Job position: KE 1: Team Leader

Project period:     October 2013 – October 2015

Duration of assignment:   420 working days

 

Project description:

The purpose of the project is to improve the system of human resources management in the public administration of BiH through capacity building, improvement of the legislative framework and harmonisation of procedures and practices at all levels in all administrative structures of the civil service.

 

Job description:

In the light of dynamic changes in the environment, organisational restructuring and new profiles pf civil servants, necessary, among other things, for the process of EU integration, there is a need for regular “revision” and assessment of job descriptions. In addition, major changes to the educational system and new educational profiles demanded by the labour market, influence the future supply of personnel to the public sector and civil service.

 

Qualifications:

Key expert 1: Team Leader (minimum input of 420 working days)

 

Qualifications and skills:

– University degree in the field of law, public administration, economics, political science, social sciences or related field.

– Postgraduate/advanced degree in one of these fields is an advantage.

 

General professional experience:

– At least 10 years of work experience in the field of HRM in public sector.

– Previous experience in managing complex projects, demonstrated by at least 3 years of work experience in positions with higher management responsibilities or team leader positions in programmes or projects.

 

Specific professional experience:

 

– At least 5 years of work experience in providing technical assistance in one or more of the following areas: public administration reform, HRM, public policy, capacity building and training and/or civil service legislation.

– Previous experience in implementation of at least 2 technical assistance projects in the field of public administration reform, capacity building and/or human resources management in public sector in the EU Member States, candidate countries and/or potential candidate countries as key expert.

– Previous experience in the areas of capacity building, i.e. engagement in organisation and implementation of training and development programs in public administration.

 

KE 2: Legislative drafting and development of procedures

Project period:     October 2013 – October 2015

Duration of assignment:   420 working days

– Postgraduate/advanced degree in the field of law, public administration, economics, political science or related fields is an advantage.

 

General professional experience:

– At least 10 years of work experience in the field of public administration/public sector, HRM, or legislative drafting.

 

Specific professional experience:

– At least 5 years of work experience in providing technical assistance in the fields of legislative drafting and procedures development in civil service/public sector, in regard to recruitment, HR planning, HR organisation, career development, training and development of personnel, or other related areas.

– Experience with HRM systems in administration of EU Member States, potential or candidate countries for EU membership.

– Experience in the field of development of methodology and procedures for job classification, analytical job evaluation or competency framework development in public administration.

– Experience in the field of HRM in the civil service/public sector in BiH, especially engagement in reform process in this area on different administrative levels in BiH would be an advantage.

 

KE 3: Capacity building and training

Project period:     October 2013 – October 2015

Duration of assignment:   400 working days

– At least 10 years of work experience in the field of public administration/public sector, HRM, or design and organisation of training.

 

Specific professional experience:

– At least 5 years of work experience in providing technical assistance in the field of capacity building and/or preparation and implementation of training programs for employees in public sector and civil service.

– Previous experience in implementation of at least two different projects that were related to organisation and implementation of HRM training programmes, mentoring support and/or capacity building of public administration/civil service institution in the HRM area.

– Experience in development of methodology and transfer of knowledge (including training needs assessment, preparation of handbooks and other training materials, training of trainers, etc.)
