the EU Acquis in the veterinary field and the fulfillment of the relevant closing benchmarks set for Chapter 12-Food Safety, Veterinary and Phytosanitary Policies, as well as Turkey’s international obligations in the animal health field.

 

KEY EXPERT 1: TEAM LEADER

He/she will be the primary contact for all the communications, elaboration and delivery of documents and reports to the beneficiary, the CFCU and the EU Delegation to;

•              Coordinate the relations between technical experts and MoFAL (key, non-key),

•              Coordinate and supervise the organisation and delivery of all necessary inputs for ensuring proper implementation of the activities in accordance with the EU rules,

•              Coordinate and manage the organisation of the trainings and training materials on veterinary issues,

•              Take the lead in all project related training activities, in particular in strengthening preparedness and response capacities of the veterinary services,

•              Manage the TAT (including logistics) and draw up the team’s schedule of activities,

•              Supervise the management of the TAT’s accounts,

•              Check that the Project outputs are in accordance with the Terms of Reference,

•              Verify and certify the interim and final statements of the Contractor’s work,

•              Produce the periodic plans and reports,

•              Advise the Contracting Authority on any issue likely to affect the financial resources or the scope of the activities foreseen,

•              Define measurable indicators for subsequent programme monitoring and evaluation,

•              Fulfill emerging related issues and other related tasks defined in sections 2.3 and 4.2

Qualifications and skills

•              University degree in veterinary medicine, medical science or similar field. In the absence of a university degree from the requested fields, the expert will have an equivalent professional experience of minimum 15 years in the relevant field,

•              Good command of English.

General professional experience

•              10 years of general professional experience in the field related to the project,

•              Experience in an EU-funded project.

Specific professional experience

•              Experience of at least two projects as a team leader or in another managerial position,

•              Project experience in institutional capacity building and/or regulatory issues,

•              Experience in preparation of strategy documents related to the field.

 

KEY EXPERT 2: EPIDEMIOLOGIST

•              Preparation of a preliminary report presenting and evaluating the current situation of the country,

•              Manage and coordinate the preparation of the national strategy, planning of epidemiological studies and surveillance programmes,

•              Assist team leader on training activities. Train MoFAL staff as regards the implementation of relevant studies. Coordinate the epidemiological studies and vaccination programmes and monitor/evaluate their implementation by MoFAL,

•              Ensure that the veterinary information system to be tuned with the data obtained from epidemiological studies and surveillance programmes,

•              Fulfill emerging related issues and other related tasks defined in sections 2.3 and 4.2,

•              Prepare mission report,

•              Contribute to project reporting.

Qualifications and skills

•              University degree in veterinary,

•              Good command of English,

•              Master’s and/or PhD in public health, epidemiology or related field.

General professional experience

•              Minimum of 10 years professional experience in the related field,

•              Experience in an EU-funded project.

Specific professional experience

•              Minimum 4 years of experience in epidemiological studies, surveillance or eradication programs especially in animal diseases,

•              Experience in the projects on disease control and surveillance,

•              Experience of epidemiological evaluation methods and computer programs.

 

KEY EXPERT 3: DATA ANALYST

•              Review of available data and determination of specific data requirements for multiple purposes,

•              Conduct of analytical studies on the animal health, welfare and animal identification and registration issues; to make cost-benefit analysis,

•              Fulfill emerging related issues and other related tasks defined in sections 2.3 and 4.2,

•              Produce reports on analysis.

Qualifications and skills

•              University degree in statistics, econometrics, mathematics or similar field,

•              Good command of English.

General Professional experience

•              Minimum 8 years of professional experience in the field of statistical studies,

•              Experience in an EU-funded project.

Specific professional experience

•              Experience in qualitative and quantitative evaluation methods; especially cost-benefit analysis,

•              Experience in a data-rich environment with data mining techniques and predictive analytics,

•              Experience in the public health or veterinary issues.

 

KEY EXPERT 4: COMMUNICATION SPECIALIST

•              Development and management of a communication strategy for each veterinary area,

•              Manage the TAT responsible for the preparation of the information campaign,

•              Conduct of public opinion surveys,

•              Manage the TAT responsible for the preparation, elaboration, publication and delivery of brochures, billboards, leaflets, manuals, CD, radio, newspaper and TV spots and web site of the project,

•              Responsible for the delivery of the information campaign materials such as brochures, CD, manuals,

•              Assist the TAT responsible for the organisation of the information seminar and trainings,

•              Collect and Prepare mission reports of the TAT responsible for the preparation of the information campaign,

•              Fulfill emerging related issues and other related tasks defined in sections 2.3 and 4.2,

•              Produce mission reports.

Qualifications and skills

•              University degree in Communication or Journalism or Public Relations. In the absence of a university degree from the requested fields, the expert will have an equivalent professional experience of minimum 12 years in the field relevant to assignment,

•              Good command of English

General Professional experience

•              Minimum of 8 years professional experience in the field of communication, journalism, public relations etc.

Specific professional experience

•              Experience as an communication expert in the capacity building projects,

•              Minimum 3 years of experience in the planning and implementation of information campaigns for increasing the awareness of the projects,

•              Experience in an EU funded project in the field relevant to the assignment.
